Tressa Steffen Guenov is Director for Programs and Operations & Senior Fellow, Scowcroft Center for Security Studies at the Atlantic Council. She previously served as Principal Deputy Assistant Secretary of Defense for International Security Affairs (ISA), Office of the Under Secretary of Defense for Policy (OUSDP). In that role she supported the Assistant Secretary of Defense/ISA in a range of policy, leadership, management, and advisory capacities for the offices of African Affairs; European and NATO Policy; the Middle East; and Russia, Ukraine, and Eurasia.
Previously, Tressa was Senior Adviser to Deputy Secretary of Defense Dr. Kathleen Hicks, where she supported the Deputy on a variety of strategy development and stakeholder engagement efforts. Tressa also served as Assistant Secretary of Defense for Legislative Affairs (Acting) and PDASD for Legislative Affairs from 2015-2017. In her government career she also served in the State Department as a Presidential Management Fellow, as a special assistant to USDP and the Principal Deputy USDP, and as a country director for Central Asia issues.
Beth Roberts is a foreign policy and development finance leader with more than 15 years of experience navigating complex geopolitical, regulatory, and investment environments to drive private sector-led development. Beth specializes in translating big-picture global dynamics into actionable strategies, detailed project management, and diplomatic advocacy to support sustainable growth and advance policy objectives.
As Vice President of the Office of Foreign Policy at the U.S. International Development Finance Corporation (DFC) during the Biden Administration, Beth launched and led a team of regional and sector policy experts focused on aligning DFC’s $50 billion global investment portfolio and business development strategy with U.S. foreign policy priorities—advising senior leadership, driving strategic stakeholder engagement, and helping integrate geopolitical risk and opportunity analysis across business lines.
Before joining DFC, Beth spent a decade at the Millennium Challenge Corporation (MCC), where she developed and managed infrastructure and agribusiness projects across Africa and South Asia. She also served as an advisor to MCC’s CEO, launched MCC’s Private Sector Advisory Council and led the Corporation’s first trade mission to Africa. Beth’s career began as a public affairs consultant at APCO Worldwide, supporting domestic and global health care clients. Her service in the Peace Corps in Mali sparked her passion for working at the nexus global business, foreign policy, and sustainable development.
Beth is a graduate of Elon University, and is a Truman National Security Project Security Fellow. She lives with her husband and two daughters in Washington, D.C.
Dr. Richard Verma is chief administrative officer for Mastercard, overseeing the company’s Law, Government Affairs and Policy, Franchise, Corporate Security, and Community and Belonging functions. He is also a member of the company’s Executive Leadership Team and Management Committee.
Rich has a distinguished background as a public servant. Most recently, he was deputy secretary of state for management and resources from 2023 to 2025. Rich acted as chief operating officer of the State Department, leading its efforts on modernization, foreign assistance and a wide range of strategic issues. He also previously served as the U.S. ambassador to India, where he led one of the largest U.S. diplomatic missions and championed historic progress in bilateral ties. He is a former assistant secretary of state for Legislative Affairs and national security advisor to the Senate Majority Leader. Rich has been a member of the President’s Intelligence Advisory Board, the Weapons of Mass Destruction and Terrorism Commission, and the Secretary of State’s Foreign Affairs Policy Board.
Rich also has extensive experience in the private sector. Prior to his most recent State Department tenure, Rich was chief legal officer and head of global public policy at Mastercard. He is a former partner at the law firm of Steptoe & Johnson and the vice chairman of The Asia Group, a global consulting firm. He also served on the T. Rowe Price corporate board of directors.
Rich is a veteran of the U.S. Air Force and the recipient of numerous military awards and civilian decorations, including the Meritorious Service Medal, the State Department’s Distinguished Service Award, and the Council on Foreign Relations International Affairs Fellowship. He is a board member of the Ford Foundation, and has previously served on the boards for Lehigh University and the National Endowment for Democracy. He is the inaugural President’s Distinguished Fellow at Lehigh and was a senior fellow at Harvard University’s Belfer Center for Science and International Affairs.
Essye Miller’s public service career spanned morethan three decades. She served most recently as Principal Deputy Chief Information Officer and Acting Defense Chief Information Officer at the Department of Defense, selected by former Secretary of Defense Jim Mattis. As a career member of the Senior Executive Service, Miller has deep expertise in information management and technology, cybersecurity, and critical satellite communications. She advises corporations on expansion into the public sector, the federal market, product portfolios, and executive strategy. Miller also serves as an advisor to the Information Security and Privacy Advisory Board, the Department of Commerce, and NGOs.
Ms. Pamela Powers is the Defense Market Leader at Maximus. Prior to her current role, she joined KPMG in March of 2021 as a Managing Director and lead the Transformation Delivery service for KPMG’s Federal sector. In this role she helped organizations develop solutions to complex challenges by leveraging data, technology, and business process improvement while driving effective change management. She also serves in an advisory role for several other organizations including the Women Veterans Interactive Foundation, Kinometrix, the Leadership Council for Women in National Security, and the Partnership for Public Service.
Prior to this, she served as the Department of Veterans Affairs (VA) Chief of Staff when, on April 2, 2020, the President chose her to serve as Acting Deputy Secretary. In that role, Ms. Powers led enterprise modernization of the federal government’s second-largest Cabinet department with a budget of more than $218 billion and over 400,000 employees serving in VA medical centers, clinics, benefits offices, and national cemeteries across the country.

Ambassador Gina Abercrombie-Winstanley is the Non Resident Scholar of the Middle East Policy Council, a think tank that contributes to American understanding of the political, economic and and cultural issues that affect U.S. interests in the Middle East, Senior Advisor at the strategic advisory firm, West Exec Advisors, a BBC Contributor and a Senior Non-Resident Fellow at the Atlantic Council. Before her current appointments, she held a series of senior positions that included Ambassador to the Republic of Malta, Foreign Policy Advisor to the Commander of U.S. cyber forces, Deputy Coordinator for Counterterrorism for the Department of State where she negotiated the establishment of the International Institute for Justice and Rule of Law, and Country Director for Egypt, Syria, Jordan and Lebanon.Ms. Abercrombie-Winstanley was the first woman to lead a diplomatic mission in Saudi Arabia as the Principal Officer in Jeddah after taking on the position of Special Assistant to the Secretary of State for the Middle East and Africa.
Stacie Pettyjohn is a Senior Fellow and Director of the Defense Program at the Center for a New American Security (CNAS). Her areas of expertise include defense strategy, posture, force planning, the defense budget, and wargaming. Her current projects focus on munitions stockpiles, the effect of drones on warfare, and deterring the use of nuclear weapons in a multipolar world. Prior to joining CNAS, Pettyjohn spent over ten years at the RAND Corporation where she served as the Director of the Strategy and Doctrine Program in Project Air Force and the co-director of the Center for Gaming. In2020, she was a volunteer on the Biden administration’s defense transition team.
She has designed and led strategic and operational games that have assessed new operational concepts, tested the impacts of new technology, examined nuclear escalation and warfighting, and explored unclear phenomena, such as gray zone tactics and information warfare. Previously, she was a research fellow at the Brookings Institution, a peace scholar at the United States Institute of Peace, and a TAPIR fellow at the RAND Corporation.
Dr. Jung H. Pak was Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs at the U.S. Department of State. During her tenure at State, she was responsible for overseeing relations with Australia, New Zealand, and the Pacific Islands (2023-2024); deepening and expanding U.S. relationship with the Association of Southeast Asian Nations and related fora (2021-2023); and leading on Global China issues (2021-2022), developing new initiatives and strengthening collaboration with key foreign interlocutors. She concurrently served as U.S. Deputy Special Representative for North Korea from 2021-2023 and as the top U.S. official on North Korea policy from 2023-2024.
Prior to arriving at State, Dr. Pak was a senior fellow at the Brookings Institution, where she focused on Korean Peninsula issues, East Asia regional dynamics, and transnational threats related to proliferation, cybersecurity, and climate change. While at Brookings, she authored Becoming Kim Jong Un, which has been translated into multiple languages and draws from her deep knowledge and experience as an intelligence officer.
Camille Stewart Gloster is a strategist, attorney and executive whose crosscutting perspective on complex technology, cyber, and national security, and foreign policy issues has landed her in significant roles at leading government and private sector companies including the White House, Department of Homeland Security, Google, and Deloitte. Camille builds global cybersecurity, privacy, emerging technology and election security/integrity programs in complex environments for large companies and government agencies.
As the first Deputy National Cyber Director for Technology & Ecosystem for the White House, Camille advised the President and led national efforts on technology security, supply chain security, data security, emerging technology, and cyber workforce and education. She led the development and implementation of the 2023 National Cyber Workforce and Education Strategy, and played an integral part in the drafting and implementation of the 2023 National Cybersecurity Strategy, the 2023 A.I. Executive Order, the 2024 Data Security Executive Order, and the 2023 U.S. National Standards Strategy for Critical & Emerging Technology. She also sat on the White House AI Council and led the Open Source Software Security Initiative.
Previously, she served as Google’s Global Head of Product Security Strategy, and before that as Head of Security Policy and Election Integrity for Google Play and Android.
Elizabeth K. Horst is a former career U.S. diplomat with more than 25 years of experience leading policy, people, and partnerships across Europe and South Asia. As Principal Deputy Assistant Secretary in the Bureau of South and Central Asian Affairs, she served as the bureau’s chief operating officer—overseeing policy development, budgets, staffing, strategic communications and U.S. engagement with 13 countries and 20 posts. As the Deputy Assistant Secretary for Pakistan, she refocused the bilateral relationship on economic and security issues, and launched the U.S. – Pakistan Green Alliance to advance climate resilience, clean energy, and water security. She was also responsible for Public Diplomacy to the regional audience of almost 2 billion people from Astana to Colombo. She was nominated as U.S. Ambassador to Sri Lanka in 2024.
Her diplomatic career included leadership roles in Mission German as Minister Counselor for Public Diplomacy and in Tallinn, Estonia as Chargé d’Affaires and Deputy Chief of Mission, where she strengthened transatlantic security and economic cooperation. Her Washington postings focused on regional security, economic development and foreign assistance, and spearheading mentoring and leadership initiatives. Earlier assignments took her to Ukraine, Germany, Russia, Afghanistan, Tajikistan, Pakistan, and Niger, where she began her public service as a Peace Corps volunteer, working on food security and community health.

A retired career diplomat from the US Department of State, Annie is a Senior Non-Resident Associate at the Center for Strategic and International Studies, an Adjunct Professor at the City University of New York, and a public commentator on foreign policy. She is a life member of the Council on Foreign Relations and active on non-profit boards relating to NewYork City and Afghanistan advocacy.
As a self-employed consultant, Annie works with non-profits and think tanks on issues relating to US policymaking and fragile states, international organized crime, Afghanistan, and Latin America.
Her thirty-year diplomatic career focused on security, rule of law, and human rights policy. She was the Acting Deputy Assistant Secretary of State for Afghanistan and Deputy Chief of Mission in Kabul; Office Director for UN Peacekeeping and Sanctions; head of the $700 million security assistance program in Mexico; the lead human rights officer in Turkey and South Africa; and a Director at the National Security Council implementing policy on Central American migration. Ms. Pforzheimer is a graduate of Harvard, with a Masters in National Security Studies from the National Defense University.
Alice Albright is a global executive with more than two decades of leadership across international development, global health, education, and innovative finance. Her career has focused on building institutions, pioneering new approaches to development finance, and advancing equitable growth and opportunity around the world. As Founder and Principal of Acadia Advisory, she advises philanthropic and development organizations as they navigate a shifting global landscape. Her work centers on supporting institutions as they consider how development models and financing approaches may need to evolve in the years ahead.
Albright served most recently as Chief Executive Officer of the Millennium Challenge Corporation (MCC) and the Global Partnership for Education (GPE). At MCC, she led a strategic refresh and helped secure the passage of bipartisan legislation expanding the agency’s country eligibility, adding 33 countries to its potential footprint. At GPE, she guided the organization’s evolution into a major multilateral funder and expanded its financing toolkit, including the launch of the Knowledge and Innovation Exchange (KIX), the GPE Multiplier, and a $500 million COVID-19 emergency window to sustain learning during school closures.
Previously, Albright helped establish the field of innovative development finance beginning at GAVI, where she co-designed and launched the International Finance Facility for Immunization (IFFIm) and the Advance Market Commitment (AMC) — mechanisms that transformed global vaccine access and mobilized more than $10 billion. She continued advancing new financing approaches at the Export-Import Bank of the United States, where she helped launch its first direct lending program for small businesses. Melissa G. Dalton has over 20 years of experience in U.S. defense, aerospace, and national security affairs. She served as the 28th under secretary of the Air Force. She was responsible for organizing, training, and equipping the U.S. Air Force and Space Force, overseeing an annual budget exceeding $200 billion, and accountable for the welfare of nearly 700,000 active-duty, guard, reserve, and civilian Airmen, Guardians, and their families. Ms. Dalton performed the duties of deputy under secretary of defense for policy from December 2023 to May 2024, when she served as the principal advisor to the secretary of defense on the formation of national security and defense policy. Additionally, she served as the assistant secretary of defense for homeland defense and hemispheric affairs from March 2022 to May 2024. She joined the Biden administration in January 2021 as the principal deputy assistant secretary of defense for strategy, plans, and capabilities. From 2014 to 2021, Ms. Dalton led research and analysis at the Center for Strategic and International Studies, including directing the Cooperative Defense Project and serving as deputy director and senior fellow in the International Security Program. Ms. Dalton served for more than a decade as a career civil servant in the Bush and Obama administrations within the Department of Defense. Ms. Dalton is a recipient of the Department of Defense Distinguished Public Service Medal. She was a Council on Foreign Relations International Affairs fellow and is a member of the Council on Foreign Relations. Tamara Cofman Wittes became the fourth president of the National Democratic Institute (NDI) in 2024. Before joining the Institute, she served as Director of Foreign Assistance in the U.S Department of State. Previously, she led the Russia sanctions effort for the State Department’s sanctions coordination office. Dr. Wittes also served in the State Department from 2009 to 2012 as Deputy Assistant Secretary of State for Near Eastern Affairs, coordinating U.S. policy on democracy and human rights in the Middle East during the Arab uprisings.
Dr. Wittes spent nearly twenty years as a foreign policy scholar at the Brookings Institution, including as director of its Center for Middle East Policy. Her analysis focused on U.S. foreign policy in the Middle East, political and economic change in the region, and the Arab-Israel conflict. She is an adjunct professor at Georgetown University, where she has taught courses in international relations, Middle East policy, and security studies. Dr. Wittes was one of the first recipients of the Rabin-Peres Peace Award, established by President Bill Clinton in 1997. Dr. Wittes has published three books, most recently Foreign Policy Careers for PhDs: A Practical Guide to a World of Possibilities (Georgetown University Press, 2023).

Laura Rosenberger was the director of the Alliance for Securing Democracy and a senior fellow at The German Marshall Fund of the United States (GMF). Before she joined GMF, she was foreign policy advisor for Hillary for America, where she coordinated development of the campaign’s national security policies, messaging, and strategy. Prior to that, she served in a range of positions at the State Department and the White House’s National Security Council (NSC). As chief of staff to Deputy Secretary of State Tony Blinken and earlier as then-Deputy National Security Advisor Blinken’s senior advisor, she counseled on the full range of national security policy. In her role at the NSC, she also managed the interagency Deputies Committee, the U.S. government’s senior-level interagency decision-making forum on our country’s most pressing national security issues.
Asha Castleberry is a distinguished national security & foreign policy expert, a public speaker, television media commentator, a United States Army Veteran, and a former U.S. Congressional Candidate. She is an author of a memoir titled, “ Why National Security Matters.” Castleberry has over a decade of experience working as a Middle East Policy Expert in the public and private sectors. For the Biden-Harris Administration, she served as a Senior Official (Senior Executive Service) in the Bureau of Near Eastern Affairs (Middle East Policy) in the U.S.State Department. Castleberry is a sought-after expert globally and has worked with many U.S. Ambassadors. This year, Asha served on a panel with high-level Iraqi officials (with Senior officials from members of Parliament and military officers) to discuss combating ISIS and the role of China at the Erbil Security Forum in Iraq.
Eileen Donahoe is the inaugural Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, she was the Executive Director of the Global Digital Policy Incubator at Stanford University’s Cyber Policy Center, where she worked to develop global digital policies that address human rights, security and governance challenges. She served as the first US Ambassador to the United Nations Human Rights Council in Geneva, during the Obama Administration. After leaving government, she was Director of Global Affairs at Human Rights Watch where she represented the organization worldwide on human rights foreign policy, with special emphasis on digital rights, cybersecurity and internet governance. Earlier in her career, she was a technology litigator at Fenwick & West in Silicon Valley.

Veronica Daigle is the President of National Security Practice at Red Cell Partners. She was previously the Director of Acquisition & Innovation Policy, Federal Legislative Affairs, Government Operations at The Boeing Company. Prior to joining Boeing in 2020, Ms. Daigle was the Senate-confirmed Assistant Secretary of Defense for Readiness in the Department of Defense (DoD), where she served as the principal staff advisor to the Secretary of Defense and the Under Secretary of Defense for Personnel and Readiness on all matters related to military readiness. In that position, Ms. Daigle managed three deputy assistant secretaries of defense, with a combined staff of over 50 military and civilian personnel.
Ms. Daigle entered the Federal Government in 2008 as a Presidential Management Fellow at the White House’s Office of Management and Budget (OMB), and subsequently served as an operations research analyst in DoD’s office of Cost Assessment and Program Evaluation (CAPE). From 2008 to 2013, Ms. Daigle assessed a wide-ranging portfolio of issues, including the operational requirements and costs for Army ground operations, the potential effect of continued Overseas Contingency Operations funding on readiness programs, and the sufficiency of resources to support mental health services for Service Members.
The Honorable Robert M. Scher is a recognized expert in strategic planning, geopolitical risk assessment and mitigation, and government advocacy across the energy and defense sectors and on issues of international, national security, and US domestic politics. He has served in the public sector, worked in the private sector, and was appointed to a congressionally mandated commission by the Senate Majority Leader.
Bob was most recently the Vice President and Head of International Affairs for BP America. In this position he tracked and analyzed US foreign and national security policy as it affected BP’s businesses around the world.
Heather Samuelson is an attorney and strategic advisor with nearly two decades of experience in government, politics and the non-profit sector. She most recently served as Special Assistant to the President and Senior Confirmations Counsel in the White House Office of Legislative Affairs, guiding hundreds of Biden-Harris Administration nominees through the Senate confirmation process. Heather also served in the Obama-Biden Administration, first as White House Liaison at the U.S. Department of State, and then as Assistant Counsel in the White House Counsel’s Office. In these roles, she directed recruitment and vetting for national security positions and advised officials on federal ethics compliance.
Prior to rejoining government, Heather was the first General Counsel for the National Domestic Workers Alliance (NDWA) overseeing all legal matters for NDWA and its sister organization Care in Action. Heather also served as a longtime attorney and advisor to Secretary Hillary Rodham Clinton, including representing the Secretary before the U.S. House Select Committee on Benghazi, and serving as Chief Counsel for the 2016 Clinton-Kaine Pre-Election Transition team.
Uyen (pronounced “Win”) Dinh serves as the Vice President of Government Relations and Strategy at BlackSky Global, LLC, a provider of real-time geospatial intelligence.
Previously, Uyen served as the Deputy Assistant Secretary for Legislative Affairs at the Department of Homeland Security. With over two decades of experience in national security and intelligence community programs and policies, the Congressional legislative process, and the executive branch planning and decision making process, Uyen’s unique skill set leverages her federal government experience with private sector insights.
In the business sector, Uyen led her own strategic consulting company, WinStrategies, LLC; after having served as Vice President for Government Relations for GeoEye, Inc. a New Space company. Her background includes national and military intelligence, space- based ISR, satellite payloads, space launch systems, GEOINT, cybersecurity, and homeland security issues such as emergency preparedness and disaster relief, customs and border enforcement, maritime security, combating human trafficking, transportation security, and humanitarian issues.
Nisha Biswal brings over 30 years of experience in U.S. foreign policy and international economic development including in the Executive Branch, in Congress and the private sector. Most recently, she served as Deputy CEO of the U.S. International Development Finance Corporation (DFC), overseeing operations, management and policy coordination, and helping DFC become the largest bilateral development finance institution in the world. Biswal was senior vice president for international strategy and global initiatives at the U.S. Chamber of Commerce from 2017-2023 and led the South Asia practice.
Her prior government service includes Assistant Secretary for South and Central Asian Affairs at the U.S. Department of State from 2013 to 2017. There she oversaw the U.S.-India strategic partnership, including the launch of an annual U.S.-India Strategic and Commercial Dialogue. She also initiated the C5+1 Dialogue with Central Asia and the US-Bangladesh Partnership Dialogue during her tenure as Assistant Secretary. Prior to that, Biswal was assistant administrator for Asia at the U.S. Agency for International Development (USAID),having previously worked in the Office of Foreign Disaster Assistance and the Bureau for Humanitarian Response. She also spent over a decade on Capitol Hill, working as staff director on the State and Foreign Operations Subcommittee on Appropriations as well as professional staff on the Foreign Affairs Committee in the House of Representatives.
Ambassador (ret) Laura Kennedy served almost four decades as a U.S. career diplomat. She spent much of her career working in or on the former Soviet Union and served multiple assignments in Geneva and Vienna on multilateral disarmament and non-proliferation (conventional, nuclear and biological) as well as a number of temporary assignments in New York, including the 2010 and 2015 NPT Review Conferences and heading the U.S. delegations to the UN Committee on Disarmament. She retired in 2013 but was recalled to service in 2014 to head the U.S. Embassy in Turkmenistan and then the U.S. Mission in Vienna where she served as the U.S. Governor on the Board of the International Atomic Energy Agency. She retired again in 2015.
Kennedy’s assignments included Deputy Assistant Secretary of State for Southern Europe, Central Asia and the Caucasus 2004-5, Ambassador to Turkmenistan 2001-3, Ambassador to the Conference on Disarmament in Geneva 2010-13 with concurrent service as U.S. Special Representative for Biological and Toxin Weapons Convention issues, Deputy Commandant of the National War College where she also taught for two years 2007-9, Charge d’Affaires in Armenia, and Deputy Political section chief in Moscow and Ankara. She is a member of the Leadership Council of Women in National Security (LCWINS) and the trilateral US-Germany-Russia Deep Cuts Commission. Kennedy has been a frequent press commentator and has lectured at various U.S. and international institutions including the Foreign Service Institute, the U.S. Army War College, the Army Command and General Staff College, universities and regional international affairs councils. She serves as an expert for the NewYork Times and Smithsonian Institution Silk Road travels to Central Asia. She has participated in a number of track two dialogues on nuclear arms control and nonproliferation and Asia. She is currently a member of the Secretary of State’s International Security Advisory Board.
After receiving her B.A. from Vassar College, Kennedy did graduate work at Stanford and American (M.A.) universities and is also a graduate of the Senior Seminar of the Department of State for which she later served as Dean.

Ms. Algene T. Sajery is a seasoned foreign policy and national security expert. She is founder & CEO of Catalyst Global Strategies, a strategic advisory firm providing bespoke public affairs, government relations, business development, commercial diplomacy, and DEIA services. Catalyst partners with nonprofits, businesses, foundations, and impact investors to advance, fund, and scale policies and initiatives that improve the lives and livelihoods of people in the developing world.
Prior to relaunching Catalyst in October 2022, Algene was a Biden-Harris Administration appointee, serving as vice president of the Office of External Affairs and head of Global Gender Equity Initiatives at the U.S.International Development Finance Corporation (DFC). In this capacity, she led a team of public affairs professionals, spearheaded the agency’s 2X gender-lens investing initiative, and supported agency diversity, equity and inclusion and employee engagement efforts. Reta Jo Lewis most recently served as President and Chair of the Export Import Bank. Previously, she was Senior Fellow and Director of Congressional Affairs at The German Marshall Fund of the United States where she was the principal liaison between GMF and Congress and built extensive congressional relationships. During the Obama Administration, from 2010 to 2013, she served as the U. S. Department of States’ first-ever Special Representative for Global Intergovernmental Affairs, under Secretaries of State Hillary Clinton and John Kerry. Lewis led the office charged with building strategic peer- to-peer relationships between the Department of State, U.S. state and local officials, and their foreign counterparts. In her post, she served as the State Department’s lead interlocutor in negotiating and executing the first historic agreements to solidify subnational cooperation and engagement efforts with BRICS (Brazil, Russia, India, China, and South Africa) countries and with targeted countries in the European Union. She was the principal architect that led the global engagement of U.S. state and local government leaders’ integration into and strategy regarding sustainability and climate change to RIO+20, COP-16, COP-17 and COP-18. In 2013, she was awarded the Secretary’s Distinguished Service Award.
Paloma Adams-Allen served in the Biden Administration as the United States Agency for International Development’s Chief Operating Officer and its first Deputy Administrator for Management and Resources. As second in command, she served on the President’s Management Council and was responsible for overall management and day-to-day operations in over a 100 countries. Adams-Allen also led USAID’s ambitious internal reform agenda designed to drive progress beyond programs, including modernizing private sector engagement, spurring locally-led development, and slashing bureaucratic burdens on staff and partners.

Phyllis Wilson is a trailblazing leader, trusted advisor, and nationally recognized voice in purpose-driven leadership. As the 5th Command Chief Warrant Officer of the Army Reserve – the first woman in any component of the U.S. Army to hold the highest warrant officer position – she shaped strategy, culture, and the future of the military. Kristen Edwards Marquardt joined Hakluyt & Co. in 2022 to build the company’s digital and cyber practice in North America. Prior to Hakluyt, she was chief cyber strategist and senior vice president for strategic planning, metrics, and reporting at Bank of America. In that role, Kristen was also responsible for reporting to the board of directors on all cyber security matters.
Prior to joining Bank of America, Kristen was the senior intelligence advisor to the Secretary of Homeland Security (DHS) with responsibility for intelligence, threat prevention, and counterterrorism. She advised the Secretary and Deputy Secretary on all intelligence and national security issues and often represented the department at the White House and with foreign partners on a range of department priorities.

Dr. Van Winkle currently serves as the Industry Executive for Federal Government at Oracle, where she supports federal agencies in using innovative technology to solve complex challenges.
Prior to joining Oracle, Dr. Van Winkle served as Director of Strategic Analytics within Raytheon Intelligence and Space. She was previously a member of the Senior Executive Service within the Department of Defense and served in multiple leadership roles across the Department focused on assessing and ensuring the readiness of the military force. Most recently she served as the Deputy Director of Military Force Management for the U.S. Air Force, establishing and overseeing military force management policies to guide the readiness and retention of the Air Force’s human capital. Prior to that role, Dr. Van Winkle served as the Executive Director of the Office of Force Resiliency and was the principal staff advisor to the Secretary of Defense on policies related to the response and prevention of interpersonal violence; developing the Department’s first integrated prevention policies and framework, for which she received the Secretary of Defense Medal for Meritorious Civilian Service.
Amanda Simpson is an advisor and consultant on aerospace, energy, and DEI as the CEO of Third Segment LLC. She is a nationally renowned speaker and has presented at corporations, government agencies, civic organizations, conferences, and colleges around the country on technology and aerospace innovation as well as gender and diversity.
Formerly she was Vice President for Research and Technology and Head of Sustainability at Airbus Americas, responsible for coordinating technology development, research activities, and innovation for Airbus in the western hemisphere. She was also the Head of Sustainability efforts for Airbus in the Americas and has been an outspoken advocate for future flight concepts and clean aviation.
Ms. Simpson joined Airbus following government assignments in the United States Department of Defense. She was the Deputy Assistant Secretary of Defense for Operational Energy, responsible for developing the strategy for the utilization of energy for military operational forces worldwide and was the senior advisor to the Secretary of Defense for all matters pertaining to energy in our military.
Ms. Jennifer Gavito joined The Cohen Group as a Senior Advisor in 2024 and co-leads the firm’s Middle East practice. A career Senior Foreign Service officer with the rank of Minister-Counselor, Ms. Gavito spent over 25 years at the intersection of international and economic policy in senior diplomatic positions in Washington and throughout the Middle East and Europe, on the staff of the National Security Council, and as a senior advisor to the Department of Defense.
Ms. Gavito served most recently as the Acting Principal Deputy Assistant Secretary of State for Near Eastern Affairs where she coordinated policy recommendations for the Secretary of State and other senior US government leaders and oversaw the work of 22 diplomatic posts in 18 countries throughout the Middle East. Prior to that, she was the Deputy Assistant Secretary of State for Iraq and Iran. She concurrently served as Deputy Assistant Secretary of State for Press and Public Diplomacy, leading hundreds of staff in Washington and throughout the Middle East in strategic communications strategy and engagement. Prior to retiring from government service, Ms. Gavito was nominated by President Biden in January 2024 to serve as the US Ambassador to the State of Libya. Ms. Gavito has held a range of leadership roles at US embassies and consulates around the world. She was Minister-Counselor for Political Affairs at the US Embassy in London from 2018–2021, US Consul General to Bavaria from 2015–2018, and Political Counselor at US Consulate General Jerusalem from 2012–2015. Earlier assignments include, among others, Senior Foreign Policy Advisor to the Director for Strategy, Plans, and Programs (J-5) at the US Africa Command; Deputy Consul General at US Consulate General Dubai; Director for Syria and Lebanon at the National Security Council; Deputy Director for North Africa at the Department of State; and head of the Economic and Commercial Section at US Embassy Beirut.

Previously, Witkowsky served as the Co-Director of the Task Force on U.S. Strategy to Support Democracy and Counter Authoritarianism, a partnership of Freedom House. From 2014-2016, she served as the Deputy Assistant Secretary of Defense for Stability and Humanitarian Affairs in the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). She held policy responsibility for peacekeeping and stability operations; humanitarian assistance and disaster response; DoD support to the security of U.S. embassies; and international humanitarian law, rule of law and protection of human rights. Her office coordinated the DoD policy role in key Administration initiatives, such as the U.S. Ebola response, strengthening United Nations peace operations, and support to embassy security.
From 2009-2013, she served as the Deputy Coordinator for Homeland Security and Multilateral Affairs (DAS equivalent) in the Bureau of Counterterrorism (CT), U.S. Department of State, with responsibility for terrorist designations and sanctions; strengthening international transportation security; developing bilateral information sharing agreements; and building CT cooperation within multilateral organizations. In 2012-2013, she also served as the CT Bureau’s Acting Principal Deputy Coordinator.

In her government career, she served as the first chief operating officer (COO) for the Office of the Director of National Intelligence. Walsh led the ODNI in its transformation to better integrate and unify the nation’s intelligence priorities and strategies. From 2014 to 2018, Walsh was director of legislative affairs for the ODNI. In this position, she managed ODNI’s interaction with Congress, supported Congressional oversight requirements, and advised ODNI senior leaders on Congressional priority interests. Walsh was appointed to the Senior National Intelligence Service in 2013. She served as deputy director of Congressional and public affairs at the National Reconnaissance Office (NRO). Preceding her assignment to NRO, she supported the Intelligence Community Chief Financial Officer in strategic budgeting and communications. Additionally, Walsh provided strategic counsel and support to the revision of Executive Order 12333, entitled “United States Intelligence Activities,” and served as director of Policy Management, driving foundational IC policy in response to the Executive Order. Mona Sutphen is a Senior Partner at The Vistria Group. Previously, she was a Partner at global consultancy Macro Advisory Partners and earlier was Managing Director at UBS, AG. She served as White House Deputy Chief of Staff for Policy for President Obama during his first term. Earlier Ms. Sutphen was a career diplomat, serving on the staff of the NSC during the Clinton Administration as well as at US Mission to the United Nations and other posts in Asia and Europe. Ms. Sutphen serves on the Board of Spotify and as a Trustee for Putnam Investments. She is Co-Chair of the IRC Board and also serves on the advisory boards of the Omidyar Network and Columbia University’s Center for Global Energy Policy. Ms. Sutphen co-authored “The Next American Century” and was an Executive Producer of several documentary films. Beverly Kirk is the Director of Washington Programs at Syracuse University. She was most recently the Executive Director of JOURNEY, a diverse, intergenerational community that connects preeminent emerging talent with women at the top. Prior to JOURNEY she was a fellow and director for outreach in the CSIS International Security Program and director of the CSIS Smart Women, Smart Power Initiative. She previously was director of the iDeas Lab, the multimedia production and design studio at CSIS. Before joining CSIS, Kirk was a journalist and worked for local and national news organizations, including NBC, NPR, and PBS. She spent much of her career focused on domestic and international politics and government. She also founded a media consulting company and has expertise in media curriculum design. She is a member of the adjunct faculty at the American University School of Communication. Kirk holds an M.A. in diplomacy and international commerce with a concentration in international politics and national security from the University of Kentucky and is a summa cum laude graduate of Western Kentucky University with degrees in history and broadcast journalism.
Deborah Lee James has 35 years of senior leadership experience in the aerospace, defense and technology fields in both the public and private sectors. Most notably, she served as the 23rd Secretary of the Air Force and Principal Defense Space Advisor (2013-2017) and as the President of SAIC’s Technical and Engineering Sector, a $2 billion, 8,700-person enterprise (2012-2013). Earlier in her career, she was Assistant Secretary of Defense (Reserve Affairs) and a Professional Staff Member for the House Armed Services Committee.
Since 2017, Ms. James has served as an independent director of three public company boards: Textron, Unisys and Aerojet Rocketdyne, as well as a director on several private and not for profit boards. She is a strategic advisor on topics including mergers and acquisitions, government contracting, technology transformation, and space. She is the author of the book “Aim High: Chart Your Course and Find Success”, a speaker on leadership and national security topics and a mentor to C-suite level executives in Fortune 500 firms.
Bonny Lin is a senior fellow for Asian security and director of the China Power Project at the Center for Strategic and International Studies (CSIS). Previously, she was the acting associate director of the Strategy and Doctrine Program of RAND Project AIR FORCE and a political scientist at the RAND Corporation, where she analyzed different aspects of U.S. competition with China, including U.S.-China competition for influence in the Indo-Pacific and China’s use of gray zone tactics against U.S. allies and partners.
Her research advised senior leaders in the Department of Defense, including military leaders at U.S. Pacific Air Forces and U.S. Army Pacific. Dr. Lin also served in the Office of the Secretary of Defense from 2015 to 2018, where she was director for Taiwan, country director for China, and senior adviser for China. Dr. Lin holds a PhD in political science from Yale University, a master’s degree in Asian studies with a focus on China from the University of Michigan, and a bachelor’s degree in government from Harvard College.
Allison Peters previously served as the Deputy Assistant Secretary of State in the Bureau of Democracy, Human Rights, and Labor at the U.S. Department of State where she oversaw the Bureau’s Office of Multilateral and Global Affairs, including its work on technology and human rights, Office of East Asian and Pacific Affairs, and Office of Policy Planning and Public Diplomacy. Previously, Ms. Peters served as the Senior Advisor to the Under Secretary for Civilian Security, Democracy, and Human Rights and the Senior Advisor to the Assistant Secretary for International Narcotics and Law Enforcement Affairs where she worked to advance rights-respecting approaches to technology and cyber policy and counter threats.

Mary DeRosa is a Professor from Practice at Georgetown University Law Center, where she focuses on national security law. She is Director of Georgetown’s Global Law Scholars program and Co-Director of its Center on National Security and the Law.
Previously, Ms. DeRosa served as Deputy Assistant and Deputy Counsel to the President and National Security Council Legal Adviser in the Obama Administration. She has also served at the U.S. Mission to the United Nations as Alternate Representative of the United States to the 66th Session of the UN General Assembly, an ambassador-level position. Before the Obama Administration, Ms. DeRosa was Chief Counsel for National Security for the Senate Judiciary Committee, working for the Chairman, Senator Patrick Leahy; Senior Fellow for Technology and Public Policy at the Center for Strategic and International Studies; Special Assistant to the President and National Security Council Legal Advisor, and earlier Deputy Legal Adviser, during the Clinton Administration; and Special Counsel to the General Counsel at the U.S. Department of Defense. Earlier in her career, Ms. DeRosa was a lawyer at the Arnold & Porter law firm and a law clerk to the Honorable Richard Cardamone, United States Court of Appeals for the Second Circuit.

Dr. Rebecca Bill Chavez is president and CEO of the Inter-American Dialogue. She is formerly a senior fellow in the Dialogue’s Rule of Law Program. Dr. Chavez served as Deputy Assistant Secretary of Defense for Western Hemisphere Affairs from 2013 until 2016 where she prioritized Women, Peace, and Security initiatives, combatting the militarization of law enforcement, and expanding defense institution building programs. Her areas of focus included shaping Defense Department contributions to President Obama’s Central America Strategy, moving the U.S.- Mexico relationship beyond the narrow counternarcotics focus, supporting the Colombian peace process, resetting defense relations with Argentina and Brazil, and establishing a productive dialogue with Cuba on humanitarian assistance and disaster response.
Ambassador Laura S. H. Holgate served most recently as the U.S. Ambassador to the United Nations International Organizations in Vienna and the Representative of the United States of America to the International Atomic Energy Agency.
As an experienced national security leader, Holgate’s public service includes the reduction of threats and management of risks from nuclear, biological, chemical, and radiological weapons. She previously served as Vice President at the Nuclear Threat Initiative, Special Assistant to the President at the National Security Council, and as a senior official at the Departments of Energy and Defense. She is frequently quoted and published in print and tv and she speaks publicly on nuclear energy, nuclear security, chemical weapons, bioterrorism, and related international organizations.

Leanne G. Caret is a senior advisor to Blackstone, a private equity investment firm. She brings expertise in public company executive leadership, global operations and sales, and technology and innovation. Prior to her retirement in December 2022, Caret served as executive vice president and senior advisor to The Boeing Company, and previously was the president and chief executive officer of Boeing Defense, Space and Security. Caret held numerous leadership roles over her 34+ year career with Boeing, including chief financial officer for Boeing Defense, Space and Security. Caret is a member of the Deere & Company and RTX (formerly Raytheon Technologies) Board of Directors. Additionally, she serves as a board member for the Kansas State University Foundation, Embry Riddle Aeronautical University and the USO. In addition to being a 2019 inductee of the Women in Aviation International Pioneer Hall of Fame. Fortune magazine named her to its Most Powerful Women list in 2021 for the fifth consecutive year. Ms. Thompson has a distinguished career in international policy, national security, intelligence operations, and leader development. She is the CEO of DARC, an innovative company advancing cutting-edge solutions in cybersecurity, technology, and digital innovation. She has also served as U.S. Under Secretary of State, as well as the National Security Advisor to the Vice President.
Prior to government roles, Thompson led the McChrystal Group Leadership Institute. A proud military veteran, Thompson served for over 25 years in the U.S. Army, including combat tours in Iraq and Afghanistan. She also served as the National Security Advisor to the Chairman, House Homeland Security Committee, and the Chairman, House Foreign Affairs Committee. Most recently, Thompson was Vice President for International Programs at Northrop Grumman, a leader in the global aerospace and defense industry.
Thompson served as the Professor of Practice at Beacom College of Computer and Cyber Sciences at Dakota State University in her home state of South Dakota. Dr. Evelyn N. Farkas has three decades of experience working on national security and foreign policy in the U.S. executive, legislative branch, private sector and for international organizations overseas. She is currently the executive director of the McCain Institute at Arizona State University. Prior to that, she was president of Farkas Global Strategies and a senior fellow at the German Marshall Fund of the United States and the Atlantic Council and national security contributor for NBC/MSNBC.
She served from 2012 to 2015 as deputy assistant secretary of defense for Russia/Ukraine/Eurasia, also covering the Balkans, Caucasus and conventional arms control. From 2010 to 2012, she was the senior advisor to the Supreme Allied Commander Europe and special advisor to the Secretary of Defense for the NATO Summit. Prior to that, she was the executive director of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and senior fellow at the American Security Project. From 2001 to 2008, she served as a professional staff member of the Senate Armed Services Committee responsible for Asia Pacific, Western Hemisphere, Special Operations Command, and policy issues including combatting terrorism and export control.
From 1997-2001, Dr. Farkas was a professor of international relations at the U.S. Marine Corps Command and Staff College. She served 1996-97 in Bosnia with the Organization for Security and Cooperation in Europe (OSCE). She has published numerous journal articles and opinion pieces, including “Fractured States and U.S. Foreign Policy: Iraq, Ethiopia, and Bosnia in the 1990s” (Palgrave/St Martin’s Press). She speaks Hungarian and German and has studied French, Spanish, Serbo-Croatian, Russian, and Hindi.
M. Tia Johnson, Visiting Professor of Law, was Director of the National Security Law LL.M Program at Georgetown Law and a Visiting Fellow at Georgetown’s Center on National Security and the Law. She is also a Distinguished Fellow at the Center for National Security Law at the University of Virginia School of Law. Immediately prior to her appointment at Georgetown, she served in the Obama Administration as the Assistant Secretary for Legislative Affairs at the U.S. Department of Homeland Security. Before that, Professor Johnson was the Senior Advisor to the Director at the U.S. Immigration and Customs Enforcement (ICE).
Professor Johnson retired from the U.S. Army Judge Advocate General’s Corps, where she specialized in international and national security law. In 2002, she became the first African-American female to be selected to the rank of Colonel in the U.S. Army’s JAG Corps’ 227-year history. In her final assignment, she served as the Senior Military Assistant to the Department of Defense General Counsel.
