Dr. Van Winkle currently serves as the Industry Executive for Federal Government at Oracle, where she supports federal agencies in using innovative technology to solve complex challenges.
Prior to joining Oracle, Dr. Van Winkle served as Director of Strategic Analytics within Raytheon Intelligence and Space. She was previously a member of the Senior Executive Service within the Department of Defense and served in multiple leadership roles across the Department focused on assessing and ensuring the readiness of the military force. Most recently she served as the Deputy Director of Military Force Management for the U.S. Air Force, establishing and overseeing military force management policies to guide the readiness and retention of the Air Force's human capital. Prior to that role, Dr. Van Winkle served as the Executive Director of the Office of Force Resiliency and was the principal staff advisor to the Secretary of Defense on policies related to the response and prevention of interpersonal violence; developing the Department’s first integrated prevention policies and framework, for which she received the Secretary of Defense Medal for Meritorious Civilian Service. In 2017, Dr. Van Winkle was designated by Secretary of Defense Jim Mattis to perform the duties of the Assistant Secretary of Defense for Readiness and served as his principal staff advisor on all matters related to the readiness of the armed forces to carry out the National Security Strategy, the Defense Planning Guidance, and the National Military Strategy. During her tenure in this role, she developed the Department's first-ever Readiness Recovery Framework, establishing metrics to track the readiness of the force across joint operations, for which she received the Secretary of Defense Medal for Exceptional Civilian Service. Dr. Van Winkle chaired the Executive Readiness Management Group, the National Security Education Board, and the Prevention Collaboration Forum, and also served on the Executive Joint Combat Capabilities Assessment Group.
Dr. Van Winkle holds a Doctoral Degree from The Catholic University of America in Applied Experimental Psychology and a Master’s Degree in Sociology from Boston University.
