Tressa Steffen Guenov is Director for Programs and Operations & Senior Fellow, Scowcroft Center for Security Studies at the Atlantic Council. Melissa G. Dalton has over 20 years of experience in U.S. defense, aerospace, and national security affairs. She served as the 28th under secretary of the Air Force. She was responsible for organizing, training, and equipping the U.S. Air Force and Space Force, overseeing an annual budget exceeding $200 billion, and accountable for the welfare of nearly 700,000 active-duty, guard, reserve, and civilian Airmen, Guardians, and their families. Ms. Dalton performed the duties of deputy under secretary of defense for policy from December 2023 to May 2024, when she served as the principal advisor to the secretary of defense on the formation of national security and defense policy. Deborah Curtis, former CIA Deputy General Counsel for Litigation and Investigations, is a partner in Arnold & Porter’s White Collar Defense and Investigations practice. Her experience spans a wide range of senior level positions in the federal government involving sensitive intelligence, law enforcement and policy issues.
At CIA, Deborah oversaw the Agency’s response to litigation, congressional investigations, critical incidents and criminal matters. In this role, Deborah advised the CIA’s Director and Deputy Director, the Office of Congressional Affairs, the Counterintelligence Mission Center and the Office of Security. She also handled several major national security policy initiatives including representing CIA interests during the U.S.-EU negotiations to reach a transatlantic data privacy agreement and the provision of U.S. information in support of Russian war crimes prosecutions before the International Criminal Court.
Prior to joining CIA, Deborah was the Chief Counsel for Industry and Security at the Commerce Department, the senior-most legal official on all licensing and enforcement decisions involving the Entity List, Military End-User List, Denied Persons List, Unverified List and other issues arising under the Export Administration Regulations. During her time at Commerce, Deborah also co-drafted the Huawei Foreign Direct Product Rule and advised on the CFIUS-adjacent process prohibiting certain foreign transactions that could impact the U.S. Information and Communications Technology and Services supply chain.
Deborah previously served for more than a decade at the Department of Justice, including at the National Security Division’s Counterespionage Section. At Main Justice, she oversaw Espionage Act cases and criminal export control and sanctions investigations and prosecutions nationwide. Deborah was also a Deputy Chief for National Security at the U.S. Attorney’s Office for the District of Columbia, where she investigated, prosecuted and supervised cases involving espionage, illegal foreign agents, state-sponsored malicious cyber intrusions and matters involving the ITAR, FCPA and theft of trade secrets.

Heather Samuelson is an attorney and strategic advisor with nearly two decades of experience in government, politics and the non-profit sector. She most recently served as Special Assistant to the President and Senior Confirmations Counsel in the White House Office of Legislative Affairs, guiding hundreds of Biden-Harris Administration nominees through the Senate confirmation process. Heather also served in the Obama-Biden Administration, first as White House Liaison at the U.S. Department of State, and then as Assistant Counsel in the White House Counsel’s Office. In these roles, she directed recruitment and vetting for national security positions and advised officials on federal ethics compliance.
Prior to rejoining government, Heather was the first General Counsel for the National Domestic Workers Alliance (NDWA) overseeing all legal matters for NDWA and its sister organization Care in Action. Eileen Donahoe is the inaugural Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, she was the Executive Director of the Global Digital Policy Incubator at Stanford University’s Cyber Policy Center, where she worked to develop global digital policies that address human rights, security and governance challenges. Janine Davidson, Ph.D., has served as president of Metropolitan State University of Denver since 2017. She is a national thought leader in higher education and on topics such as public service, U.S. foreign policy and national security.

Ambassador Bonnie Jenkins is currently the Shapiro Visiting Professor of International Affairs at the Elliot School of International Affairs at George Washington University and the Compton Visiting Professor at the Miller Center at the University of Virginia. From 2021- 2024, she served as the Under Secretary of State for Arms Control and International Security Affairs.
As Under Secretary of State, Jenkins oversaw three bureaus: the Arms Control, Deterrence, and Stability Bureau (ADS); the International Security and Nonproliferation Bureau (ISN); and the Political-Military Affairs Bureau (PM). Notably, she was appointed by Secretary of State Antony Blinken in May 2023 to lead the Department’s implementation efforts on AUKUS, the trilateral security partnership between Australia, the United Kingdom, and the United States. Adm. Linda L. Fagan (USCG, ret.) served most recently as the 27th Commandant of the United States Coast Guard and was the first woman to lead a U.S. military service. As Commandant, she oversaw all global Coast Guard operations and personnel, including 42,000 active-duty, 7,000 reserve, 8,700 civilians, and 21,000 Coast Guard Auxiliary volunteers.
Previously, Adm. Fagan was the 32nd Vice Commandant. Adm. Nicholas Rasmussen was the Executive Director at Global Internet Forum to Counter Terrorism (GIFCT). Previously, he was the Senior Director for National Security and Counterterrorism Programs at the McCain Institute for International Leadership. Rasmussen is a national security professional with over twenty-seven years in U.S. government service, including in senior counterterrorism posts at the White House and in the U.S. Intelligence Community from 2001 to 2017. He concluded his government career as Director of the National Counterterrorism Center (NCTC), leading more than 1,000 professionals from across the Intelligence Community, federal government, and federal contractor workforce.

Katie Arrington is Chief Information Officer at IonQ where she oversees the protection and modernization of the company’s global enterprise systems, safeguards digital assets and supply chains, and strengthens operational and cyber resilience across the company’s rapidly expanding footprint. The Honorable Robert M. Scher is a recognized expert in strategic planning, geopolitical risk assessment and mitigation, and government advocacy across the energy and defense sectors and on issues of international, national security, and US domestic politics. He has served in the public sector, worked in the private sector, and was appointed to a congressionally mandated commission by the Senate Majority Leader.
Bob was most recently the Vice President and Head of International Affairs for BP America. In this position he tracked and analyzed US foreign and national security policy as it affected BP’s businesses around the world.

Christine Abizaid led the United States Government’s counterterrorism enterprise while serving as the Director of the National Counterterrorism Center (NCTC) from June 2021 to July 2024. She was the eighth Senate confirmed Director and the first woman to lead NCTC, the primary U.S. intelligence organization that integrates, analyzes, and shares terrorism information.

Michelle J. Howard served 35 years in the United States Navy. She led Sailors and Marines multiple times in her career as the Commander of: a ship, an Expeditionary Strike Group, Task Force, and a Naval theater. Her last command was from 2016 to 2017 as U.S. Naval Forces Europe and U.S. Naval Forces Africa. She simultaneously led NATO’s Allied Joint Force Command Naples with oversight of missions from the Western Balkans to Iraq. Operations in her career include: NATO peacekeeping, West African Training Cruise, Indonesia Tsunami Relief operations, and the rescue of Maersk Alabama from Somali Pirates. Michelle J. Howard is a Desert Storm and Operation Iraqi Freedom veteran.
In 1999 Michelle J. Howard became the first African American woman to command a ship in the Navy. In 2014, she was the first woman to become a four-star Admiral in the U.S. Navy and the first woman to be appointed to the position of Vice Chief of Naval Operations (number two in a Military Service). She is the first African American woman to reach the rank of three-star and four-stars in the Armed Forces.
Carole House is a strategic technology executive who has spent her career focusing on leveraging innovative technologies to combat national security threats. She is the founder and CEO of a strategic technology and national security advisory practice, Penumbra Strategies, and serves as a Distinguished Senior Fellow at the Association for Certified Anti-Money Laundering Specialists (ACAMS) and a Senior Fellow at the Atlantic Council GeoEconomics Center. Carole recently departed the White House National Security Council (NSC) as Special Advisor for Cybersecurity and Critical Infrastructure. She previously served as the NSC Director for Cybersecurity and Secure Digital Innovation. During her time at the White House, Carole architected two Executive Orders driving critical steps to promote innovation in cybersecurity, digital identity, artificial intelligence, and digital assets. Carole has held positions in the private sector as an Executive in Residence at Terranet Ventures, Inc., co-founder and interim COO for a stealth fintech startup, and served on advisory boards for three financial regulatory agencies and three non-profits. Dr. Evelyn N. Farkas has three decades of experience working on national security and foreign policy in the U.S. executive, legislative branch, private sector and for international organizations overseas. She is currently the executive director of the McCain Institute at Arizona State University. Prior to that, she was president of Farkas Global Strategies and a senior fellow at the German Marshall Fund of the United States and the Atlantic Council and national security contributor for NBC/MSNBC.
She served from 2012 to 2015 as deputy assistant secretary of defense for Russia/Ukraine/Eurasia, also covering the Balkans, Caucasus and conventional arms control. From 2010 to 2012, she was the senior advisor to the Supreme Allied Commander Europe and special advisor to the Secretary of Defense for the NATO Summit. Prior to that, she was the executive director of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and senior fellow at the American Security Project. From 2001 to 2008, she served as a professional staff member of the Senate Armed Services Committee responsible for Asia Pacific, Western Hemisphere, Special Operations Command, and policy issues including combatting terrorism and export control.
From 1997-2001, Dr. Farkas was a professor of international relations at the U.S. Marine Corps Command and Staff College. She served 1996-97 in Bosnia with the Organization for Security and Cooperation in Europe (OSCE). Elizabeth K. Horst is a former career U.S. diplomat with more than 25 years of experience leading policy, people, and partnerships across Europe and South Asia. As Principal Deputy Assistant Secretary in the Bureau of South and Central Asian Affairs, she served as the bureau’s chief operating officer—overseeing policy development, budgets, staffing, strategic communications and U.S. engagement with 13 countries and 20 posts. As the Deputy Assistant Secretary for Pakistan, she refocused the bilateral relationship on economic and security issues, and launched the U.S. – Pakistan Green Alliance to advance climate resilience, clean energy, and water security. She was also responsible for Public Diplomacy to the regional audience of almost 2 billion people from Astana to Colombo. She was nominated as U.S. Ambassador to Sri Lanka in 2024.
Her diplomatic career included leadership roles in Mission German as Minister Counselor for Public Diplomacy and in Tallinn, Estonia as Chargé d’Affaires and Deputy Chief of Mission, where she strengthened transatlantic security and economic cooperation. Her Washington postings focused on regional security, economic development and foreign assistance, and spearheading mentoring and leadership initiatives. Earlier assignments took her to Ukraine, Germany, Russia, Afghanistan, Tajikistan, Pakistan, and Niger, where she began her public service as a Peace Corps volunteer, working on food security and community health.

Kristen Edwards Marquardt joined Hakluyt & Co. in 2022 to build the company’s digital and cyber practice in North America. Sumona Guha leads the Foreign Policy Project at Third Way and is an Adjunct Professor at Georgetown University’s School of Foreign Service. Guha is a national security professional and former diplomat. During the Biden Administration, she was Special Assistant to the President and Senior Director for South Asia at the National Security Council. She also served in the Senior Executive Service at the State Department’s Office of Sanctions Coordination, focusing on Asia and the Middle East.

General (retired) Laura J. Richardson recently completed her tour as the 32nd Commander of United States Southern Command. She is a native of Northglenn, Colorado and a graduate of Metropolitan State University of Denver. She commissioned into the U.S. Army and trained as an Army Aviator. She holds a Master of Science in National Resource Strategy from the National Defense University.
Over her 38 year career, Richardson commanded from the Company to Combatant Command level and served as the Army’s first woman combat arms general officer. As Commander of U.S. Southern Command, one of the six geographic warfighting combatant commands, she worked directly for the President of the United States and the Secretary of Defense from 2021 to 2024. In this position she was responsible for all military operations, contingency planning and partnerships across South and Central America, and the Caribbean, which included 31 countries, to promote regional stability, keep America safe, strengthen governance, counter illicit trafficking, and support disaster preparedness and response efforts.
Prior to taking command of USSOUTHCOM, she served as the Commanding General of U.S. Army North (Fifth Army) which is the Army Service Component Command for U.S. Northern Command. She commanded an Assault Helicopter Battalion in combat in the 101st Airborne Division (Air Assault) 2003-04, in support of Operation Iraqi Freedom and deployed to Afghanistan as the Deputy Chief of Staff for Communications Headquarters International Security Assistance Force in support of Operation Enduring Freedom. She has also served as the Military Aide to the Vice President at the White House in Washington, D.C., and the Army’s Legislative Liaison to Congress at the U.S. Capitol.
Shelly O’Neill Stoneman is a seasoned global leader, trusted with managing complex business and policy issues at the highest levels of government and industry. She is the founder and principal of StonePoint Strategies, drawing upon her 25 years of experience working across all three branches of the U.S. Government and in the C-suite of Fortune 500 companies.
Stoneman most recently served as senior vice president of Government Affairs for Lockheed Martin, one of the world’s largest aerospace and defense companies, with over 120,000 employees and sales over $71 billion in 2024. As one of the company’s corporate officers, she managed Lockheed’s activities with Congress and the Executive Branch, and directed all federal, state and local government customer relationships – efforts that ranged from saving the corporation billions of dollars in tax incentives to working closely with governors on workforce improvements. In this role, she regularly engaged with the corporation’s Board of Directors, advising on strategy and risk. Prior to joining Lockheed Martin in 2023, Stoneman led Government Relations at BAE Systems, Inc., where she oversaw engagement with the White House, Pentagon, State Department, and Intelligence Community for the global aerospace and defense company’s U.S. subsidiary.
Alyssa Ayres was appointed dean of the Elliott School of International Affairs and professor of history and international affairs at George Washington University effective February 1, 2021. She is the first woman to serve in the role of permanent dean at the school.
Ayres is a foreign policy practitioner and award-winning author with senior experience in the government, nonprofit, and private sectors. From 2013 to 2021, she was senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations (CFR), where she remains an adjunct senior fellow. Her work focuses primarily on India’s role in the world and on U.S. relations with South Asia in the larger Indo-Pacific. Her book about India’s rise on the world stage, Our Time Has Come: How India is Making Its Place in the World, was published by Oxford University Press in January 2018 and was selected by the Financial Times for its “Summer 2018: Politics” list. An updated paperback edition was released in 2019. Ayres is also interested in the emergence of subnational engagement in foreign policy, particularly the growth of international city networks, and her current book project (working title, “Bright Lights, Biggest Cities: The Urban Challenge to India’s Future,” under contract with Oxford University Press) examines India’s urban transformation and its international implications.
From 2010 to 2013 Ayres served as deputy assistant secretary of state for South Asia. During her tenure at the State Department in the Barack Obama administration, she covered all issues across a dynamic region of 1.3 billion people at the time (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) and provided policy direction for four U.S. embassies and four consulates. Before serving in the Obama administration, Ayres was founding director of the India and South Asia practice at McLarty Associates, the Washington-based international strategic advisory firm, from 2008 to 2010, and served as a part-time senior advisor to the firm from 2014 to 2021. From 2007 to 2008, she served as special assistant to the undersecretary of state for political affairs as a CFR international affairs fellow. Prior to that she worked at the University of Pennsylvania’s Center for the Advanced Study of India and at the Asia Society in New York. Originally trained as a cultural historian, Ayres has carried out research on both India and Pakistan. Her book on nationalism, culture, and politics in Pakistan, Speaking Like a State, was published worldwide by Cambridge University Press in 2009 and received an American Institute of Pakistan Studies book prize for 2011–2012. She has coedited three books on India and Indian foreign policy: Power Realignments in Asia; India Briefing: Takeoff at Last?; and India Briefing: Quickening the Pace of Change.
Ayres has been awarded numerous fellowships and has received four group or individual Superior Honor Awards for her work at the State Department. She speaks Hindi and Urdu, and in the mid-1990s worked as an interpreter for the International Committee of the Red Cross. She received an AB from Harvard College and an MA and PhD from the University of Chicago. She is a member of the Council on Foreign Relations, the Trilateral Commission, and the Halifax International Security Forum agenda group, and she serves on the boards of the National Endowment for Democracy and the Women’s Foreign Policy Group. In 2021 and 2022, the Washingtonian included her as one of their “most influential people shaping policy.”
Allison Peters previously served as the Deputy Assistant Secretary of State in the Bureau of Democracy, Human Rights, and Labor at the U.S. Department of State where she oversaw the Bureau’s Office of Multilateral and Global Affairs, including its work on technology and human rights, Office of East Asian and Pacific Affairs, and Office of Policy Planning and Public Diplomacy. Ambassador Laura S. H. Holgate served most recently as the U.S. Ambassador to the United Nations International Organizations in Vienna and the Representative of the United States of America to the International Atomic Energy Agency.

Rachel Jacobson served as the 17th Assistant Secretary of the Army for Installations, Energy and Environment and the Chief Sustainability Officer of the U.S. Army. In this capacity, Jacobson led policy and oversaw a $20B budget for U.S. Army installations globally. Her portfolio included: military construction and housing, energy and water, infrastructure, natural and cultural resources, historic preservation, safety and occupational health, community partnerships, and all environmental matters. Jacobson stood up the Army’s first ever Advanced Nuclear Power Initiative. Sherri Goodman serves as Vice-Chair of the US Secretary of State’s International Security Advisory Board (ISAB). She is also the Secretary General of the International Military Council on Climate & Security (IMCCS), representing over 40 military and national security organizations addressing the security risks of a changing climate. She is credited with educating a generation of U.S. military and government officials about the nexus between climate change and national security, using her famous coinage, “threat multiplier,” to fundamentally reshape the national discourse on the topic.

Brandi Vann, PhD, is a globally experienced national security executive, currently serving as Director for Strategy at Draper and a member of the Board of Directors of 908 Devices. In these roles, she helps organizations strengthen their business and technical strategies and engage effectively with national security communities worldwide.
In July 2025, Dr. Vann concluded a distinguished career in the U.S. Department of Defense (DoD), where she most recently served as the Acting Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)) and as the Principal Deputy Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs. She also served as Staff Director of the Nuclear Weapons Council, leading efforts to assess and maintain the U.S. nuclear weapons stockpile, ensure sustainment and operations of deployed systems, and plan for modernization. Across her DoD tenure, Dr. Vann contributed to every phase of capability development, including policy, strategy, research and development, acquisition, and operations. Before serving as the Principal Deputy Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs she was the Deputy Assistant Secretary of Defense for Chemical and Biological Defense. She oversaw a multibillion-dollar portfolio spanning chemical and biological defense, counterproliferation, countering weapons of mass destruction, nuclear forensics, international cooperation, and business operations. Notably, she co-led the first-ever Biodefense Posture Review (BPR), which fundamentally reformed DoD policy, strategy, and execution of global biodefense operations. In 2023, President Biden awarded Dr. Vann the Meritorious Presidential Rank Award for her transformative contributions to biodefense and her support of critical DoD initiatives.
Before joining the Department of Defense, Dr. Vann served as Director of Laboratories at Nephron Pharmaceuticals Corporation and was a visiting scientist at the Federal Bureau of Investigation. Dr. Vann holds a PhD in Chemistry from the University of South Carolina, where she specialized in analytical chemistry and applied statistics.
Deborah Lee James has 35 years of senior leadership experience in the aerospace, defense and technology fields in both the public and private sectors. Most notably, she served as the 23rd Secretary of the Air Force and Principal Defense Space Advisor (2013-2017) and as the President of SAIC’s Technical and Engineering Sector, a $2 billion, 8,700-person enterprise (2012-2013). Earlier in her career, she was Assistant Secretary of Defense (Reserve Affairs) and a Professional Staff Member for the House Armed Services Committee.
Since 2017, Ms. James has served as an independent director of three public company boards: Textron, Unisys and Aerojet Rocketdyne, as well as a director on several private and not for profit boards. She is a strategic advisor on topics including mergers and acquisitions, government contracting, technology transformation, and space. She is the author of the book “Aim High: Chart Your Course and Find Success”, a speaker on leadership and national security topics and a mentor to C-suite level executives in Fortune 500 firms.
Ms. Pamela Powers is the Defense Market Leader at Maximus. Prior to her current role, she joined KPMG in March of 2021 as a Managing Director and lead the Transformation Delivery service for KPMG’s Federal sector. In this role she helped organizations develop solutions to complex challenges by leveraging data, technology, and business process improvement while driving effective change management. She also serves in an advisory role for several other organizations including the Women Veterans Interactive Foundation, Kinometrix, the Leadership Council for Women in National Security, and the Partnership for Public Service.
Prior to this, she served as the Department of Veterans Affairs (VA) Chief of Staff when, on April 2, 2020, the President chose her to serve as Acting Deputy Secretary. In that role, Ms. Powers led enterprise modernization of the federal government’s second-largest Cabinet department with a budget of more than $218 billion and over 400,000 employees serving in VA medical centers, clinics, benefits offices, and national cemeteries across the country.

Laura Rosenberger was the director of the Alliance for Securing Democracy and a senior fellow at The German Marshall Fund of the United States (GMF). Before she joined GMF, she was foreign policy advisor for Hillary for America, where she coordinated development of the campaign’s national security policies, messaging, and strategy. Prior to that, she served in a range of positions at the State Department and the White House’s National Security Council (NSC). As chief of staff to Deputy Secretary of State Tony Blinken and earlier as then-Deputy National Security Advisor Blinken’s senior advisor, she counseled on the full range of national security policy. In her role at the NSC, she also managed the interagency Deputies Committee, the U.S. government’s senior-level interagency decision-making forum on our country’s most pressing national security issues.
