From 2017 to 2021, Ms. Kahan was at the Boston Consulting Group. Focused in the aerospace and defense and health sectors, she led teams to develop strategy, solve complex organizational and operational challenges, and drive impact for Fortune 500 and public-sector leadership in domestic and international settings. Prior to BCG, she served in national security roles at the White House and U.S. Department of State, including on the National Security Council as an aide to the Principal Deputy National Security Advisor and on the Vice President’s staff as Senior Advisor to the National Security Advisor. At State, she focused on Western Hemisphere and African Affairs in the Office of the Counselor, on the West Africa Ebola outbreak as Senior Advisor for the response, and was Senior Advisor to the Under Secretary for Civilian Security, Democracy, and Human Rights.
Ms. Kahan holds a M.P.P. from the School of Public and International Affairs at Princeton University and a B.A. from Cornell University with honors. She is the recipient of the State Department Superior and Meritorious Honor Awards, DFC Honorary Award, and BCG Global Public Sector Award, and is a Term Member on the Council on Foreign Relations, member of Truman National Security Project, and former CNAS Next Generation National Security Fellow.
Jamie Jones Miller is the inaugural Dean and CEO of Northeastern University’s Arlington, VA campus, blending her passion for national security and developing the next generation of leaders. She most recently served as a Senior Advisor at The Roosevelt Group, a strategic advocacy and consulting firm, where she worked with a wide range of clients in the defense, security, and intelligence sectors.
Jamie’s 16 years of government service includes roles as Principal Deputy Assistant Secretary of Defense for Legislative Affairs (SES III) and Deputy Assistant Secretary of Defense (SES II) where she advised the Secretary and Deputy Secretary of Defense on legislative strategy and managed relationships with members of Congress and key congressional staff, the military departments as well as the White House, National Security Council and federal departments and agencies in support of DoD priorities. Jamie is a 2018 graduate of National Defense University’s PINNACLE flag and general officer course and was awarded the Department of Defense Medal for Distinguished Public Service by the Secretary of Defense in 2020.
Caroline Zier has over 15 years of experience in defense and national security, and is currently the Deputy Lead for National Security Policy at OpenAI. She previously served as the Deputy Chief of Staff to the Secretary of Defense, where she was responsible for helping manage the Secretary of Defense’s executive staff and providing counsel and advice to the Secretary on all matters concerning the Department.
From 2021 to 2023, Caroline was the Senior Advisor and Special Assistant to the Secretary of Defense with responsibility for policy and national security matters. From 2018 to 2021, Caroline was the Director for Global Posture within the Office of the Secretary of Defense for Policy, leading a team responsible for providing oversight and management of the forces, footprint, and agreements that support the Department’s global operations and activities.
From 2016 to 2018, Caroline served as the Chief of Staff to the Assistant Secretary of Defense for Indo-Pacific Security Affairs. She joined the Office of the Secretary of Defense for Policy in 2009, and held several other positions in the organization. Prior to her government service, Caroline worked at Morgan Stanley in New York as an analyst. She graduated from Yale University with a Bachelor of Arts and received a Master of Science in Foreign Service from Georgetown University. She is the recipient of the Distinguished Public Service Award and the Meritorious Civilian Service Award. She is a nonresident senior fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security.
General (retired) Laura J. Richardson recently completed her tour as the 32nd Commander of United States Southern Command. She is a native of Northglenn, Colorado and a graduate of Metropolitan State University of Denver. She commissioned into the U.S. Army and trained as an Army Aviator. She holds a Master of Science in National Resource Strategy from the National Defense University.
Over her 38 year career, Richardson commanded from the Company to Combatant Command level and served as the Army’s first woman combat arms general officer. As Commander of U.S. Southern Command, one of the six geographic warfighting combatant commands, she worked directly for the President of the United States and the Secretary of Defense from 2021 to 2024. In this position she was responsible for all military operations, contingency planning and partnerships across South and Central America, and the Caribbean, which included 31 countries, to promote regional stability, keep America safe, strengthen governance, counter illicit trafficking, and support disaster preparedness and response efforts.
Prior to taking command of USSOUTHCOM, she served as the Commanding General of U.S. Army North (Fifth Army) which is the Army Service Component Command for U.S. Northern Command. She commanded an Assault Helicopter Battalion in combat in the 101st Airborne Division (Air Assault) 2003-04, in support of Operation Iraqi Freedom and deployed to Afghanistan as the Deputy Chief of Staff for Communications Headquarters International Security Assistance Force in support of Operation Enduring Freedom. She has also served as the Military Aide to the Vice President at the White House in Washington, D.C., and the Army’s Legislative Liaison to Congress at the U.S. Capitol.
Christine Abizaid led the United States Government’s counterterrorism enterprise while serving as the Director of the National Counterterrorism Center (NCTC) from June 2021 to July 2024. She was the eighth Senate confirmed Director and the first woman to lead NCTC, the primary U.S. intelligence organization that integrates, analyzes, and shares terrorism information.
Before joining NCTC, Abizaid was as an executive at Dell Technologies in its Global Operations organization, where she led and advised on geopolitical and strategic risk analysis; supply chain security; sustainability and transparency initiatives; compliance; and global inventory management. While in the private sector, Abizaid was aboard member for the Responsible Business Alliance; a board member at the Middle East Policy Council; and an inaugural Steering Committee Member for the Leadership Council for Women in National Security (LCWINS).
Ambassador Nina Hachigian (ret) was the first U.S. Special Representative for City and State Diplomacy at the U.S. Department of State from 2022 to 2025 in the Biden Administration. Before that, Amb, Hachigian served as the first Deputy Mayor for International Affairs for the City of Los Angeles for five years. From 2014 to 2017, Ambassador Hachigian served as the second U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN) in the Obama Administration. Earlier, she was a Senior Fellow and a Senior Vice President at the Center for American Progress focused on Asia policy and U.S.-China relations. Before that, Ambassador Hachigian was the director of the RAND Center for Asia Pacific Policy for four years.
Ambassador Hachigian served on the staff of the National Security Council in the Clinton White House from 1998-1999. She is the editor of Debating China: The U.S. – China Relationship in Ten Conversations (Oxford University Press, 2014) and co-author of The Next American Century: How the U.S. Can Thrive as Other Powers Rise (Simon & Schuster, 2008). She went to Yale University and got her JD from Stanford University.
Rachel Vogelstein is a Professor at Columbia University’s School of International and Public Affairs and Director of the Women’s Initiative at the Columbia Institute of Global Politics, where she focuses on gender equality in the U.S. and globally. Most recently, she served in the Biden Administration as Special Assistant to the President and Deputy Director of the White House Gender Policy Council and Special Advisor on Gender at the National Security Council, leading policy development on health and reproductive rights, economic security, and democracy and political participation, among other issues. For over a decade, Rachel was an advisor to Secretary Hillary Clinton on women’s issues, serving on both of her presidential campaigns and as the Director of Girls’ and Women’s Initiatives at the Clinton Foundation. During the Obama Administration, she was an official in the Secretary’s Office of Global Women’s Issues at the U.S. Department of State, where she developed a landmark foreign policy agenda for women’s empowerment. Previously, she served as the Douglas Dillion Senior Fellow and Director of the Women and Foreign Policy Program at the Council on Foreign Relations. She is the author of Awakening: #MeToo and the Global Fight for Women’s Rights, which was recognized by the New York Times for capturing the global impact of the #MeToo movement, and began her career as a lawyer focused on reproductive rights.
Iris Ferguson is president and founder of IAF Strategies, where she advises on Arctic security, energy security, and geopolitical risk, and holds affiliations as a visiting scholar at Penn Washington and a senior associate, non-resident, with the Center for Strategic and International Studies. She served as Deputy Assistant Secretary of Defense for Arctic and Global Resilience from 2022 to January 2025, advising the Secretary of Defense on protecting U.S. and allied interests in the Arctic, oceans policy and the Freedom of Navigation Program, critical minerals, and energy security. Previously, Ferguson served as an advisor for the U.S. Air Force, where she authored the Air Force’s first Arctic Strategy. Earlier in her career, she worked at the Department of Commerce’s International Trade Administration, helping establish SelectUSA, and as a legislative aide on the Senate Foreign Relations Committee. She holds a BA from the University of Arkansas and an MA from Johns Hopkins SAIS, and completed a Council on Foreign Relations International Affairs Fellowship on Arctic and space security in Canada.
Phyllis Wilson is a trailblazing leader, trusted advisor, and nationally recognized voice in purpose-driven leadership. As the 5th Command Chief Warrant Officer of the Army Reserve – the first woman in any component of the U.S. Army to hold the highest warrant officer position – she shaped strategy, culture, and the future of the military. Today, she is the President of the Military Women’s Memorial located at Arlington National Cemetery, which is America’s only major national memorial honoring the more than 3 million women who have defended America, from the American Revolution to today. Phyllis also serves on multiple nonprofit boards and offers her expertise as a national speaker on leadership, security, and workforce transformation.
Bonny Lin is a senior fellow for Asian security and director of the China Power Project at the Center for Strategic and International Studies (CSIS). Previously, she was the acting associate director of the Strategy and Doctrine Program of RAND Project AIR FORCE and a political scientist at the RAND Corporation, where she analyzed different aspects of U.S. competition with China, including U.S.-China competition for influence in the Indo-Pacific and China’s use of gray zone tactics against U.S. allies and partners.
Her research advised senior leaders in the Department of Defense, including military leaders at U.S. Pacific Air Forces and U.S. Army Pacific. Dr. Lin also served in the Office of the Secretary of Defense from 2015 to 2018, where she was director for Taiwan, country director for China, and senior adviser for China. Dr. Lin holds a PhD in political science from Yale University, a master’s degree in Asian studies with a focus on China from the University of Michigan, and a bachelor’s degree in government from Harvard College.
Dr. Evelyn N. Farkas has three decades of experience working on national security and foreign policy in the U.S. executive, legislative branch, private sector and for international organizations overseas. She is currently the executive director of the McCain Institute at Arizona State University. Prior to that, she was president of Farkas Global Strategies and a senior fellow at the German Marshall Fund of the United States and the Atlantic Council and national security contributor for NBC/MSNBC.
She served from 2012 to 2015 as deputy assistant secretary of defense for Russia/Ukraine/Eurasia, also covering the Balkans, Caucasus and conventional arms control. From 2010 to 2012, she was the senior advisor to the Supreme Allied Commander Europe and special advisor to the Secretary of Defense for the NATO Summit. Prior to that, she was the executive director of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and senior fellow at the American Security Project. From 2001 to 2008, she served as a professional staff member of the Senate Armed Services Committee responsible for Asia Pacific, Western Hemisphere, Special Operations Command, and policy issues including combatting terrorism and export control.
From 1997-2001, Dr. Farkas was a professor of international relations at the U.S. Marine Corps Command and Staff College. She served 1996-97 in Bosnia with the Organization for Security and Cooperation in Europe (OSCE). She has published numerous journal articles and opinion pieces, including “Fractured States and U.S. Foreign Policy: Iraq, Ethiopia, and Bosnia in the 1990s” (Palgrave/St Martin’s Press). She speaks Hungarian and German and has studied French, Spanish, Serbo-Croatian, Russian, and Hindi.
Dr. Kimberly A. McClain is a global strategist, retired U.S. Air Force Reserve officer, and CEO of TMG Strategic Advisors, LLC, a boutique firm advising governments, corporations, and investors on geopolitical risk, public-private partnerships, and enterprise resilience. With more than three decades of service across the U.S. military, federal government, and private sector, she is recognized for bringing clarity and precision to high-stakes decisions.
A Senate-confirmed Assistant Secretary at the U.S. Department of Housing and Urban Development (HUD), Dr. McClain led enterprise-wide strategy for a $79B federal budget, supported $1T in grants and $6T in securities, and secured $400M in reinvestments for underserved programs. At the U.S. Department of Veterans Affairs, she coauthored breakthrough legislation that delivered long-term health benefits to over 5M veterans. Earlier, as an Air Force executive, she directed policy and engagement for a $179B enterprise, improving operational performance and strengthening congressional relationships.
Her distinguished military career spanned 30 years, including senior advisory roles for the Chairman of the Joint Chiefs of Staff, where she negotiated $2B in international defense partnerships and built enduring coalitions across 45+ countries. She also pioneered the first regional cybersecurity cooperation strategy for Latin America under U.S. Cyber Command.
Beth Roberts is a foreign policy, international trade, and development finance leader with nearly two decades of experience navigating complex geopolitical, regulatory, and investment environments to foster economic growth. In her current role as Senior Manager, Global Strategic Initiatives within Global Public Policy at General Motors, Beth focuses on advancing policies that bolster GM’s supply chain resilience efforts. She specializes in translating big-picture global dynamics into actionable strategies, detailed project management, and diplomatic advocacy to advance policy objectives and drive growth.
During the Biden Administration, Beth served as Vice President of the Office of Foreign Policy at the U.S. International Development Finance Corporation (DFC), where she launched and led a team of regional and sector policy experts focused on aligning DFC’s $50 billion global investment portfolio and business development strategy with U.S. foreign policy priorities. She served as the senior foreign policy advisor to DFC’s CEO, drove strategic diplomatic engagement, and helped integrate geopolitical risk and opportunity analysis across business lines.
Before joining DFC, Beth spent a decade at the Millennium Challenge Corporation (MCC), where she developed and managed infrastructure, energy, and agribusiness projects across Africa and South Asia. She also served as an advisor to MCC’s CEO, launched MCC’s Private Sector Advisory Council and led the Corporation’s first trade mission to Africa. Beth’s career began as a public affairs consultant at APCO, supporting domestic and global health care clients. Her service in the Peace Corps in Mali sparked her passion for working at the nexus global business, foreign policy, and sustainable development.
Beth is a graduate of Elon University and is a Truman National Security Project Security Fellow. She lives with her husband and two daughters in Washington, D.C.
Former U.S. Secretary of the Army Christine E. Wormuth was named President and Chief Executive Officer of the Nuclear Threat Initiative by the organization’s Board of Directors in October 2025 and began serving in November.
A national security leader with more than 30 years of experience in defense policy, strategic planning, and international security, Wormuth served as the 25th Secretary of the U.S. Army from 2021-to-2025. In that role, she oversaw a $186 billion budget and was responsible for nearly one million soldiers and 300,000 civilian employees. Her tenure was marked by a commitment to innovation, people, and modernizing the Army’s equipment and force posture.
Prior to her service as Army Secretary, Wormuth held several senior roles in the Department of Defense, including Under Secretary of Defense for Policy from 2014 to 2016, where she advised the Secretary of Defense on a wide range of national security issues. She also served as Deputy Under Secretary for Strategy, Plans, and Forces, leading the 2014 Quadrennial Defense Review, Special Assistant to the President for National Security Affairs and Senior Director for Defense at the National Security Council, and Principal Deputy Assistant Secretary of Defense for Homeland Defense.
Outside of government, Wormuth was the Director of the International Security and Defense Policy Center at the RAND Corporation, where she oversaw more than $30 million in research and was the author of “America at Risk,” a classified study examining state actor threats to the U.S. homeland. She also was a senior fellow for five years at the Center for Strategic and International Studies.
Wormuth holds a BA in Political Science and Fine Arts from Williams College and a Master of Public Policy from the University of Maryland.
Stephanie Barna is Of Counsel in the Public Policy Practice Group of Covington & Burling LLP. She draws on more than three decades of U.S. military and government service to provide advisory and advocacy support and counseling to clients facing policy and political challenges in the aerospace and defense sectors.
Prior to joining the firm, Stephanie served as General Counsel of the Senate Armed Services Committee. A member of the Committee’s senior leadership team, she was responsible for shepherding the annual National Defense Authorization Act through the Committee and on the Senate floor. She oversaw the Senate confirmation process for military general and flag officers and for civilian nominees for Presidential appointment to positions in the Department of Defense and the Department of Energy nuclear enterprise. She also managed an expansive portfolio encompassing the use of military force and war powers, the organization and structure of the Department of Defense, and the uniform code of military justice. She was the Committee lead for investigations.
The Honorable Robert M. Scher is a recognized expert in strategic planning, geopolitical risk assessment and mitigation, and government advocacy across the energy and defense sectors and on issues of international, national security, and US domestic politics. He has served in the public sector, worked in the private sector, and was appointed to a congressionally mandated commission by the Senate Majority Leader.
Bob was most recently the Vice President and Head of International Affairs for BP America. In this position he tracked and analyzed US foreign and national security policy as it affected BP’s businesses around the world.
John B. Bellinger III is a partner and co-chair of the Global Law & Public Policy Practice at Arnold & Porter. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.
Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from 2005 to 2009. He previously managed Secretary Rice’s Senate confirmation and co-directed her State Department transition team. He received the Secretary of State’s Distinguished Service Award in January 2009.
Mr. Bellinger served from 2001 to 2005 as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House. He previously served as Counsel for National Security Matters in the Criminal Division of the Justice Department during the Clinton Administration (1997-2001), Special Counsel to the Senate Select Committee on Intelligence (1996), and Special Assistant to Director of Central Intelligence William Webster (1988-1991).
Mary DeRosa is a Professor from Practice at Georgetown University Law Center, where she focuses on national security law. She is Director of Georgetown’s Global Law Scholars program and Co-Director of its Center on National Security and the Law.
Previously, Ms. DeRosa served as Deputy Assistant and Deputy Counsel to the President and National Security Council Legal Adviser in the Obama Administration. She has also served at the U.S. Mission to the United Nations as Alternate Representative of the United States to the 66th Session of the UN General Assembly, an ambassador-level position. Before the Obama Administration, Ms. DeRosa was Chief Counsel for National Security for the Senate Judiciary Committee, working for the Chairman, Senator Patrick Leahy; Senior Fellow for Technology and Public Policy at the Center for Strategic and International Studies; Special Assistant to the President and National Security Council Legal Advisor, and earlier Deputy Legal Adviser, during the Clinton Administration; and Special Counsel to the General Counsel at the U.S. Department of Defense. Earlier in her career, Ms. DeRosa was a lawyer at the Arnold & Porter law firm and a law clerk to the Honorable Richard Cardamone, United States Court of Appeals for the Second Circuit.
Michelle J. Howard served 35 years in the United States Navy. She led Sailors and Marines multiple times in her career as the Commander of: a ship, an Expeditionary Strike Group, Task Force, and a Naval theater. Her last command was from 2016 to 2017 as U.S. Naval Forces Europe and U.S. Naval Forces Africa. She simultaneously led NATO’s Allied Joint Force Command Naples with oversight of missions from the Western Balkans to Iraq. Operations in her career include: NATO peacekeeping, West African Training Cruise, Indonesia Tsunami Relief operations, and the rescue of Maersk Alabama from Somali Pirates. Michelle J. Howard is a Desert Storm and Operation Iraqi Freedom veteran.
In 1999 Michelle J. Howard became the first African American woman to command a ship in the Navy. In 2014, she was the first woman to become a four-star Admiral in the U.S. Navy and the first woman to be appointed to the position of Vice Chief of Naval Operations (number two in a Military Service). She is the first African American woman to reach the rank of three-star and four-stars in the Armed Forces.
Kristen Edwards Marquardt joined Hakluyt & Co. in 2022 to build the company’s digital and cyber practice in North America. Prior to Hakluyt, she was chief cyber strategist and senior vice president for strategic planning, metrics, and reporting at Bank of America. In that role, Kristen was also responsible for reporting to the board of directors on all cyber security matters.
Prior to joining Bank of America, Kristen was the senior intelligence advisor to the Secretary of Homeland Security (DHS) with responsibility for intelligence, threat prevention, and counterterrorism. She advised the Secretary and Deputy Secretary on all intelligence and national security issues and often represented the department at the White House and with foreign partners on a range of department priorities.
Before serving at DHS, Kristen was a senior professional staffer on the House Foreign Affairs Committee covering the Middle East and counterterrorism policy. She began her career as an operations officer at the Central Intelligence Agency (CIA) and served with distinction in Afghanistan and other postings.
Eileen Donahoe is the inaugural Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, she was the Executive Director of the Global Digital Policy Incubator at Stanford University’s Cyber Policy Center, where she worked to develop global digital policies that address human rights, security and governance challenges. She served as the first US Ambassador to the United Nations Human Rights Council in Geneva, during the Obama Administration. After leaving government, she was Director of Global Affairs at Human Rights Watch where she represented the organization worldwide on human rights foreign policy, with special emphasis on digital rights, cybersecurity and internet governance. Earlier in her career, she was a technology litigator at Fenwick & West in Silicon Valley.
Eileen serves as a member of Board of Directors of the National Endowment for Democracy; the World Economic Forum Council on the Future of Digital Economy; the University of Essex Advisory Board on Human Rights, Big Data and Technology; the NDI Designing for Democracy Advisory Board, and the Freedom Online Coalition Advisory Network.
Ms. Jennifer Gavito joined The Cohen Group as a Senior Advisor in 2024 and co-leads the firm’s Middle East practice. A career Senior Foreign Service officer with the rank of Minister-Counselor, Ms. Gavito spent over 25 years at the intersection of international and economic policy in senior diplomatic positions in Washington and throughout the Middle East and Europe, on the staff of the National Security Council, and as a senior advisor to the Department of Defense.
Ms. Gavito served most recently as the Acting Principal Deputy Assistant Secretary of State for Near Eastern Affairs where she coordinated policy recommendations for the Secretary of State and other senior US government leaders and oversaw the work of 22 diplomatic posts in 18 countries throughout the Middle East. Prior to that, she was the Deputy Assistant Secretary of State for Iraq and Iran. She concurrently served as Deputy Assistant Secretary of State for Press and Public Diplomacy, leading hundreds of staff in Washington and throughout the Middle East in strategic communications strategy and engagement. Prior to retiring from government service, Ms. Gavito was nominated by President Biden in January 2024 to serve as the US Ambassador to the State of Libya. Ms. Gavito has held a range of leadership roles at US embassies and consulates around the world. She was Minister-Counselor for Political Affairs at the US Embassy in London from 2018–2021, US Consul General to Bavaria from 2015–2018, and Political Counselor at US Consulate General Jerusalem from 2012–2015. Earlier assignments include, among others, Senior Foreign Policy Advisor to the Director for Strategy, Plans, and Programs (J-5) at the US Africa Command; Deputy Consul General at US Consulate General Dubai; Director for Syria and Lebanon at the National Security Council; Deputy Director for North Africa at the Department of State; and head of the Economic and Commercial Section at US Embassy Beirut.
Dr. Rebecca Bill Chavez is president and CEO of the Inter-American Dialogue. She is formerly a senior fellow in the Dialogue’s Rule of Law Program. She is a member of the Truman Center for National Policy Board of Directors, the Leadership Council for Women in National Security (LCWINS) Steering Committee, the Princeton University Institute for Regional and International Studies Advisory Board, and the Foreign Policy for America Advisory Board.
Dr. Chavez served as Deputy Assistant Secretary of Defense for Western Hemisphere Affairs from 2013 until 2016 where she prioritized Women, Peace, and Security initiatives, combatting the militarization of law enforcement, and expanding defense institution building programs. Her areas of focus included shaping Defense Department contributions to President Obama’s Central America Strategy, moving the U.S.- Mexico relationship beyond the narrow counternarcotics focus, supporting the Colombian peace process, resetting defense relations with Argentina and Brazil, and establishing a productive dialogue with Cuba on humanitarian assistance and disaster response.

In this position, she managed ODNI’s interaction with Congress, supported Congressional oversight requirements, and advised ODNI senior leaders on Congressional priority interests. Walsh was appointed to the Senior National Intelligence Service in 2013. She served as deputy director of Congressional and public affairs at the National Reconnaissance Office (NRO). Preceding her assignment to NRO, she supported the Intelligence Community Chief Financial Officer in strategic budgeting and communications. Additionally, Walsh provided strategic counsel and support to the revision of Executive Order 12333, entitled “United States Intelligence Activities,” and served as director of Policy Management, driving foundational IC policy in response to the Executive Order. Before joining the IC, Walsh served as House liaison to the 2005 Base Closure and Realignment Commission. She began her career on Capitol Hill, on the legislative staffs of Reps. Sherwood Boehlert and Felix J. Grucci Jr.

Lisa Franchetti is an experienced military leader, global strategist, and national security expert. She most recently served as the 33rd Chief of Naval Operations, retiring in March 2025 after nearly 40 years of dedicated service to the Nation. As the Navy’s senior military officer and a member of the Joint Chiefs of Staff, Franchetti advised the Secretary of Defense, the Secretary of the Navy, and the Chairman of the Joint Chiefs of Staff on national security matters.
Known for her visionary leadership, as CNO she developed long-term strategies to maintain the Navy as a formidable force in the future by strengthening its maritime dominance, building a culture of warfighting excellence, enhancing strategic partnerships and global alliances, and ensuring the Navy’s over 600,000 Sailors and Civilians were ready to execute the maritime service’s mission in peace, crisis, and war. She directed strategic initiatives to enhance future capabilities by investing in the expansion of the Navy’s Fleet, integrating advanced technologies such as robotic and autonomous systems, improving shipyard maintenance performance, resolving manpower and infrastructure challenges, and modernizing command and control centers.
A 1985 graduate of Northwestern’s Medill School of Journalism, Franchetti was commissioned through the NROTC program at a time when roles for women in the military were constrained by the Combat Exclusion Act and limited to non-combatant ships and aircraft in the Navy. When Congress repealed that law in 1993, she was among the first women to serve on combatants and went on to lead at every level. With nearly 20 years of at-sea experience, Franchetti commanded USS Ross, Destroyer Squadron 21, US Naval Forces in Korea, two Aircraft Carrier Strike Groups, US SIXTH Fleet, and Striking and Support Forces NATO. Ashore, as a Flag Officer she served as the Deputy Chief of Naval Operations for Force Development (N-7), the Director, Strategy, Plans and Policy on the Joint Staff (J-5), and the 42nd Vice Chief of Naval Operations.
Franchetti holds a Bachelor of Science in Journalism from Northwestern University and a Master’s Degree in Organizational Management from the University of Phoenix. She is a member of the Council of Foreign Relations, was awarded the Northwestern Alumni Medal in 2019, received the Naval War College Distinguished Graduate Award in 2024, was inducted into the Medill School of Journalism Hall of Achievement in 2024, and was awarded an honorary Doctorate of Humane Letters by Northwestern University in 2025.

Mary Beth Bruggeman spent eight years as an active-duty Marine combat engineer. Upon leaving active duty, Mary Beth worked for iRobot Corporation for four years, advancing their work on counter-IED robotics, spent time as a stay-at-home mom and Marine wife, and then started a fitness and nutrition coaching business.

Rachel Jacobson served as the 17th Assistant Secretary of the Army for Installations, Energy and Environment and the Chief Sustainability Officer of the U.S. Army. Beverly Kirk is the Director of Washington Programs at Syracuse University. Prior to JOURNEY she was a fellow and director for outreach in the CSIS International Security Program and director of the CSIS Smart Women, Smart Power Initiative. Melissa G. Dalton has over 20 years of experience in U.S. defense, aerospace, and national security affairs. She served as the 28th under secretary of the Air Force. She was responsible for organizing, training, and equipping the U.S. Air Force and Space Force, overseeing an annual budget exceeding $200 billion, and accountable for the welfare of nearly 700,000 active-duty, guard, reserve, and civilian Airmen, Guardians, and their families. Ms. Dalton performed the duties of deputy under secretary of defense for policy from December 2023 to May 2024, when she served as the principal advisor to the secretary of defense on the formation of national security and defense policy. Additionally, she served as the assistant secretary of defense for homeland defense and hemispheric affairs from March 2022 to May 2024. She joined the Biden administration in January 2021 as the principal deputy assistant secretary of defense for strategy, plans, and capabilities. From 2014 to 2021, Ms. Dalton led research and analysis at the Center for Strategic and International Studies, including directing the Cooperative Defense Project and serving as deputy director and senior fellow in the International Security Program. Leanne G. Caret is a senior advisor to Blackstone, a private equity investment firm. She brings expertise in public company executive leadership, global operations and sales, and technology and innovation. Prior to her retirement in December 2022, Caret served as executive vice president and senior advisor to The Boeing Company, and previously was the president and chief executive officer of Boeing Defense, Space and Security. Caret held numerous leadership roles over her 34+ year career with Boeing, including chief financial officer for Boeing Defense, Space and Security. Caret is a member of the Deere & Company and RTX (formerly Raytheon Technologies) Board of Directors. Additionally, she serves as a board member for the Kansas State University Foundation, Embry Riddle Aeronautical University and the USO. Adm. Linda L. Fagan (USCG, ret.) served most recently as the 27th Commandant of the United States Coast Guard and was the first woman to lead a U.S. military service. As Commandant, she oversaw all global Coast Guard operations and personnel, including 42,000 active-duty, 7,000 reserve, 8,700 civilians, and 21,000 Coast Guard Auxiliary volunteers.
Previously, Adm. Fagan was the 32nd Vice Commandant. Her prior flag assignments include Commander, Pacific Area, and Commander, Coast Guard Defense Force West; Deputy Commandant for Operations, Policy, and Capability; Commander, First Coast Guard District; and a joint assignment as Deputy Director of Operations for Headquarters, United States Northern Command. She has served on every continent with operational tours as Commander, Sector New York, more than 15 years as a Marine Inspector, and sea duty in a polar icebreaker.
Adm. She earned numerous personal and team awards during her 37 years of Coast Guard service. Upon retirement, Adm. Carole House is a strategic technology executive who has spent her career focusing on leveraging innovative technologies to combat national security threats. She is the founder and CEO of a strategic technology and national security advisory practice, Penumbra Strategies, and serves as a Distinguished Senior Fellow at the Association for Certified Anti-Money Laundering Specialists (ACAMS) and a Senior Fellow at the Atlantic Council GeoEconomics Center. Carole recently departed the White House National Security Council (NSC) as Special Advisor for Cybersecurity and Critical Infrastructure. She previously served as the NSC Director for Cybersecurity and Secure Digital Innovation. During her time at the White House, Carole architected two Executive Orders driving critical steps to promote innovation in cybersecurity, digital identity, artificial intelligence, and digital assets. Carole has held positions in the private sector as an Executive in Residence at Terranet Ventures, Inc., co-founder and interim COO for a stealth fintech startup, and served on advisory boards for three financial regulatory agencies and three non-profits. Dr. Nora Bensahel is a Professor of Practice at the Johns Hopkins School of Advanced International Studies (SAIS), and a Contributing Editor and Columnist for War on the Rocks. She is also an Adjunct Research Staff Member at the Institute for Defense Analyses. Her work focuses on the future of warfare, and military strategy and operations. She is the co-author of the recently-published book Adaptation Under Fire: How Militaries Change in Wartime, and previously served on the Board of the Leadership Council for Women in National Security (LCWINS).
Before joining SAIS, Dr. Bensahel was a Distinguished Scholar in Residence at the School of International Service at American University and a Non-Resident Senior Fellow at the Atlantic Council. Prior to that, she was a senior fellow and co-director of the Responsible Defense Program at the Center for a New American Security. Her early career included over eleven years at the RAND Corporation, where she rose to the position of senior political scientist. She also spent more than a decade as an adjunct professor in the Security Studies Program at the Edmund A. Walsh School of Foreign Service, Georgetown University, where she taught graduate classes and received the Alumni Leadership Council Teaching Award.
Dr. Van Winkle currently serves as the Industry Executive for Federal Government at Oracle, where she supports federal agencies in using innovative technology to solve complex challenges.
Prior to joining Oracle, Dr. Van Winkle served as Director of Strategic Analytics within Raytheon Intelligence and Space. She was previously a member of the Senior Executive Service within the Department of Defense and served in multiple leadership roles across the Department focused on assessing and ensuring the readiness of the military force. Most recently she served as the Deputy Director of Military Force Management for the U.S. Air Force, establishing and overseeing military force management policies to guide the readiness and retention of the Air Force’s human capital. Prior to that role, Dr. Van Winkle served as the Executive Director of the Office of Force Resiliency and was the principal staff advisor to the Secretary of Defense on policies related to the response and prevention of interpersonal violence; developing the Department’s first integrated prevention policies and framework, for which she received the Secretary of Defense Medal for Meritorious Civilian Service.
Jeannette Gaudry Haynie, PhD, is a security and conflict scholar, retired Marine Corps officer and combat veteran, and former government senior executive leader. A New Orleans native and U.S. Naval Academy graduate, she is a Cobra attack helicopter pilot by trade who has served both within and outside the government in a wide range of leadership roles. Within the government, she has served on active duty, as a reservist, and in a civilian executive leadership role at the Department of Defense; outside of government, she has served as a principal research scientist, nonprofit executive, and adjunct professor.
Dr. Haynie served on active duty as a Cobra pilot and instructor before transitioning into the reserves and beginning graduate school. While serving on the Joint Staff and in the Marine Corps Commandant’s think tank, she earned her MA in Political Science from the University of New Orleans and her PhD in International Relations from The George Washington University. She retired after 22 years of combined active and reserve service in the Marine corps.
Tanya J. Bradsher is a deal lead for Strategic Customer Engagement, Public Sector at Amazon Web Services (AWS). She architects complex cloud infrastructure agreements for Federal Civilian agencies, aligning AWS technical capabilities with government missions.
Prior to AWS, Bradsher served as the 10th Deputy Secretary of the United States Department of Veterans Affairs (VA). As the first woman to hold this position, she was responsible for the strategy, resources, governance, and management of the nation’s largest integrated healthcare system and benefit claims processing system.
Bradsher’s career includes several senior roles within the federal government. She previously served as Chief of Staff at the VA, where she managed operational policy and veteran outreach programs. Her experience also includes serving as a Chief of Staff on Capitol Hill, Assistant Secretary for Public Affairs at the Department of Homeland Security, and a role at the White House focused on engagement with veterans’ organizations. A retired Lieutenant Colonel, Bradsher served over 20 years in the U.S. Army. Her military service included a deployment with the 2nd Brigade, 4th Infantry Division during Operation Iraqi Freedom, providing a foundation for her work in national security and defense policy.
Bradsher earned a bachelor’s degree from the University of North Carolina at Chapel Hill and a Master’s degree in Strategic Public Relations from George Washington University. She is the recipient of the Bronze Star, the Legion of Merit, and the Department of Homeland Security Distinguished Service Medal. In 2024, she was recognized with the DAV Outstanding Federal Executive of the Year award and the Women in NAACP Empowerment Award.
Heather Hurlburt is an Associate Fellow at Chatham House, analyzing, explaining and working to close the gap between the practice of international affairs and the realities of politics in the United States. From 2022-2024, she served as Chief of Staff to U.S. Trade Representative Katherine Tai, overseeing strategy and management for the agency charged with carrying out President Biden’s worker-centered American trade policy. Previously, she founded and ran the New Models of Policy Change project at the think tank New America’s Political Reform program. Her work there explored the intersection of international affairs policy and domestic political polarization, on topics from trade and climate to political violence to nuclear security. She also made the project a hub for analysis and convening on diversity, gender and equity in international affairs.
Earlier in her career, she held senior positions in conflict prevention and international affairs advocacy, including at the International Crisis Group and Human Rights First. Sumona Guha leads the Foreign Policy Project at Third Way and is an Adjunct Professor at Georgetown University’s School of Foreign Service. Guha is a national security professional and former diplomat. During the Biden Administration, she was Special Assistant to the President and Senior Director for South Asia at the National Security Council. Previously, Guha was Senior Vice President at Albright Stonebridge Group, where she co-led the South Asia practice and supported the Europe practice, and was also Senior Director at the U.S.-India Business Council, where she led executive committees on energy, manufacturing, infrastructure, and food/agriculture. Earlier in her career, Guha was on the Secretary of State’s Policy Planning Staff. She previously served in the White House as Special Advisor for Europe and Eurasia in the Office of the Vice President. A former U.S. Foreign Service Officer, Guha has worked in the Office of the Under Secretary of State for Political Affairs, in the U.S. Senate as a Pearson Fellow, in the Office of Russian Affairs, at the U.S. Embassies in Moscow and Paris, and the U.S. Mission to the United Nations in New York. Guha holds an M.A. in Public Policy from Georgetown University and a B.A. in Economics and Psychology from The Johns Hopkins University. She is a life member of the Council on Foreign Relations, and speaks Bengali, French, and Russian.
Nisha Biswal brings over 30 years of experience in U.S. foreign policy and international economic development including in the Executive Branch, in Congress and the private sector. Most recently, she served as Deputy CEO of the U.S. International Development Finance Corporation (DFC), overseeing operations, management and policy coordination, and helping DFC become the largest bilateral development finance institution in the world. Biswal was senior vice president for international strategy and global initiatives at the U.S. Chamber of Commerce from 2017-2023 and led the South Asia practice.
Her prior government service includes Assistant Secretary for South and Central Asian Affairs at the U.S. Department of State from 2013 to 2017. There she oversaw the U.S.-India strategic partnership, including the launch of an annual U.S.-India Strategic and Commercial Dialogue. She also initiated the C5+1 Dialogue with Central Asia and the US-Bangladesh Partnership Dialogue during her tenure as Assistant Secretary. Prior to that, Biswal was assistant administrator for Asia at the U.S. Agency for International Development (USAID),having previously worked in the Office of Foreign Disaster Assistance and the Bureau for Humanitarian Response. She also spent over a decade on Capitol Hill, working as staff director on the State and Foreign Operations Subcommittee on Appropriations as well as professional staff on the Foreign Affairs Committee in the House of Representatives.
Jennifer Short is a senior national security leader with more than 30 years of experience shaping strategy and leading operations at the highest levels of U.S. defense and government. She most recently served as Senior Military Assistant to the Secretary of Defense under two presidential administrations, advising on global defense strategy and operations across Europe, the Middle East, Asia, and U.S. homeland defense.
Throughout her career, Jennifer has led complex, multi-agency collaboration across the Department of Defense, Air Force, Space Force, and Congress, securing critical legislative outcomes and funding for defense modernization, cyber strategy, and space capabilities. A combat-proven A-10 fighter pilot and former Commander of the 23rd Wing, she led more than 6,000 personnel and global combat search and rescue operations.
Jennifer holds degrees from Arizona State University, Touro University International, and the National War College, and is an International Women’s Forum Leadership Fellow with executive education from INSEAD and Harvard Business School.
Emily Perkins is a senior leader of policy-focused non-profit organizations. Her 20-year career spans international program management, fundraising, and external relations.
Perkins served most recently as Vice President of Development at the Joint Center for Political and Economic Studies where she helped “America’s Black think tank” create a multi-year development strategy and establish operational best practices across the organization. She previously spent eight years at the Brookings Institution where she led fundraising strategy and operations for teams whose issues ranged from foreign policy to domestic political institutions. She has also held program management and business development roles in the private sector.
Perkins earned a B.A. in Political Science from Boston College and an LL.M. from the University of Kent’s Brussels School of International Studies.
Mary O’Brien is a retired U.S. Air Force lieutenant general officer and a leader in cybersecurity, intelligence, emerging technology, and national security. With 34 years of distinguished military service, she commanded at every level of the Air Force and served in pivotal staff leadership roles, including the Joint Staff Director of Command, Control, Communications and Computer/Cyber, and Chief Information Officer, the Air Force Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance, and Cyber Effects Operations, and the Director of Intelligence, U.S. Cyber Command. An innovator, Mary pioneered advancements in the integration of unmanned aerial vehicles, networked weapons, and advanced intelligence sensors, significantly enhancing military operational capabilities. Mary is also a proud recipient of the National Defense University College of Information and Cyberspace Rear Admiral Grace Hopper Award, recognizing her innovative contributions to the fields of information and cyberspace.
