Bess Dopkeen is the founder of Keen Edge Strategies, LLC and has worked for over two decades in Defense. She advises small and nontraditional companies as they work to provide their innovative technology to the Department of War.
Bess was the Senior Advisor to the Under Secretary of Defense for Research and Engineering for three years. At R&E she championed and guided policy, issues, and programs spanning from basic research through prototyping, experimentation, and transition. Previously Bess was a professional staff member on the House Armed Services Committee and the majority’s lead for the Science and Technology and Countering Weapons of Mass Destruction portfolios. Before the Hill she was a senior analyst in the Office of the Secretary of Defense’s Cost Assessment & Program Evaluation. She led the Defense Innovation Board’s 2018 congressionally mandated Software Acquisition and Practices study for the Under Secretary of Acquisition and Sustainment, was the Program Manager for the Cost Assessment Data Enterprise, and ran the Better Data for Acquisition effort for the Assistant Secretary of Defense for Acquisition. Bess holds degrees from Tufts University and the Eisenhower School for National Security and Resource Strategy at National Defense University, where she was a distinguished graduate. She is a recipient of the Office of the Secretary of Defense Medal for Exceptional Civilian Service and the Secretary of Defense Medal for Outstanding Public Service. Bess was a Council on Foreign Relations Term Member, a Center for a New American Security Next Generation fellow, a Truman National Security Project fellow, and a Tufts University Dutko fellow. Bess helped create Tufts’ Tisch College of Civic Life’s summer DC fellowship and mentorship program and created and led the Tufts Fellowship program in the Pentagon for over a decade. She lives in Washington, DC with her husband, Paul Voosen, a science journalist for Science Magazine, and their two children.
Janine Davidson, Ph.D., has served as president of Metropolitan State University of Denver since 2017. She is a national thought leader in higher education and on topics such as public service, U.S. foreign policy and national security.
Prior to her time at MSU Denver, Davidson served as the 32nd under secretary of the United States Navy. Her appointment by then-President Barack Obama as Navy “under” followed nearly 30 years of academic, civilian and military service.

Prior to returning to Stanford University, Dr. Van Schaack served as Ambassador-at-Large for Global Criminal Justice in the U.S. State Department office where she once served as Deputy. GCJ advised the Secretary of State and the Under Secretary of State for Civilian Security, Democracy, and Human Rights on issues related to war crimes, crimes against humanity, and genocide and the deployment of the whole range of transitional justice mechanisms in states emerging from violence or repression. Prior to returning to public service, Dr. Van Schaack was the Leah Kaplan Visiting Professor in Human Rights at Stanford Law School, where she taught international criminal law, human rights, human trafficking, and a policy lab on Legal & Policy Tools for Preventing Atrocities. In addition, she directed Stanford’s International Human Rights & Conflict Resolution Clinic. Ambassador Van Schaack has published numerous articles and papers on international human rights and justice issues, including her 2020 thesis, Imagining Justice for Syria (Oxford University Press). Deborah Lee James has 35 years of senior leadership experience in the aerospace, defense and technology fields in both the public and private sectors. Jen Daskal is a Partner at Venable LLP. She is a national security legal and policy expert, with years of experience managing crisis, mitigating risk, and working at the intersection of technology, policy and law. From October 2023 to January 2025, Daskal served as the Deputy Homeland Security Advisor at the White House. Before that, she was the Principal Deputy Legal Advisor at the National Security Council and served as Acting General Counsel at the Department of Homeland Security, where she oversaw over 3,000 attorneys, including the Department’s cybersecurity, intelligence, litigation, and law enforcement legal teams.
Before joining the federal government, Daskal was a tenured law professor at American University Washington College of Law (WCL) until February 2021. From 2009-2013, she served as the Deputy Coordinator for Homeland Security and Multilateral Affairs (DAS equivalent) in the Bureau of Counterterrorism (CT), U.S. Department of State, with responsibility for terrorist designations and sanctions; strengthening international transportation security; developing bilateral information sharing agreements; and building CT cooperation within multilateral organizations. Ambassador Nina Hachigian (ret) was the first U.S. Special Representative for City and State Diplomacy at the U.S. Department of State from 2022 to 2025 in the Biden Administration. Before that, Amb, Hachigian served as the first Deputy Mayor for International Affairs for the City of Los Angeles for five years. From 2014 to 2017, Ambassador Hachigian served as the second U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN) in the Obama Administration. Earlier, she was a Senior Fellow and a Senior Vice President at the Center for American Progress focused on Asia policy and U.S.-China relations. Before that, Ambassador Hachigian was the director of the RAND Center for Asia Pacific Policy for four years.

Leah Nodvin is the Director of Government and External Affairs at the BMW Group, where she supports U.S. – European relations and covers the federal sustainability portfolio. Previously, Leah served as the Chief of Staff for the Bureau of Europe and Eurasia at USAID. Prior to joining USAID, she worked on Capitol Hill and most recently served as the Staff Director for the House Foreign Affairs Subcommittee for Europe, working on behalf of Congressman Bill Keating of Massachusetts. During her time on Capitol Hill, Leah also served as a Professional Staff Member on the House Foreign Affairs Subcommittee for Europe as well as a Foreign Affairs Legislative Assistant for a Senior Member of the House Foreign Affairs Committee.
Prior to her time in Washington, Leah completed a research Fellowship with the Parliamentary Assembly of the Organization for Security and Cooperation in Europe in Vienna, Austria. Dr. Jung H. Pak was Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs at the U.S. Department of State. During her tenure at State, she was responsible for overseeing relations with Australia, New Zealand, and the Pacific Islands (2023-2024); deepening and expanding U.S. relationship with the Association of Southeast Asian Nations and related fora (2021-2023); and leading on Global China issues (2021-2022), developing new initiatives and strengthening collaboration with key foreign interlocutors. Essye Miller’s public service career spanned morethan three decades. She served most recently as Principal Deputy Chief Information Officer and Acting Defense Chief Information Officer at the Department of Defense, selected by former Secretary of Defense Jim Mattis. As a career member of the Senior Executive Service, Miller has deep expertise in information management and technology, cybersecurity, and critical satellite communications. She advises corporations on expansion into the public sector, the federal market, product portfolios, and executive strategy. Miller also serves as an advisor to the Information Security and Privacy Advisory Board, the Department of Commerce, and NGOs.
Dr. Richard Verma is chief administrative officer for Mastercard, overseeing the company’s Law, Government Affairs and Policy, Franchise, Corporate Security, and Community and Belonging functions. He is also a member of the company’s Executive Leadership Team and Management Committee.

Christine Abizaid led the United States Government’s counterterrorism enterprise while serving as the Director of the National Counterterrorism Center (NCTC) from June 2021 to July 2024. She was the eighth Senate confirmed Director and the first woman to lead NCTC, the primary U.S. intelligence organization that integrates, analyzes, and shares terrorism information.

Johnston previouslyas the Deputy Assistant Secretary of Defense for Military Community and Family Policy (MC&FP) where she embraced the concept that “if the family is not ready, the service member can not be ready and that is a threat to national security.” She oversaw increased participation in the Military Spouse Employment Partnership Program, setting the goal of reaching 500 participants by 2020. During her tenure, MC&FP established an MOU with LinkedIn allowing for military spouses to have free access to LinkedIn premium each time the service member has a permanent change of station. Emily Perkins is a senior leader of policy-focused non-profit organizations. Her 20-year career spans international program management, fundraising, and external relations.
Perkins served most recently as Vice President of Development at the Joint Center for Political and Economic Studies where she helped “America’s Black think tank” create a multi-year development strategy and establish operational best practices across the organization. She previously spent eight years at the Brookings Institution where she led fundraising strategy and operations for teams whose issues ranged from foreign policy to domestic political institutions. She was previously a Senior Research Scholar at Columbia University, Deputy Director of Columbia World Projects, Lecturer in Law at Columbia Law School, and Senior Fellow at the Johns Hopkins University Applied Physics Laboratory. She was appointed by President Obama to serve as a Member of the National Commission on Military, National, and Public Service, co-chairs the U.S. Holocaust Memorial Museum’s Simon Skjodt Center for the Prevention of Genocide’s Advisory Group, and on a number of boards and advisory groups, including the Nuclear Threat Initiative’s Bio Advisory Group, the Board of Trustees for the Vodafone Foundation, and the Refugees International Policy Advisory Council.
Prior to joining Columbia University, Avril served as Assistant to the President and Principal Deputy National Security Advisor to President Obama. She chaired the Deputies Committee, the administration’s principal forum for formulating national security and foreign policy. Before that, she served as the Deputy Director of the Central Intelligence Agency. Avril also held a number of senior legal positions in the government, including Legal Adviser to the National Security Council.

Rachel Vogelstein is a Professor at Columbia University’s School of International and Public Affairs and Director of the Women’s Initiative at the Columbia Institute of Global Politics, where she focuses on gender equality in the U.S. and globally. Most recently, she served in the Biden Administration as Special Assistant to the President and Deputy Director of the White House Gender Policy Council and Special Advisor on Gender at the National Security Council, leading policy development on health and reproductive rights, economic security, and democracy and political participation, among other issues. For over a decade, Rachel was an advisor to Secretary Hillary Clinton on women’s issues, serving on both of her presidential campaigns and as the Director of Girls’ and Women’s Initiatives at the Clinton Foundation. During the Obama Administration, she was an official in the Secretary’s Office of Global Women’s Issues at the U.S. Department of State, where she developed a landmark foreign policy agenda for women’s empowerment. Previously, she served as the Douglas Dillion Senior Fellow and Director of the Women and Foreign Policy Program at the Council on Foreign Relations. She is the author of Awakening: #MeToo and the Global Fight for Women’s Rights, which was recognized by the New York Times for capturing the global impact of the #MeToo movement, and began her career as a lawyer focused on reproductive rights.
Caitlin Hayden is the London-based Group Communications Director for BAE Systems, one of the largest aerospace, defense, and security firms in the world, employing around 110,000 people with customers in more than 40 countries. In this role, Hayden leads global communications and serves as a member of the company’s executive committee.
Prior to this, she served as the Senior Vice President of Communications at BAE Systems, Inc., leading all external and internal communications for the U.S. business.
Before joining BAE Systems, Hayden had accumulated nearly two decades of communications and leadership experience. This includes serving as vice president of Communications for the Aerospace Industries Association (AIA), leading the organization’s work to tell the aerospace and defense industry’s story in the U.S. and around the world. Previously, Hayden was executive vice president and Media Group director in Edelman’s Washington, D.C. office, where she worked with a range of clients to develop communications strategies to meet their business objectives, including protecting and promoting their brands and navigating regulatory, policy, and crisis issues.
Dani Schulkin is Director of the Democracy Initiative at Just Security at NYU School of Law. Schulkin formerly served as Senior Counsel to the Deputy Attorney General and Senior Advisor to the Homeland Security Advisor at the White House. Her work spans national security, democratic governance, and administrative law.
Schulkin served as Senior Counsel to the Deputy Attorney General at the U.S. Department of Justice, where she coordinated national security policy and led on issues ranging from election security and foreign malign influence to international synthetic opioid trafficking. She was also Senior Advisor to the Homeland Security Advisor at the National Security Council (NSC), managing domestic crisis response, terrorism prevention, and other domestic security issues from the White House. She began her service in the Biden Administration with the Office of the Staff Secretary, working on the team charged with reviewing all presidential briefing memos and executive actions.
Schulkin has held roles at the Administrative Conference of the United States (ACUS), the New York Attorney General’s Bureau of Internet and Technology, and the U.S. Attorney’s Office for the Eastern District of New York. She began her legal career as a Legal Fellow at Just Security. Heather Samuelson is an attorney and strategic advisor with nearly two decades of experience in government, politics and the non-profit sector. She most recently served as Special Assistant to the President and Senior Confirmations Counsel in the White House Office of Legislative Affairs, guiding hundreds of Biden-Harris Administration nominees through the Senate confirmation process. Heather also served in the Obama-Biden Administration, first as White House Liaison at the U.S. Department of State, and then as Assistant Counsel in the White House Counsel’s Office. In these roles, she directed recruitment and vetting for national security positions and advised officials on federal ethics compliance.
Prior to rejoining government, Heather was the first General Counsel for the National Domestic Workers Alliance (NDWA) overseeing all legal matters for NDWA and its sister organization Care in Action. Heather also served as a longtime attorney and advisor to Secretary Hillary Rodham Clinton, including representing the Secretary before the U.S. House Select Committee on Benghazi, and serving as Chief Counsel for the 2016 Clinton-Kaine Pre-Election Transition team.
With over 30 years of government service, Katharina (Katrina) McFarland is widely recognized as a leading subject-matter expert on government procurement. She served as Chairman of the Board of Army Research and Development at the National Academies of Science, and as a Director on the Boards of SAIC and Transphorm, She was previously the Assistant Secretary of Defense for Acquisition (2012 to 2017) and acting Assistant Secretary of the Army (Acquisition, Logistics & Technology) (2016-2017). She was President of the Defense Acquisition University from 2010 to 2012 From 2006 to 2010, Ms. McFarland was the Director of Acquisition, Missile Defense Agency. She is an accredited Materials, Mechanical, Civil and Electronics Engineer. She has received an Honorary Doctoral of Engineering from the University of Cranfield, United Kingdom; the Presidential Meritorious Executive Rank Award, the Secretary of Defense Medal for Meritorious Civilian Service Award, the Department of the Navy Civilian Tester of the Year Award, and the Navy and United States Marine Corps Commendation Medal for Meritorious Civilian Service. Ms. McFarland brings substantial experience with the U.S. Department of Defense, Department of Army, and Intelligence Community procurement with focus on Space applications, Artificial Intelligence, Cyber, and IT technologies.in defense acquisition, program management, logistics and technology.
Deborah Rosenblum has spent over 35 years working in the national security and defense field. Most recently, she served, from 2021 to 2025, as the Senate confirmed Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense Programs as well as the Acting Deputy Under Secretary of Defense for Acquisition and Sustainment. In these roles she was responsible for all matters pertaining to acquisition; contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical, biological and nuclear defense; as well as the defense industrial base.
From 2009 through 2021, she served as Executive Vice President at The Nuclear Threat Initiative, a global nonprofit focused on reducing catastrophic risks. She also advised corporate clients as a Vice President at The Cohen Group, a global consulting firm, on business opportunities in the defense and homeland security markets. Deborah is currently serving as a Senior Consultant to a range of defense companies; non-profits as well as academia.

Veronica Daigle is the President of National Security Practice at Red Cell Partners. She was previously the Director of Acquisition & Innovation Policy, Federal Legislative Affairs, Government Operations at The Boeing Company. Prior to joining Boeing in 2020, Ms. Daigle was the Senate-confirmed Assistant Secretary of Defense for Readiness in the Department of Defense (DoD), where she served as the principal staff advisor to the Secretary of Defense and the Under Secretary of Defense for Personnel and Readiness on all matters related to military readiness. In that position, Ms. Daigle managed three deputy assistant secretaries of defense, with a combined staff of over 50 military and civilian personnel.

Jamie Jackson is an attorney and public speaker who provides insider political analysis on U.S. public policy developments. Heather Hurlburt is an Associate Fellow at Chatham House, analyzing, explaining and working to close the gap between the practice of international affairs and the realities of politics in the United States. From 2022-2024, she served as Chief of Staff to U.S. Trade Representative Katherine Tai, overseeing strategy and management for the agency charged with carrying out President Biden’s worker-centered American trade policy. Previously, she founded and ran the New Models of Policy Change project at the think tank New America’s Political Reform program. Her work there explored the intersection of international affairs policy and domestic political polarization, on topics from trade and climate to political violence to nuclear security. She also made the project a hub for analysis and convening on diversity, gender and equity in international affairs.

Leanne G. Caret is a senior advisor to Blackstone, a private equity investment firm. She brings expertise in public company executive leadership, global operations and sales, and technology and innovation. Prior to her retirement in December 2022, Caret served as executive vice president and senior advisor to The Boeing Company, and previously was the president and chief executive officer of Boeing Defense, Space and Security. Caret held numerous leadership roles over her 34+ year career with Boeing, including chief financial officer for Boeing Defense, Space and Security. Caret is a member of the Deere & Company and RTX (formerly Raytheon Technologies) Board of Directors. She served on the Biden Treasury Department Transition team as lead on International Affairs through January 2021. Adm. Linda L. Fagan (USCG, ret.) served most recently as the 27th Commandant of the United States Coast Guard and was the first woman to lead a U.S. military service. As Commandant, she oversaw all global Coast Guard operations and personnel, including 42,000 active-duty, 7,000 reserve, 8,700 civilians, and 21,000 Coast Guard Auxiliary volunteers.
Previously, Adm. Fagan was the 32nd Vice Commandant. Her prior flag assignments include Commander, Pacific Area, and Commander, Coast Guard Defense Force West; Deputy Commandant for Operations, Policy, and Capability; Commander, First Coast Guard District; and a joint assignment as Deputy Director of Operations for Headquarters, United States Northern Command. She has served on every continent with operational tours as Commander, Sector New York, more than 15 years as a Marine Inspector, and sea duty in a polar icebreaker.
Adm. Fagan holds a Bachelor of Science in Marine Science from the U.S. Coast Guard Academy, a Master of Science in Marine Affairs from the University of Washington, and a Master in National Resource Strategy from the Industrial College of the Armed Forces. She earned numerous personal and team awards during her 37 years of Coast Guard service. Upon retirement, Adm. Fagan was the longest serving active duty Marine Safety Officer and holds the distinction of being the Coast Guard’s first-ever Gold Ancient Trident.
Paloma Adams-Allen is President and Chief Executive Officer of Airlink, a nonprofit organization that harnesses the power of aviation to provide humanitarian relief to communities in crisis. Prior to Airlink, she served in the Biden Administration as the United States Agency for International Development’s Chief Operating Officer and Deputy Administrator for Management and Resources. As second in command, she oversaw operations in over a 100 countries and led an ambitious internal reform agenda that modernized private sector engagement, spurred locally-led development, and slashed bureaucratic burdens on staff and partners.
Adams-Allen was the President and CEO of the Inter-American Foundation from 2017-2021, a period of transformation for the foundation marked by significant growth in its revenues, geographic reach, and partnerships. She has also served in senior roles at Winrock International and USAID’s Latin America and Caribbean Bureau, where she launched new public private partnerships outfits to mobilize funding and know-how and scale development impact. Adams-Allen, who speaks Spanish, also worked at the Organization of American States in programming and leadership roles for over a decade. She is currently the President of Brown University’s Women’s Alumni Network, and serves on the boards of the global non profit, Pact, and the French social impact organization, Livelihoods Venture.
Ms. Adams-Allen spent her childhood between rural Jamaica and the New England region of the U.S. She earned a Juris Doctorate from Georgetown University Law Center, a Bachelor of Arts in Development Studies from Brown University, and a Masters in International Affairs from Johns Hopkins University’s School of Advanced International Studies. Eileen Donahoe is the inaugural Special Envoy and Coordinator for Digital Freedom in the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). Previously, she was the Executive Director of the Global Digital Policy Incubator at Stanford University’s Cyber Policy Center, where she worked to develop global digital policies that address human rights, security and governance challenges. She served as the first US Ambassador to the United Nations Human Rights Council in Geneva, during the Obama Administration. After leaving government, she was Director of Global Affairs at Human Rights Watch where she represented the organization worldwide on human rights foreign policy, with special emphasis on digital rights, cybersecurity and internet governance. Earlier in her career, she was a technology litigator at Fenwick & West in Silicon Valley.

Shelly O’Neill Stoneman is a seasoned global leader, trusted with managing complex business and policy issues at the highest levels of government and industry. She is the founder and principal of StonePoint Strategies, drawing upon her 25 years of experience working across all three branches of the U.S. Government and in the C-suite of Fortune 500 companies.
Stoneman most recently served as senior vice president of Government Affairs for Lockheed Martin, one of the world’s largest aerospace and defense companies, with over 120,000 employees and sales over $71 billion in 2024. As one of the company’s corporate officers, she managed Lockheed’s activities with Congress and the Executive Branch, and directed all federal, state and local government customer relationships – efforts that ranged from saving the corporation billions of dollars in tax incentives to working closely with governors on workforce improvements. In this role, she regularly engaged with the corporation’s Board of Directors, advising on strategy and risk. Prior to joining Lockheed Martin in 2023, Stoneman led Government Relations at BAE Systems, Inc., where she oversaw engagement with the White House, Pentagon, State Department, and Intelligence Community for the global aerospace and defense company’s U.S. subsidiary.
Susan Hennessey is a Counsel in WilmerHale’s Defense, National Security, and Government Contracts practice group. In private practice, she focuses on national security, technology and defense-related matters. Previously, Ms. Hennessey served as Chief Counsel to the Assistant Attorney General for National Security and Chief of Staff of the Department of Justice’s National Security Division.
In 2022, Ms. Hennessey served as the Director of National Intelligence’s representative on the Senior Steering Group examining the relationship between the National Security Agency and US Cyber Command. She began her legal career as an attorney in the Office of General Counsel at the NSA.

Ambassador Bonnie Jenkins is currently the Shapiro Visiting Professor of International Affairs at the Elliot School of International Affairs at George Washington University and the Compton Visiting Professor at the Miller Center at the University of Virginia. From 2021- 2024, she served as the Under Secretary of State for Arms Control and International Security Affairs.
As Under Secretary of State, Jenkins oversaw three bureaus: the Arms Control, Deterrence, and Stability Bureau (ADS); the International Security and Nonproliferation Bureau (ISN); and the Political-Military Affairs Bureau (PM). Notably, she was appointed by Secretary of State Antony Blinken in May 2023 to lead the Department’s implementation efforts on AUKUS, the trilateral security partnership between Australia, the United Kingdom, and the United States. Ambassador Jenkins has the distinction of being the first African American to hold the position of Under Secretary of State.

Suzanne Spaulding is senior adviser for homeland security and director of the Defending Democratic Institutions project at the Center for Strategic and International Studies (CSIS). She also serves as a member of the Cyberspace Solarium Commission. Previously, she served as Undersecretary for the Department of Homeland Security (DHS), where she led the National Protection and Programs Directorate, now called the Cybersecurity and Infrastructure Security Agency (CISA), managing a $3 billion budget and a workforce of 18,000, charged with strengthening cybersecurity and protecting the nation’s critical infrastructure, including election infrastructure. She led the transformation of budget, acquisition, analytic, and operational processes to bring greater agility and unity of effort to an organization that had experienced dramatic growth through acquisition of new entities and missions over several years. Throughout her career, Ms. Spaulding has advised CEOs, boards, and government policymakers on how to manage complex security risks across all industry sectors. At DHS, she led the development and implementation of national policies for strengthening the security and resilience of critical infrastructure against cyber and physical risks, including the National Infrastructure Protection Plan and key presidential directives and executive orders.
Kimberly Lehn is the Senior Director at the Pacific Forum, in charge of the Honolulu Defense Forum (HDF). HDF seeks to facilitate dialogue and solutions between a wide range of actors from the private and public sectors to bolster deterrence in the Indo-Pacific in the face of an increasingly contested regional security environment.
She is a national security professional with over 20 years of experience in the U.S. federal government and in the private sector. She is the Founder of Diamond Pacific Strategies LLC in Honolulu, and a Senior Advisor at Beacon Global Strategies, a strategic advisory firm in Washington, D.C. advising leading companies on national security issues. She previously served in management and analytic roles at the Central Intelligence Agency as well as on assignments to the National Security Council’s Directorate of East Asia, the Department of State’s Intelligence and Research Bureau, and on the U.S. House of Representatives Armed Services Committee as a professional staff member with a focus on the Indo-Pacific, strategic competition with China and Russia, and the important role alliances and partnerships play to build collective security.
Michele Pearce most recently served as Of Counsel at Covington and Burling LLP. Prior to Covington, Michele held several senior staff positions within the Department of Defense (DoD) and Congress. Most recently, she served as General Counsel (Acting) of the Department of the Army, providing legal and policy advice to the Secretary of the Army and other service leadership. In this role, Michele was responsible for legal matters related to modernizing acquisition and contracting practices to meet emerging threats, implementing AI and hypersonic systems, and reforming ethics and diversity and inclusion programs.
Prior to her role in the Army, Michele served as Deputy General Counsel (Legislation) at DoD. She was the principal legal advisor to DoD officials, including the Secretary of Defense, Deputy Secretary of Defense, and General Counsel on matters concerning legislation, investigations, and the Department’s Legislative Review Program, which considers more than 400 legislative proposals annually.
Ms. Jennifer Gavito joined The Cohen Group as a Senior Advisor in 2024 and co-leads the firm’s Middle East practice. A career Senior Foreign Service officer with the rank of Minister-Counselor, Ms. Gavito spent over 25 years at the intersection of international and economic policy in senior diplomatic positions in Washington and throughout the Middle East and Europe, on the staff of the National Security Council, and as a senior advisor to the Department of Defense.
Ms. Gavito served most recently as the Acting Principal Deputy Assistant Secretary of State for Near Eastern Affairs where she coordinated policy recommendations for the Secretary of State and other senior US government leaders and oversaw the work of 22 diplomatic posts in 18 countries throughout the Middle East. Prior to that, she was the Deputy Assistant Secretary of State for Iraq and Iran. She concurrently served as Deputy Assistant Secretary of State for Press and Public Diplomacy, leading hundreds of staff in Washington and throughout the Middle East in strategic communications strategy and engagement. Prior to retiring from government service, Ms. Gavito was nominated by President Biden in January 2024 to serve as the US Ambassador to the State of Libya. Ms. Gavito has held a range of leadership roles at US embassies and consulates around the world. She was Minister-Counselor for Political Affairs at the US Embassy in London from 2018–2021, US Consul General to Bavaria from 2015–2018, and Political Counselor at US Consulate General Jerusalem from 2012–2015. Earlier assignments include, among others, Senior Foreign Policy Advisor to the Director for Strategy, Plans, and Programs (J-5) at the US Africa Command; Deputy Consul General at US Consulate General Dubai; Director for Syria and Lebanon at the National Security Council; Deputy Director for North Africa at the Department of State; and head of the Economic and Commercial Section at US Embassy Beirut.

Shamila N. Chaudhary is an international affairs analyst specializing in U.S. foreign policy with a focus on South Asia. She was the President of the American Pakistan Foundation; a Non-Resident Senior Fellow at the Atlantic Council’s South Asia Center; and a Senior Fellow at New America. In her personal capacity, she is a member of the Foreign Policy for America Leadership Circle and serves on the Advisory Council of South Asians for America.
Chaudhary worked for over a decade in the U.S. government, including at the White House as Director for Pakistan and Afghanistan on the National Security Council from 2010-2011. She also served in the U.S. Department of State’s Policy Planning Staff as South Asia Advisor to Secretary of State Hillary Clinton and the late Ambassador Richard Holbrooke.
Deirdre M. Walsh is the Executive Vice President for Strategy and Government Affairs for ARKA Group. ARKA combines the strength of visionary aerospace and defense companies, bringing unparalleled innovation, expertise, and capability to the needs of the Intelligence Community (IC) and Department of Defense. Walsh brings her recognized leadership in the IC and the broader aerospace and defense industry to this position, along with her reputation for steadfast commitment to serving the nation and warfighter throughout her career. Prior to ARKA, Ms. Walsh served as Vice President of Strategic Operations for Ball Aerospace & Technologies. In this position, she led the creation and execution of government relations strategies to enhance Ball Aerospace’s reputation and strategic positioning in the industry as a trusted mission partner.
In her government career, she served as the first chief operating officer (COO) for the Office of the Director of National Intelligence. Walsh led the ODNI in its transformation to better integrate and unify the nation’s intelligence priorities and strategies. From 2014 to 2018, Walsh was director of legislative affairs for the ODNI. In this position, she managed ODNI’s interaction with Congress, supported Congressional oversight requirements, and advised ODNI senior leaders on Congressional priority interests. Walsh was appointed to the Senior National Intelligence Service in 2013. She served as deputy director of Congressional and public affairs at the National Reconnaissance Office (NRO). Preceding her assignment to NRO, she supported the Intelligence Community Chief Financial Officer in strategic budgeting and communications. Additionally, Walsh provided strategic counsel and support to the revision of Executive Order 12333, entitled “United States Intelligence Activities,” and served as director of Policy Management, driving foundational IC policy in response to the Executive Order. Before joining the IC, Walsh served as House liaison to the 2005 Base Closure and Realignment Commission. She began her career on Capitol Hill, on the legislative staffs of Reps. Sherwood Boehlert and Felix J. Grucci Jr.
Walsh holds a Master of Arts in legislative affairs from the George Washington University, and a Bachelor of Science in international studies from the University of Scranton, Pennsylvania.
Dr. Nora Bensahel is a Professor of Practice at the Johns Hopkins School of Advanced International Studies (SAIS), and a Contributing Editor and Columnist for War on the Rocks. She is also an Adjunct Research Staff Member at the Institute for Defense Analyses. Her work focuses on the future of warfare, and military strategy and operations. She is the co-author of the recently-published book Adaptation Under Fire: How Militaries Change in Wartime, and previously served on the Board of the Leadership Council for Women in National Security (LCWINS).
Before joining SAIS, Dr. Bensahel was a Distinguished Scholar in Residence at the School of International Service at American University and a Non-Resident Senior Fellow at the Atlantic Council. Prior to that, she was a senior fellow and co-director of the Responsible Defense Program at the Center for a New American Security. Her early career included over eleven years at the RAND Corporation, where she rose to the position of senior political scientist. She also spent more than a decade as an adjunct professor in the Security Studies Program at the Edmund A. Walsh School of Foreign Service, Georgetown University, where she taught graduate classes and received the Alumni Leadership Council Teaching Award.
John B. Bellinger III is a partner and co-chair of the Global Law & Public Policy Practice at Arnold & Porter. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.
Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from 2005 to 2009. He previously managed Secretary Rice’s Senate confirmation and co-directed her State Department transition team. He received the Secretary of State’s Distinguished Service Award in January 2009.
Mr. Bellinger served from 2001 to 2005 as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House. He previously served as Counsel for National Security Matters in the Criminal Division of the Justice Department during the Clinton Administration (1997-2001), Special Counsel to the Senate Select Committee on Intelligence (1996), and Special Assistant to Director of Central Intelligence William Webster (1988-1991).
