Iris Ferguson is president and founder of IAF Strategies, where she advises on Arctic security, energy security, and geopolitical risk, and holds affiliations as a visiting scholar at Penn Washington and a senior associate, non-resident, with the Center for Strategic and International Studies.  She served as Deputy Assistant Secretary of Defense for Arctic and Global Resilience from 2022 to January 2025, advising the Secretary of Defense on protecting U.S. and allied interests in the Arctic, oceans policy and the Freedom of Navigation Program, critical minerals, and energy security. Previously, Ferguson served as an advisor for the U.S. Air Force, where she authored the Air Force’s first Arctic Strategy. Earlier in her career, she worked at the Department of Commerce’s International Trade Administration, helping establish SelectUSA, and as a legislative aide on the Senate Foreign Relations Committee. She holds a BA from the University of Arkansas and an MA from Johns Hopkins SAIS, and completed a Council on Foreign Relations International Affairs Fellowship on Arctic and space security in Canada.

Dr. Ariane Tabatabai is the Vice President of Research, Security and Defense, and Senior Fellow, Middle East, at the Chicago Council on Global Affairs. Previously, she served in a number of roles at the U.S. Department of State and Department of Defense, including as Deputy Assistant Secretary of Defense for Force Education and Training, Chief of Staff to the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, and Senior Advisor to the Under Secretary of State for Arms Control and International Security. Dr. Tabatabai has held positions in think tanks and academia, including as the Director of Curriculum and a Visiting Assistant Professor in the Security Studies Program at Georgetown University, Associate Political Scientist at the Rand Corporation, Middle East Fellow at the German Marshall Fund of the United States, Adjunct Senior Research Scholar at Columbia University, Senior Associate at the Center for Strategic and International Studies, and Civilian Consultant at the North Atlantic Treaty Organization (NATO). Dr. Tabatabai holds a Ph.D. from King’s College London and completed a Postdoctoral Fellowship and a Stanton Nuclear Security Fellowship at Harvard University. She is a Contributing Editor at Lawfare and a Non-Resident Scholar at Georgetown University. She is the author of No Conquest, No Defeat (Oxford University Press, 2020) and co-author of Triple Axis – Iran’s Relations with Russia and China (Bloomsbury, 2018). Her work has appeared in the New York Times, the Washington Post, the Financial Times, Foreign Affairs, and International Security.

Caroline Zier has over 15 years of experience in defense and national security, and is currently the Deputy Lead for National Security Policy at OpenAI. She previously served as the Deputy Chief of Staff to the Secretary of Defense, where she was responsible for helping manage the Secretary of Defense’s executive staff and providing counsel and advice to the Secretary on all matters concerning the Department.

From 2021 to 2023, Caroline was the Senior Advisor and Special Assistant to the Secretary of Defense with responsibility for policy and national security matters. From 2018 to 2021, Caroline was the Director for Global Posture within the Office of the Secretary of Defense for Policy, leading a team responsible for providing oversight and management of the forces, footprint, and agreements that support the Department’s global operations and activities.

From 2016 to 2018, Caroline served as the Chief of Staff to the Assistant Secretary of Defense for Indo-Pacific Security Affairs. She joined the Office of the Secretary of Defense for Policy in 2009, and held several other positions in the organization.  Prior to her government service, Caroline worked at Morgan Stanley in New York as an analyst. She graduated from Yale University with a Bachelor of Arts and received a Master of Science in Foreign Service from Georgetown University. She is the recipient of the Distinguished Public Service Award and the Meritorious Civilian Service Award. She is a nonresident senior fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security.

John B. Bellinger III is a partner and co-chair of the Global Law & Public Policy Practice at Arnold & Porter. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.

Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from 2005 to 2009. He previously managed Secretary Rice’s Senate confirmation and co-directed her State Department transition team. He received the Secretary of State’s Distinguished Service Award in January 2009.

Mr. Bellinger served from 2001 to 2005 as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House. He previously served as Counsel for National Security Matters in the Criminal Division of the Justice Department during the Clinton Administration (1997-2001), Special Counsel to the Senate Select Committee on Intelligence (1996), and Special Assistant to Director of Central Intelligence William Webster (1988-1991).

Deirdre M. Walsh is the Executive Vice President for Strategy and Government Affairs for ARKA Group. In her government career, she served as the first chief operating officer (COO) for the Office of the Director of National Intelligence. Walsh led the ODNI in its transformation to better integrate and unify the nation’s intelligence priorities and strategies. From 2014 to 2018, Walsh was director of legislative affairs for the ODNI. In this position, she managed ODNI’s interaction with Congress, supported Congressional oversight requirements, and advised ODNI senior leaders on Congressional priority interests. Walsh was appointed to the Senior National Intelligence Service in 2013. She served as deputy director of Congressional and public affairs at the National Reconnaissance Office (NRO). Preceding her assignment to NRO, she supported the Intelligence Community Chief Financial Officer in strategic budgeting and communications. Additionally, Walsh provided strategic counsel and support to the revision of Executive Order 12333, entitled “United States Intelligence Activities,” and served as director of Policy Management, driving foundational IC policy in response to the Executive Order. Before joining the IC, Walsh served as House liaison to the 2005 Base Closure and Realignment Commission. She began her career on Capitol Hill, on the legislative staffs of Reps. Sherwood Boehlert and Felix J. Grucci Jr.

Walsh holds a Master of Arts in legislative affairs from the George Washington University, and a Bachelor of Science in international studies from the University of Scranton, Pennsylvania.

Susan Hennessey is a Counsel in WilmerHale’s Defense, National Security, and Government Contracts practice group. In private practice, she focuses on national security, technology and defense-related matters. Previously, Ms. Hennessey served as Chief Counsel to the Assistant Attorney General for National Security and Chief of Staff of the Department of Justice’s National Security Division.

In 2022, Ms. Hennessey served as the Director of National Intelligence’s representative on the Senior Steering Group examining the relationship between the National Security Agency and US Cyber Command. She began her legal career as an attorney in the Office of General Counsel at the NSA.

Before joining the Justice Department, Ms. Hennessey was a Senior Fellow of Governance Studies at the Brookings Institution, where she published influential legal and policy analysis on topics including surveillance law, cybersecurity, and emerging technologies and served as Executive Editor of Lawfare. As a Brookings scholar, she provided nonpartisan expert advice, briefings, and testimony to Congress, senior government officials, non-governmental organizations, business leaders, and other stakeholders.

Ambassador James O’Brien most recently served as Assistant Secretary of State for European and Eurasian Affairs after previously serving as Head of the Office of Sanctions Policy prior to this role.

Mr. O’Brien was Vice Chair of Albright Stonebridge Group (ASG) and led the firm’s Europe practice. A founder of the firm, he has worked extensively on issues affecting consumer goods, health, entertainment, environment, media (including free speech), information technology, telecommunications, and finance sectors. Mr. O’Brien is also a member of the management and investment committees of Albright Capital Management LLC, an affiliated investment advisory firm focused on emerging markets.

Mr. O’Brien has served two U.S. administrations as special presidential envoy, securing the release of Americans held hostage abroad and overseeing U.S. policy planning towards the Balkans. He has been senior advisor to the U.S. Secretary of State and served as the principal deputy director of policy planning at the State Department. He worked to end armed conflicts in Europe, helped develop non-proliferation initiatives after the Cold War, negotiated environmental agreements, and supported initiatives to investigate and prosecute persons responsible for war crimes.

Tressa Steffen Guenov is Director for Programs and Operations & Senior Fellow, Scowcroft Center for Security Studies at the Atlantic Council. She previously served as Principal Deputy Assistant Secretary of Defense for International Security Affairs (ISA), Office of the Under Secretary of Defense for Policy (OUSDP). In that role she supported the Assistant Secretary of Defense/ISA in a range of policy, leadership, management, and advisory capacities for the offices of African Affairs; European and NATO Policy; the Middle East; and Russia, Ukraine, and Eurasia.

Previously, Tressa was Senior Adviser to Deputy Secretary of Defense Dr. Kathleen Hicks, where she supported the Deputy on a variety of strategy development and stakeholder engagement efforts. Tressa also served as Assistant Secretary of Defense for Legislative Affairs (Acting) and PDASD for Legislative Affairs from 2015-2017. In her government career she also served in the State Department as a Presidential Management Fellow, as a special assistant to USDP and the Principal Deputy USDP, and as a country director for Central Asia issues.

Phyllis Wilson is a trailblazing leader, trusted advisor, and nationally recognized voice in purpose-driven leadership. As former Chairman, President, and CEO of the Export-Import Bank of the United States (EXIM), she brings unique insight into global trade finance, geopolitical risk, and the role of government in supporting complex cross-border transactions.

Reta works with clients to secure export credit financing through EXIM and other global export credit agencies (ECAs), navigate regulatory and geopolitical risk, and structure high-value international partnerships. She counsels companies operating in highly regulated and strategic markets, helping them expand globally, enter the U.S. market, and align commercial objectives with public-sector stakeholders.

Her experience spans Africa, the Caribbean, and other high-growth regions, where she has supported transformative projects in energy, infrastructure, manufacturing, and critical minerals. She is also an Adjunct Senior Fellow at the Council on Foreign Relations where she specializes in Economic Statecraft and leads the high-level Roundtable Series on Geoeconomics. She is the former CEO, and remains a Partner, at International Capital Strategies – a boutique advisory firm that provides clients with market-relevant insights on the intersection of macroeconomics, geopolitics, policy and global financial markets.

She served on the Biden Treasury Department Transition team as lead on International Affairs through January 2021. From August 2019 through the 2020 election, she led and built Biden’s international economic policy team for his Presidential campaign, crafting and contributing to incoming Administration policy on national economic security, China policy, supply chain resilience, trade, energy and energy security, the IMF and Multilateral Development Banks, sanctions and export controls, as well as to the domestic competitiveness and investment agenda.

Christine Abizaid led the United States Government’s counterterrorism enterprise while serving as the Director of the National Counterterrorism Center (NCTC) from June 2021 to July 2024. She was the eighth Senate confirmed Director and the first woman to lead NCTC, the primary U.S. intelligence organization that integrates, analyzes, and shares terrorism information.

Before joining NCTC, Abizaid was as an executive at Dell Technologies in its Global Operations organization, where she led and advised on geopolitical and strategic risk analysis; supply chain security; sustainability and transparency initiatives; compliance; and global inventory management. While in the private sector, Abizaid was aboard member for the Responsible Business Alliance; a board member at the Middle East Policy Council; and an inaugural Steering Committee Member for the Leadership Council for Women in National Security (LCWINS).

Alexis Prieur L’Heureux is Vice President at WestExec Advisors.

Prior to joining WestExec, Alexis most recently served as Chief of Staff for Congressman Seth Moulton (MA-06). Alexis ran his congressional office, including his work on the House Armed Services, Transportation and Infrastructure, and Budget Committees, and was also a Senior Advisor for his political action committee, Serve America. Alexis also served on President Joe Biden’s Presidential Transition Team as the lead for Department of Defense appointments. Ambassador Gina Abercrombie-Winstanley is the Non Resident Scholar of the Middle East Policy Council, a think tank that contributes to American understanding of the political, economic and and cultural issues that affect U.S. interests in the Middle East, Senior Advisor at the strategic advisory firm, West Exec Advisors, a BBC Contributor and a Senior Non-Resident Fellow at the Atlantic Council. Before her current appointments, she held a series of senior positions that included Ambassador to the Republic of Malta, Foreign Policy Advisor to the Commander of U.S. cyber forces, Deputy Coordinator for Counterterrorism for the Department of State where she negotiated the establishment of the International Institute for Justice and Rule of Law, and Country Director for Egypt, Syria, Jordan and Lebanon.Ms. Abercrombie-Winstanley was the first woman to lead a diplomatic mission in Saudi Arabia as the Principal Officer in Jeddah after taking on the position of Special Assistant to the Secretary of State for the Middle East and Africa.

Ambassador Laura S. H. Holgate served most recently as the U.S. Ambassador to the United Nations International Organizations in Vienna and the Representative of the United States of America to the International Atomic Energy Agency.

As an experienced national security leader, Holgate’s public service includes the reduction of threats and management of risks from nuclear, biological, chemical, and radiological weapons. She previously served as Vice President at the Nuclear Threat Initiative, Special Assistant to the President at the National Security Council, and as a senior official at the Departments of Energy and Defense. She is frequently quoted and published in print and tv and she speaks publicly on nuclear energy, nuclear security, chemical weapons, bioterrorism, and related international organizations.

Holgate received a Bachelor of Arts Degree in politics from Princeton University and a Master of Science Degree in political science from the Massachusetts Institute of Technology. She lives in Arlington, Virginia.

Sumona Guha leads the Foreign Policy Project at Third Way and is an Adjunct Professor at Georgetown University’s School of Foreign Service.  Guha is a national security professional and former diplomat.  During the Biden Administration, she was Special Assistant to the President and Senior Director for South Asia at the National Security Council. She also served in the Senior Executive Service at the State Department’s Office of Sanctions Coordination, focusing on Asia and the Middle East.

Previously, Guha was Senior Vice President at Albright Stonebridge Group, where she co-led the South Asia practice and supported the Europe practice, and was also Senior Director at the U.S.-India Business Council, where she led executive committees on energy, manufacturing, infrastructure, and food/agriculture.  Earlier in her career, Guha was on the Secretary of State’s Policy Planning Staff. She previously served in the White House as Special Advisor for Europe and Eurasia in the Office of the Vice President.  A former U.S. Foreign Service Officer, Guha has worked in the Office of the Under Secretary of State for Political Affairs, in the U.S. Senate as a Pearson Fellow, in the Office of Russian Affairs, at the U.S. Embassies in Moscow and Paris, and the U.S. Mission to the United Nations in New York.  Guha holds an M.A. in Public Policy from Georgetown University and a B.A. in Economics and Psychology from The Johns Hopkins University. Sandrea Hwang is the Senior Director of the Strategic Intelligence and Global Advisory group, a new risk advisory service at Pillsbury Law. Prior to this role, Sandrea served as a national security senior executive, and has over two decades of experience leading counterintelligence and counterterrorism initiatives across the U.S. Government. Most recently, she served as the National Intelligence Manager for Counterintelligence and Assistant Director at the National Counterintelligence and Security Center, where she shaped national strategies, developed interagency plans, and led engagements with the public, private sector, Congress, and international partners. Sandrea previously served twice on the White House National Security Council, overseeing U.S. counterterrorism and homeland security policy. She has also held roles at the FBI, CIA, NCTC, and Department of Defense, and was posted at the U.S. Embassy in Jakarta. She holds degrees from Georgetown University’s School of Foreign Service and School of Public Policy, and currently serves as an Adjunct Associate Professor at Georgetown’s Center for Security Studies. She also serves on the International Spy Museum Advisory Board, is a Senior Advisor to Control Risks, and contributes as a National Security Expert at the Cipher Brief.

Tracy Pakulniewicz is a senior national security and public affairs executive with more than two decades of experience advancing U.S. defense, homeland security, and international policy priorities across the Executive Branch, private sector, and nonprofit arenas. Her career has centered on strengthening alliances, supporting Service members and their families, and aligning communications, policy, and operational strategy to advance national and global security objectives.

Tracy recently served as the Senior Advisor in the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs, where she advised on policies impacting military readiness, recruiting, retention, the National Guard and Reserves, and family support — a portfolio valued at more than $8 billion. Her work included engagement with NATO Allies to advance shared approaches to recruitment and retention, including efforts to integrate and advance women across allied military forces. She has represented the United States in high-level discussions with NATO’s International Staff and Personnel Directors, contributing to alliance-wide strategies that strengthen the resilience and inclusivity of the modern force.

Bess Dopkeen is the founder of Keen Edge Strategies, LLC and has worked for over two decades in Defense. She advises small and nontraditional companies as they work to provide their innovative technology to the Department of War.

Bess was the Senior Advisor to the Under Secretary of Defense for Research and Engineering for three years. At R&E she championed and guided policy, issues, and programs spanning from basic research through prototyping, experimentation, and transition. Previously Bess was a professional staff member on the House Armed Services Committee and the majority’s lead for the Science and Technology and Countering Weapons of Mass Destruction portfolios. Before the Hill she was a senior analyst in the Office of the Secretary of Defense’s Cost Assessment & Program Evaluation. She led the Defense Innovation Board’s 2018 congressionally mandated Software Acquisition and Practices study for the Under Secretary of Acquisition and Sustainment, was the Program Manager for the Cost Assessment Data Enterprise, and ran the Better Data for Acquisition effort for the Assistant Secretary of Defense for Acquisition. She worked on major analyses for the Secretary including CAPE’s national security space launch study, evolutionary satellite acquisition-efficiency project, and National Nuclear Security Administration’s national labs labor-cost analysis.

Bess holds degrees from Tufts University and the Eisenhower School for National Security and Resource Strategy at National Defense University, where she was a distinguished graduate. She is a recipient of the Office of the Secretary of Defense Medal for Exceptional Civilian Service and the Secretary of Defense Medal for Outstanding Public Service. Bess was a Council on Foreign Relations Term Member, a Center for a New American Security Next Generation fellow, a Truman National Security Project fellow, and a Tufts University Dutko fellow. Bess helped create Tufts’ Tisch College of Civic Life’s summer DC fellowship and mentorship program and created and led the Tufts Fellowship program in the Pentagon for over a decade. She lives in Washington, DC with her husband, Paul Voosen, a science journalist for Science Magazine, and their two children.

With over 30 years of government service, Katharina (Katrina) McFarland is widely recognized as a leading subject-matter expert on government procurement. She served as Chairman of the Board of Army Research and Development at the National Academies of Science, and as a Director on the Boards of SAIC and Transphorm, She was previously the Assistant Secretary of Defense for Acquisition (2012 to 2017) and acting Assistant Secretary of the Army (Acquisition, Logistics & Technology) (2016-2017). She was President of the Defense Acquisition University from 2010 to 2012 From 2006 to 2010, Ms. McFarland was the Director of Acquisition, Missile Defense Agency. She is an accredited Materials, Mechanical, Civil and Electronics Engineer. She has received an Honorary Doctoral of Engineering from the University of Cranfield, United Kingdom; the Presidential Meritorious Executive Rank Award, the Secretary of Defense Medal for Meritorious Civilian Service Award, the Department of the Navy Civilian Tester of the Year Award, and the Navy and United States Marine Corps Commendation Medal for Meritorious Civilian Service. Dr. Kimberly A. McClain is a global strategist, retired U.S. Air Force Reserve officer, and CEO of TMG Strategic Advisors, LLC, a boutique firm advising governments, corporations, and investors on geopolitical risk, public-private partnerships, and enterprise resilience. With more than three decades of service across the U.S. military, federal government, and private sector, she is recognized for bringing clarity and precision to high-stakes decisions.

A Senate-confirmed Assistant Secretary at the U.S. Department of Housing and Urban Development (HUD), Dr. McClain led enterprise-wide strategy for a $79B federal budget, supported $1T in grants and $6T in securities, and secured $400M in reinvestments for underserved programs. At the U.S. Department of Veterans Affairs, she coauthored breakthrough legislation that delivered long-term health benefits to over 5M veterans. Earlier, as an Air Force executive, she directed policy and engagement for a $179B enterprise, improving operational performance and strengthening congressional relationships.

Her distinguished military career spanned 30 years, including senior advisory roles for the Chairman of the Joint Chiefs of Staff, where she negotiated $2B in international defense partnerships and built enduring coalitions across 45+ countries. She also pioneered the first regional cybersecurity cooperation strategy for Latin America under U.S. Cyber Command.

Dr. Jung H. Pak was Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs at the U.S. Department of State. During her tenure at State, she was responsible for overseeing relations with Australia, New Zealand, and the Pacific Islands (2023-2024); deepening and expanding U.S. relationship with the Association of Southeast Asian Nations and related fora (2021-2023); and leading on Global China issues (2021-2022), developing new initiatives and strengthening collaboration with key foreign interlocutors. She concurrently served as U.S. Deputy Special Representative for North Korea from 2021-2023 and as the top U.S. official on North Korea policy from 2023-2024.

Prior to arriving at State, Dr. Pak was a senior fellow at the Brookings Institution, where she focused on Korean Peninsula issues, East Asia regional dynamics, and transnational threats related to proliferation, cybersecurity, and climate change. While at Brookings, she authored Becoming Kim Jong Un, which has been translated into multiple languages and draws from her deep knowledge and experience as an intelligence officer.

Amanda Simpson is an advisor and consultant on aerospace, energy, and DEI as the CEO of Third Segment LLC. She is a nationally renowned speaker and has presented at corporations, government agencies, civic organizations, conferences, and colleges around the country on technology and aerospace innovation as well as gender and diversity.

Formerly she was Vice President for Research and Technology and Head of Sustainability at Airbus Americas, responsible for  coordinating technology development, research activities, and innovation for Airbus in the western hemisphere. She was also the Head of Sustainability efforts for Airbus in the Americas and has been an outspoken advocate for future flight concepts and clean aviation.

Ms. Simpson joined Airbus following government assignments in the United States Department of Defense. She was the Deputy Assistant Secretary of Defense for Operational Energy, responsible for developing the strategy for the utilization of energy for military operational forces worldwide and was the senior advisor to the Secretary of Defense for all matters pertaining to energy in our military.

Nilmini Rubin is the Chief Policy Officer for Hedera, a fast and energy-efficient global blockchain platform. She co-founded Fix the System, a coalition of organizations committed to election integrity and democracy strengthening in the U.S. Previously, Nilmini headed Tetra Tech’s global team implementing energy and internet projects that resulted in millions of people gaining access to electricity for the first time. For twelve years, she served as a senior aide on both the U.S. Senate Foreign Relations Committee and the U.S. House Foreign Affairs Committee where she spearheaded the passage of legislation to provide electricity access in Africa, increase global internet access, reduce corruption through transparency, and reform U.S. foreign assistance. As a Director at the National Security Council under President George W. Bush, Nilmini helped secure agreements on non-proliferation, international health and foreign aid. Nilmini was named a Young Global Leader by the World Economic Forum and is a member of its Experts Network. She is an advisor to the Women’s Democracy Network and Energy Growth Hub, and a member of the Council on Foreign Relations, the Academy of the Global Teacher Prize and the International Mindfulness Teachers Association.

Ambassador (ret) Laura Kennedy served almost four decades as a U.S. career diplomat. She spent much of her career working in or on the former Soviet Union and served multiple assignments in Geneva and Vienna on multilateral disarmament and non-proliferation (conventional, nuclear and biological) as well as a number of temporary assignments in New York, including the 2010 and 2015 NPT Review Conferences and heading the U.S. delegations to the UN Committee on Disarmament. She retired in 2013 but was recalled to service in 2014 to head the U.S. Embassy in Turkmenistan and then the U.S. Mission in Vienna where she served as the U.S. Governor on the Board of the International Atomic Energy Agency. She retired again in 2015.

Kennedy’s assignments included Deputy Assistant Secretary of State for Southern Europe, Central Asia and the Caucasus 2004-5, Ambassador to Turkmenistan 2001-3, Ambassador to the Conference on Disarmament in Geneva 2010-13 with concurrent service as U.S. Special Representative for Biological and Toxin Weapons Convention issues, Deputy Commandant of the National War College where she also taught for two years 2007-9, Charge d’Affaires in Armenia, and Deputy Political section chief in Moscow and Ankara. She is a member of the Leadership Council of Women in National Security (LCWINS) and the trilateral US-Germany-Russia Deep Cuts Commission. Kennedy has been a frequent press commentator and has lectured at various U.S. and international institutions including the Foreign Service Institute, the U.S. Army War College, the Army Command and General Staff College, universities and regional international affairs councils. She serves as an expert for the NewYork Times and Smithsonian Institution Silk Road travels to Central Asia. She has participated in a number of track two dialogues on nuclear arms control and nonproliferation and Asia. She is currently a member of the Secretary of State’s International Security Advisory Board.

After receiving her B.A. from Vassar College, Kennedy did graduate work at Stanford and American (M.A.) universities and is also a graduate of the Senior Seminar of the Department of State for which she later served as Dean.

Essye Miller’s public service career spanned morethan three decades. She served most recently as Principal Deputy Chief Information Officer and Acting Defense Chief Information Officer at the Department of Defense, selected by former Secretary of Defense Jim Mattis. As a career member of the Senior Executive Service, Miller has deep expertise in information management and technology, cybersecurity, and critical satellite communications. She advises corporations on expansion into the public sector, the federal market, product portfolios, and executive strategy. Miller also serves as an advisor to the Information Security and Privacy Advisory Board, the Department of Commerce, and NGOs.

Asha Castleberry is a distinguished national security & foreign policy expert, a public speaker, television media commentator, a United States Army Veteran, and a former U.S. Congressional Candidate. She is an author of a memoir titled, “ Why National Security Matters.” Castleberry has over a decade of experience working as a Middle East Policy Expert in the public and private sectors. For the Biden-Harris Administration, she served as a Senior Official (Senior Executive Service) in the Bureau of Near Eastern Affairs (Middle East Policy) in the U.S.State Department. From 2012-2015, Castleberry served in Kuwait, Iraq, and Jordan. She previously served as the Kuwait Desk Officer in the U.S. Army Central. She also served as a Senior Key Leader Engagement Officer for Combined Joint Task Force-Operation Inherent Resolve. Before her deployment, Asha worked in the U.S. Mission to the United Nations, where she worked on the United Nations Peacekeeping Mission in Africa.

Castleberry is a sought-after expert globally and has worked with many U.S. Ambassadors. This year, Asha served on a panel with high-level Iraqi officials (with Senior officials from members of Parliament and military officers) to discuss combating ISIS and the role of China at the Erbil Security Forum in Iraq.

Ambassador Nina Hachigian (ret) was the first U.S. Special Representative for City and State Diplomacy at the U.S. Department of State from 2022 to 2025 in the Biden Administration.  Before that, Amb, Hachigian served as the first Deputy Mayor for International Affairs for the City of Los Angeles for five years. From 2014 to 2017, Ambassador Hachigian served as the second U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN) in the Obama Administration.  Earlier, she was a Senior Fellow and a Senior Vice President at the Center for American Progress focused on Asia policy and U.S.-China relations. Before that, Ambassador Hachigian was the director of the RAND Center for Asia Pacific Policy for four years. 

Ambassador Hachigian served on the staff of the National Security Council in the Clinton White House from 1998-1999. She is the editor of Debating China: The U.S. – China Relationship in Ten Conversations (Oxford University Press, 2014) and co-author of The Next American Century: How the U.S. Can Thrive as Other Powers Rise (Simon & Schuster, 2008).  She went to Yale University and got her JD from Stanford University.

Victoria J. Taylor is director of the Iraq Initiative in the Atlantic Council’s Middle East program.  A national security leader with over two decades of experience in the Middle East and Europe, she led large interagency teams and advanced U.S. economic and national security interests as a Deputy Assistant Secretary, Deputy Chief of Mission, and at the White House National Security Council.

Prior to joining the Council, Taylor served as a career Senior Foreign Service Officer with the rank of Minister Counselor.  She served most recently as Deputy Assistant Secretary for Iraq and Iran in the State Department’s Bureau of Near Eastern Affairs, where she advised senior State Department leaders on Iraq and Iran in the aftermath of the Gaza conflict.  She was the Director for North African Affairs from 2021 to 2023 and the Deputy Chief of Mission at the U.S. Embassy in Croatia from 2018 to 2021. She has served as the Deputy Director for Western Europe in the Bureau of European and Eurasian Affairs and as the Director for Balkans, Caucasus, and Black Sea Affairs at the National Security Council, where advanced Montenegro’s NATO accession and strengthened U.S. defense cooperation with Georgia. Other Washington assignments include positions in the Office of Iranian Affairs, on the Turkey Desk in the Office of Southern European Affairs, and as an International Affairs Fellow at the Council on Foreign Relations. Taylor has served overseas at U.S. Embassies in Georgia, Tunisia, and Pakistan, as well as at the U.S. Consulate in Lahore, Pakistan.

Taylor hails from Springfield, Missouri. She holds a bachelor’s degree in international relations and diplomatic history from the University of Pennsylvania and a master’s degree in development studies from the London School of Economics and Political Science. She speaks French, Mandarin, Russian, and Urdu. She served as Chair of the American International School of Zagreb’s Board of Trustees from 2019-2021.  She is member of the Council of Foreign Relations.  She has been featured on BBC, CNN, Al Sharqiya, Iran International and other international media outlets.

Mona Sutphen is a Senior Partner at The Vistria Group. Previously, she was a Partner at global consultancy Macro Advisory Partners and earlier was Managing Director at UBS, AG. She served as White House Deputy Chief of Staff for Policy for President Obama during his first term. Earlier Ms. Sutphen was a career diplomat, serving on the staff of the NSC during the Clinton Administration as well as at US Mission to the United Nations and other posts in Asia and Europe. Ms. Sutphen serves on the Board of Spotify and as a Trustee for Putnam Investments. She is Co-Chair of the IRC Board and also serves on the advisory boards of the Omidyar Network and Columbia University’s Center for Global Energy Policy. Ms. Sutphen co-authored “The Next American Century” and was an Executive Producer of several documentary films. She is a member of the Council on Foreign Relations and served on the President’s Intelligence Advisory Board. She holds a Bachelor of Arts degree from Mount Holyoke College and a Master of Science degree from the London School of Economics.

Elizabeth K. Horst is a former career U.S. diplomat with more than 25 years of experience leading policy, people, and partnerships across Europe and South Asia.  As Principal Deputy Assistant Secretary in the Bureau of South and Central Asian Affairs, she served as the bureau’s chief operating officer—overseeing policy development, budgets, staffing, strategic communications and U.S. engagement with 13 countries and 20 posts.  As the Deputy Assistant Secretary for Pakistan, she refocused the bilateral relationship on economic and security issues, and launched the U.S. – Pakistan Green Alliance to advance climate resilience, clean energy, and water security.  She was also responsible for Public Diplomacy to the regional audience of almost 2 billion people from Astana to Colombo.  She was nominated as U.S. Ambassador to Sri Lanka in 2024.

Her diplomatic career included leadership roles in Mission German as Minister Counselor for Public Diplomacy and in Tallinn, Estonia as Chargé d’Affaires and Deputy Chief of Mission, where she strengthened transatlantic security and economic cooperation.  Her Washington postings focused on regional security, economic development and foreign assistance, and spearheading mentoring and leadership initiatives.  Earlier assignments took her to Ukraine, Germany, Russia, Afghanistan, Tajikistan, Pakistan, and Niger, where she began her public service as a Peace Corps volunteer, working on food security and community health.

She holds degrees from the University of Kansas and the University of North Carolina at Chapel Hill and speaks German, Russian, French, and Hausa.

Eileen Donahoe is the inaugural Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, she was the Executive Director of the Global Digital Policy Incubator at Stanford University’s Cyber Policy Center, where she worked to develop global digital policies that address human rights, security and governance challenges. She served as the first US Ambassador to the United Nations Human Rights Council in Geneva, during the Obama Administration. After leaving government, she was Director of Global Affairs at Human Rights Watch where she represented the organization worldwide on human rights foreign policy, with special emphasis on digital rights, cybersecurity and internet governance. Earlier in her career, she was a technology litigator at Fenwick & West in Silicon Valley.

Eileen serves as a member of Board of Directors of the National Endowment for Democracy; the World Economic Forum Council on the Future of Digital Economy; the University of Essex Advisory Board on Human Rights, Big Data and Technology; the NDI Designing for Democracy Advisory Board, and the Freedom Online Coalition Advisory Network.

Caitlin Hayden is the London-based Group Communications Director for BAE Systems, one of the largest aerospace, defense, and security firms in the world, employing around 110,000 people with customers in more than 40 countries. In this role, Hayden leads global communications and serves as a member of the company’s executive committee.

Prior to this, she served as the Senior Vice President of Communications at BAE Systems, Inc., leading all external and internal communications for the U.S. business.

Before joining BAE Systems, Hayden had accumulated nearly two decades of communications and leadership experience. This includes serving as vice president of Communications for the Aerospace Industries Association (AIA), leading the organization’s work to tell the aerospace and defense industry’s story in the U.S. and around the world. Previously, Hayden was executive vice president and Media Group director in Edelman’s Washington, D.C. office, where she worked with a range of clients to develop communications strategies to meet their business objectives, including protecting and promoting their brands and navigating regulatory, policy, and crisis issues.

Alex Kahan is a global strategy, operations, and policy leader with experience at the intersection of national security, government, and the private sector.

Most recently she served on the executive leadership team of the U.S. International Development Finance Corporation (DFC), the government’s investment arm that provides financing to the private sector to advance foreign policy and development goals in key sectors and global markets. As the Deputy Chief of Staff for Strategy, she led DFC’s enterprise strategic planning and consulting function, enabling DFC to grow to over 700 personnel with a $50B portfolio. Prior to DFC Ms. Kahan was the Chief of Staff for Global COVID-19 Response and Health Security at the U.S. Department of State, where she supported global pandemic response coordination and oversaw Department activities to distribute more than 700 million vaccines to 118 countries.

With a career spanning government, the non-profit sector, and law, Ms. Foster has deep expertise in the economic and political empowerment of women, and how to effectively integrate a gender-focused approach into foreign policy.

She is a co-founder of Smash Strategies, which provides strategic advice to corporations, institutions, and philanthropists to ensure that their investments in women and girls are effective and transformational. In 2021 through early 2023, Foster returned to the U.S. Department of State focusing on Afghan relocation, with a mandate to prioritize the needs of women and girls. She had previously served at the U.S. Department of State from 2012-2017 as a Senior Advisor/Counselor in the Secretary’s Office of Global Women’s Issues and at the US Embassy in Kabul, Afghanistan where she focused on women and civil society. Foster has also worked in private law practice, as a Chief of Staff to United States Senators Barbara Mikulski (D-MD) and Chris Dodd (D-CT), and in senior management positions in the non-profit sector. She is a lawyer by training.

Her first book, Take Action: Fighting for Women & Girls was published in October 2021. Her second book, co-authored with Susan Markham, Feminist Foreign Policy in Theory and Practice, was published in September 2023.
