Ambassador (ret) Laura Kennedy served almost four decades as a U.S. career diplomat. She spent much of her career working in or on the former Soviet Union and served multiple assignments in Geneva and Vienna on multilateral disarmament and non-proliferation (conventional, nuclear and biological) as well as a number of temporary assignments in New York, including the 2010 and 2015 NPT Review Conferences and heading the U.S. delegations to the UN Committee on Disarmament. She retired in 2013 but was recalled to service in 2014 to head the U.S. Embassy in Turkmenistan and then the U.S. Mission in Vienna where she served as the U.S. Governor on the Board of the International Atomic Energy Agency. She retired again in 2015.

After receiving her B.A. from Vassar College, Kennedy did graduate work at Stanford and American (M.A.) universities and is also a graduate of the Senior Seminar of the Department of State for which she later served as Dean.

Dr. Van Winkle currently serves as the Industry Executive for Federal Government at Oracle, where she supports federal agencies in using innovative technology to solve complex challenges.
Prior to joining Oracle, Dr. Van Winkle served as Director of Strategic Analytics within Raytheon Intelligence and Space. She was previously a member of the Senior Executive Service within the Department of Defense and served in multiple leadership roles across the Department focused on assessing and ensuring the readiness of the military force. Most recently she served as the Deputy Director of Military Force Management for the U.S. Air Force, establishing and overseeing military force management policies to guide the readiness and retention of the Air Force’s human capital. Prior to that role, Dr. Van Winkle served as the Executive Director of the Office of Force Resiliency and was the principal staff advisor to the Secretary of Defense on policies related to the response and prevention of interpersonal violence; developing the Department’s first integrated prevention policies and framework, for which she received the Secretary of Defense Medal for Meritorious Civilian Service.
General (retired) Laura J. Richardson recently completed her tour as the 32nd Commander of United States Southern Command. She is a native of Northglenn, Colorado and a graduate of Metropolitan State University of Denver. She commissioned into the U.S. Army and trained as an Army Aviator. She holds a Master of Science in National Resource Strategy from the National Defense University.
Over her 38 year career, Richardson commanded from the Company to Combatant Command level and served as the Army’s first woman combat arms general officer. As Commander of U.S. Southern Command, one of the six geographic warfighting combatant commands, she worked directly for the President of the United States and the Secretary of Defense from 2021 to 2024. In this position she was responsible for all military operations, contingency planning and partnerships across South and Central America, and the Caribbean, which included 31 countries, to promote regional stability, keep America safe, strengthen governance, counter illicit trafficking, and support disaster preparedness and response efforts.
Prior to taking command of USSOUTHCOM, she served as the Commanding General of U.S. Army North (Fifth Army) which is the Army Service Component Command for U.S. Northern Command. She commanded an Assault Helicopter Battalion in combat in the 101st Airborne Division (Air Assault) 2003-04, in support of Operation Iraqi Freedom and deployed to Afghanistan as the Deputy Chief of Staff for Communications Headquarters International Security Assistance Force in support of Operation Enduring Freedom. She has also served as the Military Aide to the Vice President at the White House in Washington, D.C., and the Army’s Legislative Liaison to Congress at the U.S. Capitol.
Jamie Jackson is an attorney and public speaker who provides insider political analysis on U.S. public policy developments. Caroline Zier has over 15 years of experience in defense and national security, and is currently the Deputy Lead for National Security Policy at OpenAI. She previously served as the Deputy Chief of Staff to the Secretary of Defense, where she was responsible for helping manage the Secretary of Defense’s executive staff and providing counsel and advice to the Secretary on all matters concerning the Department.
From 2021 to 2023, Caroline was the Senior Advisor and Special Assistant to the Secretary of Defense with responsibility for policy and national security matters. From 2018 to 2021, Caroline was the Director for Global Posture within the Office of the Secretary of Defense for Policy, leading a team responsible for providing oversight and management of the forces, footprint, and agreements that support the Department’s global operations and activities.

Heather Samuelson is an attorney and strategic advisor with nearly two decades of experience in government, politics and the non-profit sector. She most recently served as Special Assistant to the President and Senior Confirmations Counsel in the White House Office of Legislative Affairs, guiding hundreds of Biden-Harris Administration nominees through the Senate confirmation process. Heather also served in the Obama-Biden Administration, first as White House Liaison at the U.S. Department of State, and then as Assistant Counsel in the White House Counsel’s Office. In these roles, she directed recruitment and vetting for national security positions and advised officials on federal ethics compliance.
Prior to rejoining government, Heather was the first General Counsel for the National Domestic Workers Alliance (NDWA) overseeing all legal matters for NDWA and its sister organization Care in Action. Caitlin Hayden is the London-based Group Communications Director for BAE Systems, one of the largest aerospace, defense, and security firms in the world, employing around 110,000 people with customers in more than 40 countries. In this role, Hayden leads global communications and serves as a member of the company’s executive committee.
Prior to this, she served as the Senior Vice President of Communications at BAE Systems, Inc., leading all external and internal communications for the U.S. business.
Before joining BAE Systems, Hayden had accumulated nearly two decades of communications and leadership experience. This includes serving as vice president of Communications for the Aerospace Industries Association (AIA), leading the organization’s work to tell the aerospace and defense industry’s story in the U.S. and around the world. Beth Roberts is a foreign policy, international trade, and development finance leader with nearly two decades of experience navigating complex geopolitical, regulatory, and investment environments to foster economic growth. In her current role as Senior Manager, Global Strategic Initiatives within Global Public Policy at General Motors, Beth focuses on advancing policies that bolster GM’s supply chain resilience efforts. Susan Hennessey is a Counsel in WilmerHale’s Defense, National Security, and Government Contracts practice group. In private practice, she focuses on national security, technology and defense-related matters. Previously, Ms. Hennessey served as Chief Counsel to the Assistant Attorney General for National Security and Chief of Staff of the Department of Justice’s National Security Division.
In 2022, Ms. Hennessey served as the Director of National Intelligence’s representative on the Senior Steering Group examining the relationship between the National Security Agency and US Cyber Command. She began her legal career as an attorney in the Office of General Counsel at the NSA.

Lisa Curtis is Senior Fellow and Director of the Indo-Pacific Security Program at the Center for a New American Security. She is a foreign policy and national security expert with over 20 years of service in the U.S. government, including at the NSC, CIA, State Department, and Capitol Hill. Her work has centered on U.S. policy toward the Indo-Pacific and South Asia, with a particular focus on Afghanistan, U.S.- India strategic relations, Quad (U.S., Australia, India, and Japan) cooperation, counterterrorism strategy in South and Central Asia, and China’s role in the region.
Curtis served as Deputy Assistant to the President and NSC Senior Director for South and Central Asia from 2017-2021 under three successive National Security Advisors. During her tenure at the NSC, she coordinated U.S. policy development and implementation of the South Asia Strategy approved by the President in 2017 and was the NSC representative at several rounds of the U.S.-Taliban negotiations held in 2019 and 2020. She was also a key contributor to the Indo-Pacific Strategic Framework approved by the President in 2018.

Dr. Ariane Tabatabai is the Vice President of Research, Security and Defense, and Senior Fellow, Middle East, at the Chicago Council on Global Affairs. Previously, she served in a number of roles at the U.S. Department of State and Department of Defense, including as Deputy Assistant Secretary of Defense for Force Education and Training, Chief of Staff to the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, and Senior Advisor to the Under Secretary of State for Arms Control and International Security. Dr. Tabatabai has held positions in think tanks and academia, including as the Director of Curriculum and a Visiting Assistant Professor in the Security Studies Program at Georgetown University, Associate Political Scientist at the Rand Corporation, Middle East Fellow at the German Marshall Fund of the United States, Adjunct Senior Research Scholar at Columbia University, Senior Associate at the Center for Strategic and International Studies, and Civilian Consultant at the North Atlantic Treaty Organization (NATO). During her career at senior levels on Capitol Hill and in private industry, Ann Elise Sauer acquired extensive experience in national security and government issues, including public and private policy matters, acquisition and contracting, federal budget issues, and the corporate world.
From 2013-2023, Ann was a founding Senior Partner in Inglee Sauer Market Strategies, LLC, a strategic consulting firm that specialized in providing timely, critical advice to corporations, think tanks and other non-profit organizations, and government entities. Ann and her partners worked primarily with defense and aerospace companies, providing input to their government affairs, business development and long-range planning organizations.
Prior to co-founding ISM Strategies, in 2012 Ann served as Staff Director for the Minority of the United States Senate Committee on Armed Services. She reported to Senator John McCain (R-AZ), Ranking Republican Member of the Committee, and managed the Republican staff of the committee, who were responsible for oversight of all issues in the national security arena, particularly annual defense authorization legislation.
Mary Beth Bruggeman spent eight years as an active-duty Marine combat engineer. Upon leaving active duty, Mary Beth worked for iRobot Corporation for four years, advancing their work on counter-IED robotics, spent time as a stay-at-home mom and Marine wife, and then started a fitness and nutrition coaching business.
Mary Beth joined the Mission Continues team in 2015 as the Executive Director for the Southeast Region. In 2019, Mary Beth assumed the role of President of The Mission Continues. Mary Beth has degrees from the U.S. Naval Academy (BS) and Georgetown University (MPP), and is an alum of the George W. Bush Institute’s Stand-To Veteran Leadership Program. She lives in Fairfax Station, VA, with her husband Brian, a retired Marine, and their three kids.
Mona Sutphen is a Senior Partner at The Vistria Group. Previously, she was a Partner at global consultancy Macro Advisory Partners and earlier was Managing Director at UBS, AG. She served as White House Deputy Chief of Staff for Policy for President Obama during his first term. Earlier Ms. Sutphen was a career diplomat, serving on the staff of the NSC during the Clinton Administration as well as at US Mission to the United Nations and other posts in Asia and Europe. Ms. Sutphen serves on the Board of Spotify and as a Trustee for Putnam Investments. She is Co-Chair of the IRC Board and also serves on the advisory boards of the Omidyar Network and Columbia University’s Center for Global Energy Policy. Ms. Sutphen co-authored “The Next American Century” and was an Executive Producer of several documentary films. She is a member of the Council on Foreign Relations and served on the President’s Intelligence Advisory Board. She holds a Bachelor of Arts degree from Mount Holyoke College and a Master of Science degree from the London School of Economics.
Ambassador Nina Hachigian (ret) was the first U.S. Special Representative for City and State Diplomacy at the U.S. Department of State from 2022 to 2025 in the Biden Administration. Before that, Amb, Hachigian served as the first Deputy Mayor for International Affairs for the City of Los Angeles for five years. From 2014 to 2017, Ambassador Hachigian served as the second U.S. Ambassador to the Association of Southeast Asian Nations (ASEAN) in the Obama Administration. Earlier, she was a Senior Fellow and a Senior Vice President at the Center for American Progress focused on Asia policy and U.S.-China relations. Before that, Ambassador Hachigian was the director of the RAND Center for Asia Pacific Policy for four years.
Ambassador Hachigian served on the staff of the National Security Council in the Clinton White House from 1998-1999. She is the editor of Debating China: The U.S. – China Relationship in Ten Conversations (Oxford University Press, 2014) and co-author of The Next American Century: How the U.S. Can Thrive as Other Powers Rise (Simon & Schuster, 2008). She went to Yale University and got her JD from Stanford University.
Carole House is a strategic technology executive who has spent her career focusing on leveraging innovative technologies to combat national security threats. She is the founder and CEO of a strategic technology and national security advisory practice, Penumbra Strategies, and serves as a Distinguished Senior Fellow at the Association for Certified Anti-Money Laundering Specialists (ACAMS) and a Senior Fellow at the Atlantic Council GeoEconomics Center. Carole recently departed the White House National Security Council (NSC) as Special Advisor for Cybersecurity and Critical Infrastructure. She previously served as the NSC Director for Cybersecurity and Secure Digital Innovation. During her time at the White House, Carole architected two Executive Orders driving critical steps to promote innovation in cybersecurity, digital identity, artificial intelligence, and digital assets. Carole has held positions in the private sector as an Executive in Residence at Terranet Ventures, Inc., co-founder and interim COO for a stealth fintech startup, and served on advisory boards for three financial regulatory agencies and three non-profits. She also has been recognized for her leadership in cyber and emerging tech initiatives, including the prestigious “Fed100” award and AFFIRM’s “Leadership in Crisis” award, in addition to various publications across the Atlantic Council, Bloomberg, the Small Wars Journal, and the Military Review. Carole’s prior government experience includes service as a U.S. Army Captain as well as positions leading emerging tech, cybersecurity, and national security initiatives across the White House, Senate Homeland Security Committee, and the U.S. Treasury.
Rachel Vogelstein is a Professor at Columbia University’s School of International and Public Affairs and Director of the Women’s Initiative at the Columbia Institute of Global Politics, where she focuses on gender equality in the U.S. and globally. Most recently, she served in the Biden Administration as Special Assistant to the President and Deputy Director of the White House Gender Policy Council and Special Advisor on Gender at the National Security Council, leading policy development on health and reproductive rights, economic security, and democracy and political participation, among other issues. For over a decade, Rachel was an advisor to Secretary Hillary Clinton on women’s issues, serving on both of her presidential campaigns and as the Director of Girls’ and Women’s Initiatives at the Clinton Foundation. During the Obama Administration, she was an official in the Secretary’s Office of Global Women’s Issues at the U.S. Department of State, where she developed a landmark foreign policy agenda for women’s empowerment. Previously, she served as the Douglas Dillion Senior Fellow and Director of the Women and Foreign Policy Program at the Council on Foreign Relations. She is the author of Awakening: #MeToo and the Global Fight for Women’s Rights, which was recognized by the New York Times for capturing the global impact of the #MeToo movement, and began her career as a lawyer focused on reproductive rights.
Brandi Vann, PhD, is a globally experienced national security executive, currently serving as Director for Strategy at Draper and a member of the Board of Directors of 908 Devices. In these roles, she helps organizations strengthen their business and technical strategies and engage effectively with national security communities worldwide.
In July 2025, Dr. Vann concluded a distinguished career in the U.S. Department of Defense (DoD), where she most recently served as the Acting Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)) and as the Principal Deputy Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs. In this capacity, she advised the senior Defense Department leadership on management and execution of programs related to nuclear weapons, biological and chemical defense programs, chemical demilitarization, countering weapons of mass destruction, and treaty management. She also served as Staff Director of the Nuclear Weapons Council, leading efforts to assess and maintain the U.S. nuclear weapons stockpile, ensure sustainment and operations of deployed systems, and plan for modernization. Across her DoD tenure, Dr. Vann contributed to every phase of capability development, including policy, strategy, research and development, acquisition, and operations. Before serving as the Principal Deputy Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs she was the Deputy Assistant Secretary of Defense for Chemical and Biological Defense. She oversaw a multibillion-dollar portfolio spanning chemical and biological defense, counterproliferation, countering weapons of mass destruction, nuclear forensics, international cooperation, and business operations. Notably, she co-led the first-ever Biodefense Posture Review (BPR), which fundamentally reformed DoD policy, strategy, and execution of global biodefense operations. Before joining the Department of Defense, Dr. Vann served as Director of Laboratories at Nephron Pharmaceuticals Corporation and was a visiting scientist at the Federal Bureau of Investigation. Dr. Vann holds a PhD in Chemistry from the University of South Carolina, where she specialized in analytical chemistry and applied statistics.
Mary O’Brien is a retired U.S. Air Force lieutenant general officer and a leader in cybersecurity, intelligence, emerging technology, and national security. With 34 years of distinguished military service, she commanded at every level of the Air Force and served in pivotal staff leadership roles, including the Joint Staff Director of Command, Control, Communications and Computer/Cyber, and Chief Information Officer, the Air Force Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance, and Cyber Effects Operations, and the Director of Intelligence, U.S. Cyber Command. Michelle J. Howard served 35 years in the United States Navy. She led Sailors and Marines multiple times in her career as the Commander of: a ship, an Expeditionary Strike Group, Task Force, and a Naval theater. Her last command was from 2016 to 2017 as U.S. Naval Forces Europe and U.S. Naval Forces Africa. She simultaneously led NATO’s Allied Joint Force Command Naples with oversight of missions from the Western Balkans to Iraq. Operations in her career include: NATO peacekeeping, West African Training Cruise, Indonesia Tsunami Relief operations, and the rescue of Maersk Alabama from Somali Pirates. Michelle J. Howard is a Desert Storm and Operation Iraqi Freedom veteran.
In 1999 Michelle J. Howard became the first African American woman to command a ship in the Navy. In 2014, she was the first woman to become a four-star Admiral in the U.S. Navy and the first woman to be appointed to the position of Vice Chief of Naval Operations (number two in a Military Service). She is the first African American woman to reach the rank of three-star and four-stars in the Armed Forces.

Molly spent more than 15 years in government, serving most recently as the Deputy Assistant Secretary of State responsible for relations with Western Europe, the European Union, and European regional economic affairs. Nicholas Rasmussen was the Executive Director at Global Internet Forum to Counter Terrorism (GIFCT). Previously, he was the Senior Director for National Security and Counterterrorism Programs at the McCain Institute for International Leadership. Rasmussen is a national security professional with over twenty-seven years in U.S. government service, including in senior counterterrorism posts at the White House and in the U.S. Intelligence Community from 2001 to 2017. He concluded his government career as Director of the National Counterterrorism Center (NCTC), leading more than 1,000 professionals from across the Intelligence Community, federal government, and federal contractor workforce.
Rasmussen served in senior posts across three administrations, including as Special Assistant to the President and Senior Director for Counterterrorism at the National Security Council staff under Presidents Bush and Obama before being appointed Director of NCTC by President Obama and continuing his tenure at the request of President Trump’s administration. From 1991-2001, he served in policy positions at the Department of State, focused on the Middle East.
A native of Cuba, former U.S. Rep. Ileana Ros-Lehtinen (R-FL) served for almost three decades as a Member of Congress representing diverse areas in South Florida. She was the Chairwoman of the House Committee on Foreign Affairs and the Chairwoman of the Subcommittee on the Middle East and North Africa (MENA). In these roles, she led on pressing foreign policy issues, including championing the advancement of freedom and democracy for all, fighting Islamist extremism; supporting free trade agreements with Colombia, Panama, and South Korea; and imposing sanctions on human rights violators in Venezuela. In this capacity, she was responsible to the Secretary of Defense for all matters pertaining to acquisition; developmental testing; contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical, biological, and nuclear weapons; the acquisition workforce; and the defense industrial base.

Earlier in her career, Ms. Lord served as Vice President of Integration Management for Textron Systems and Vice President of Intelligent Battlefield Systems for Textron Defense Systems, in addition to other business and operations positions.
Melissa G. Dalton has over 20 years of experience in U.S. defense, aerospace, and national security affairs. She served as the 28th under secretary of the Air Force. She was responsible for organizing, training, and equipping the U.S. Air Force and Space Force, overseeing an annual budget exceeding $200 billion, and accountable for the welfare of nearly 700,000 active-duty, guard, reserve, and civilian Airmen, Guardians, and their families. Ms. Dalton performed the duties of deputy under secretary of defense for policy from December 2023 to May 2024, when she served as the principal advisor to the secretary of defense on the formation of national security and defense policy. Additionally, she served as the assistant secretary of defense for homeland defense and hemispheric affairs from March 2022 to May 2024. She joined the Biden administration in January 2021 as the principal deputy assistant secretary of defense for strategy, plans, and capabilities. From 2014 to 2021, Ms. Dalton led research and analysis at the Center for Strategic and International Studies, including directing the Cooperative Defense Project and serving as deputy director and senior fellow in the International Security Program. Ms. Dalton served for more than a decade as a career civil servant in the Bush and Obama administrations within the Department of Defense. Ms. Dalton is a recipient of the Department of Defense Distinguished Public Service Medal. Eileen O’Connor is the senior vice president for Communications, Policy, and Advocacy, a member of the Foundation’s executive team, overseeing all government relations and strategic communications for all program priorities. Before joining the foundation, O’Connor spent her career as an attorney and award-winning journalist, serving as vice president of Yale University, Deputy Assistant Secretary of State in the Obama administration, for South and Central Asia, and White House and foreign correspondent for CNN and ABC news. As an attorney, O’Connor specialized in complex litigation, political investigations, multi-party dispute negotiations, and crisis management in the U.S., Russia, and Ukraine. In government, O’Connor was awarded several Superior Honor awards for her work in Afghanistan, where she was posted for 14 months, Pakistan and South and Central Asia, countering violent extremism and building democratic institutions, including a focus on women’s peace and security programs. As a journalist she earned the Peabody Award, the DuPont Award, multiple Overseas Press Club awards, an Emmy, Cable Ace, and National Headliner awards for her documentary, investigative, and war-zone coverage in the former Soviet Union, Africa, and the Middle East. Her documentary on Russian organized crime garnered a NY Film Festival Golden Eagle award.
A retired career diplomat from the US Department of State, Annie is a Senior Non-Resident Associate at the Center for Strategic and International Studies, an Adjunct Professor at the City University of New York, and a public commentator on foreign policy. She is a life member of the Council on Foreign Relations and active on non-profit boards relating to NewYork City and Afghanistan advocacy.
As a self-employed consultant, Annie works with non-profits and think tanks on issues relating to US policymaking and fragile states, international organized crime, Afghanistan, and Latin America.
Her thirty-year diplomatic career focused on security, rule of law, and human rights policy. She was the Acting Deputy Assistant Secretary of State for Afghanistan and Deputy Chief of Mission in Kabul; Office Director for UN Peacekeeping and Sanctions; head of the $700 million security assistance program in Mexico; the lead human rights officer in Turkey and South Africa; and a Director at the National Security Council implementing policy on Central American migration. Ms. Pforzheimer is a graduate of Harvard, with a Masters in National Security Studies from the National Defense University.
Emily Perkins is a senior leader of policy-focused non-profit organizations. Her 20-year career spans international program management, fundraising, and external relations.
Perkins served most recently as Vice President of Development at the Joint Center for Political and Economic Studies where she helped “America’s Black think tank” create a multi-year development strategy and establish operational best practices across the organization. She previously spent eight years at the Brookings Institution where she led fundraising strategy and operations for teams whose issues ranged from foreign policy to domestic political institutions. She has also held program management and business development roles in the private sector.

JoAnne Bass served in the U.S. Air Force for over 31 years. In August 2020, she was selected as the 19th Chief Master Sergeant of the Air Force and the first woman to become the highest senior enlisted leader in any military service, making her a unique trailblazer and role model to hundreds of thousands of men and women. She retired from that position in March 2024 and continues to champion national security and policies that impact veterans and their families using her influence and platform.

Ambassador (ret.) Greta C. Holtz is the President and CEO of Amideast, a leading non-profit organization which works to provide live-changing educational and exchange programs in the Middle East and North Africa and for U.S. students and faculty. Ambassador Holtz served as a career diplomat with extensive experience in the Middle East and North Africa. She was the U.S. Ambassador to Oman from 2012 to 2015, the Chargé d’affaires in Qatar from 2020-2021, and the Minister-Counselor for Provincial Affairs at the U.S. Embassy in Baghdad from 2009 to 2010. Additional overseas postings included Saudi Arabia, Yemen, Tunisia, Syria, and Turkey, and her domestic assignments included serving as the Deputy Assistant Secretary of State for Public Diplomacy and Strategic Communication in the Bureau of Near Eastern Affairs, and the Principal Deputy Assistant Secretary of State for South and Central Asia.
Ambassador Holtz’s broad experience encompasses a number of other positions, including as Chancellor and Vice Chancellor of the College of International Security Affairs at the National Defense University, and Senior U.S. Coordinator for Operations Allies Refuge (OAR) in Doha, Qatar. Ambassador Holtz also served as the State Department’s Coordinator for the Organization for Security and Cooperation in Europe (OSCE), a Senior Watch Officer in the State Department’s Executive Secretariat’s Operations Center, a 24/7 crisis management and communications center, and the Senior Foreign Policy Advisor to the Commanding General of the U.S. Special Operations Command, providing strategic guidance for special operations missions worldwide.
Ambassador Holtz holds a BS in Political Science from Vanderbilt University, an MS in International Relations from the University of Kentucky’s Patterson School of Diplomacy and International Commerce, and an MS in National Security Studies from the National War College. She speaks French, Arabic, and Turkish, and is the recipient of numerous State Department awards, as well as awards from the Department of Defense and Central Intelligence Agency. She is a member of the American Academy of Diplomacy, a member of the Board of Advisors for Spirit of America, and a member of the Board of Directors for The Marshall Legacy Institute. Ambassador Holtz is a non-resident Distinguished Fellow at the University of South Florida’s Global and National Security Institute and is a distinguished graduate of University of Kentucky’s Patterson School of International relations and Commerce.
Avril Haines is the first woman to have served as Director of National Intelligence.
She was previously a Senior Research Scholar at Columbia University, Deputy Director of Columbia World Projects, Lecturer in Law at Columbia Law School, and Senior Fellow at the Johns Hopkins University Applied Physics Laboratory. She was appointed by President Obama to serve as a Member of the National Commission on Military, National, and Public Service, co-chairs the U.S. Holocaust Memorial Museum’s Simon Skjodt Center for the Prevention of Genocide’s Advisory Group, and on a number of boards and advisory groups, including the Nuclear Threat Initiative’s Bio Advisory Group, the Board of Trustees for the Vodafone Foundation, and the Refugees International Policy Advisory Council.
Prior to joining Columbia University, Avril served as Assistant to the President and Principal Deputy National Security Advisor to President Obama. She chaired the Deputies Committee, the administration’s principal forum for formulating national security and foreign policy. Before that, she served as the Deputy Director of the Central Intelligence Agency. Avril also held a number of senior legal positions in the government, including Legal Adviser to the National Security Council.

Linda Robinson is Senior Fellow for Women and Foreign Policy at the Council on Foreign Relations, where she is currently writing a book about women political leaders and leadership archetypes. Robinson is a national security and foreign affairs expert, best-selling author, and prize-winning former foreign correspondent. She has testified before Congress multiple times on national security, the Middle East, and military issues. She is the author of three critically acclaimed and best-selling books about Afghanistan, Iraq and the special forces, One Hundred Victories (2013), Tell Me How This Ends (2008), and Masters of Chaos (2004).
She has served as chair of the Army War College Board of Visitors, for which she received the Army’s Outstanding Civilian Service Award, and as a member of the National Defense University board. In 2009 Secretary of State Hillary Clinton appointed her as the first woman Director of Policy Planning in the U.S. State Department. Slaughter has written and lectured widely on global network design and leadership; on gender equality and elevating the value of care for both men and women; and on American renewal. The author or editor of nine books, she is a contributing editor to the Financial Times and a regular columnist for Project Syndicate.
Dr. Evelyn N. Farkas has three decades of experience working on national security and foreign policy in the U.S. executive, legislative branch, private sector and for international organizations overseas. She is currently the executive director of the McCain Institute at Arizona State University. Prior to that, she was president of Farkas Global Strategies and a senior fellow at the German Marshall Fund of the United States and the Atlantic Council and national security contributor for NBC/MSNBC.
She served from 2012 to 2015 as deputy assistant secretary of defense for Russia/Ukraine/Eurasia, also covering the Balkans, Caucasus and conventional arms control. From 2010 to 2012, she was the senior advisor to the Supreme Allied Commander Europe and special advisor to the Secretary of Defense for the NATO Summit. Prior to that, she was the executive director of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism and senior fellow at the American Security Project. From 2001 to 2008, she served as a professional staff member of the Senate Armed Services Committee responsible for Asia Pacific, Western Hemisphere, Special Operations Command, and policy issues including combatting terrorism and export control.
From 1997-2001, Dr. Farkas was a professor of international relations at the U.S. Marine Corps Command and Staff College. She served 1996-97 in Bosnia with the Organization for Security and Cooperation in Europe (OSCE). She has published numerous journal articles and opinion pieces, including “Fractured States and U.S. Foreign Policy: Iraq, Ethiopia, and Bosnia in the 1990s” (Palgrave/St Martin’s Press). She speaks Hungarian and German and has studied French, Spanish, Serbo-Croatian, Russian, and Hindi.
Lori J. Robinson is a nonresident Senior Fellow at the Brookings Institute and the Belfer Center. She retired in 2018, after serving 37 years in the United States Air Force. She commanded at several levels of the Air Force from squadron command at the Air Force Fighter Weapons School, wing command for E-3 Airborne Warning and Control Aircraft (AWACS), major command at Pacific Air Forces. She culminated her career as a Combatant Commander at North American Aerospace Defense Command (NORAD)and United States Northern Command (NorthCom). As the Commander, NORAD, she was responsible to both Canada’s and the United States’ most senior leadership for defending both countries against airborne and maritime threats. As the Commander, United States NorthCom, she was responsible for defending the United States against a North Korean ballistic missile attack and supporting several agencies for Defense Support for Civil Authorities. Lori Robinson also served in joint jobs, to include on the Joint Staff, the Deputy Combined Forces Air Component Commander for United States Central Command. Additionally, she worked on the Hill, to include running the Air Force Office for the House of Representatives, and was in charge of Air Force Legislative Liaison.
Paloma Adams-Allen is President and Chief Executive Officer of Airlink, a nonprofit organization that harnesses the power of aviation to provide humanitarian relief to communities in crisis. Prior to Airlink, she served in the Biden Administration as the United States Agency for International Development’s Chief Operating Officer and Deputy Administrator for Management and Resources. As second in command, she oversaw operations in over a 100 countries and led an ambitious internal reform agenda that modernized private sector engagement, spurred locally-led development, and slashed bureaucratic burdens on staff and partners.
Adams-Allen was the President and CEO of the Inter-American Foundation from 2017-2021, a period of transformation for the foundation marked by significant growth in its revenues, geographic reach, and partnerships. She has also served in senior roles at Winrock International and USAID’s Latin America and Caribbean Bureau, where she launched new public private partnerships outfits to mobilize funding and know-how and scale development impact. Adams-Allen, who speaks Spanish, also worked at the Organization of American States in programming and leadership roles for over a decade. She is currently the President of Brown University’s Women’s Alumni Network, and serves on the boards of the global non profit, Pact, and the French social impact organization, Livelihoods Venture.
Ms. Adams-Allen spent her childhood between rural Jamaica and the New England region of the U.S. She earned a Juris Doctorate from Georgetown University Law Center, a Bachelor of Arts in Development Studies from Brown University, and a Masters in International Affairs from Johns Hopkins University’s School of Advanced International Studies. An avid hiker and gardener, she lives in Washington, D.C. with her husband, two awesome daughters, and an energetic puppy.
Dr. Lesley Anne Warner is a Visiting Scholar with Africa Program at the Carnegie Endowment for International Peace, and has over two decades of experience as a foreign policy expert at the intersection of political transitions, stabilization, and security cooperation. She was most recently an Adjunct Lecturer in the Kellogg Global Initiatives in Management Program at Northwestern University, leading a real-time examination of how the private sector can generate revenue and achieve social impact in emerging markets amid geopolitical shocks.
Before joining Carnegie, Dr. Warner served as Deputy Assistant Administrator in the Bureau for Democracy, Human Rights, and Governance at the U.S. Agency for International Development, where she was part of the executive leadership team that oversaw a foreign assistance budget of $261 million across 72 countries to advance efforts to protect human rights defenders and mitigate democratic backsliding. She was previously a Senior Policy Advisor to U.S. Ambassador to the United Nations Linda Thomas-Greenfield, where she served as her principal adviser on Sub-Saharan Africa. During her time at USUN, she originated the concept behind the African Democratic and Political Transitions (ADAPT) Initiative, which became a deliverable for the U.S.-African Leaders’ Summit in 2022. From 2015 to 2021, Dr. Warner was a Senior Professional Staff Member on the House Foreign Affairs Committee, where she served as the principal adviser to Chairmen Eliot Engel and Gregory Meeks on Sub-Saharan Africa. While on the Committee, she authored the Sudan Democratic Transition, Accountability, and Financial Transparency Act of 2020, which became law as part of the FY21 National Defense Authorization Act.
Dr. Warner holds a PhD in War Studies from King’s College London, and is the author of Military Integration during War-to-Peace Transitions: South Sudan’s Attempt to Manage Armed Groups, 2006-13, Routledge, 2023. Her research and analysis have been widely published and cited in prominent international television, radio, print, and online outlets.
Anne Witkowsky previously served as Assistant Secretary of State for Conflict and Stabilization Operations.
Previously, Witkowsky served as the Co-Director of the Task Force on U.S. Strategy to Support Democracy and Counter Authoritarianism, a partnership of Freedom House. From 2014-2016, she served as the Deputy Assistant Secretary of Defense for Stability and Humanitarian Affairs in the Office of the Secretary of Defense (OSD), U.S. Department of Defense (DoD). She held policy responsibility for peacekeeping and stability operations; humanitarian assistance and disaster response; DoD support to the security of U.S. embassies; and international humanitarian law, rule of law and protection of human rights. Her office coordinated the DoD policy role in key Administration initiatives, such as the U.S. Ebola response, strengthening United Nations peace operations, and support to embassy security.
From 2009-2013, she served as the Deputy Coordinator for Homeland Security and Multilateral Affairs (DAS equivalent) in the Bureau of Counterterrorism (CT), U.S. Department of State, with responsibility for terrorist designations and sanctions; strengthening international transportation security; developing bilateral information sharing agreements; and building CT cooperation within multilateral organizations. Allison Peters previously served as the Deputy Assistant Secretary of State in the Bureau of Democracy, Human Rights, and Labor at the U.S. Department of State where she oversaw the Bureau’s Office of Multilateral and Global Affairs, including its work on technology and human rights, Office of East Asian and Pacific Affairs, and Office of Policy Planning and Public Diplomacy. Previously, Ms. Peters served as the Senior Advisor to the Under Secretary for Civilian Security, Democracy, and Human Rights and the Senior Advisor to the Assistant Secretary for International Narcotics and Law Enforcement Affairs where she worked to advance rights-respecting approaches to technology and cyber policy and counter threats.
Prior to her time in government, Peters served as the Deputy Director of the National Security Program at the think tank Third Way where she regularly advised policymakers on a broad spectrum of foreign policy and national security issues. In this capacity, she helped to lead the Program’s Cyber Enforcement Initiative where her writing, research, and policy development focused on strengthening global cooperation and capacity to identify and bring to justice malicious cyber actors.
Rosa Brooks holds the Scott K. Ginsburg Chair in Law and Policy at Georgetown University Law Center, where she has served as a tenured professor since 2006. She also serves as Georgetown Law’s Associate Dean for Centers and Institutes and as co-director of Georgetown’s Center on Innovations in Public Safety. Brooks is also an Adjunct Senior Scholar at West Point’s Modern War Institute, an ASU Future of War Senior Fellow at New America, and HFX Fellow with the Halifax International Security Forum and a founder of the Leadership Council for Women in National Security (LCWINS).
From April 2016 to November 2020, she served as a reserve police officer with the Washington, DC Metropolitan Police Department. In 2019, she received the Chief of Police Special Award. Brooks has combined law teaching and scholarship with stints in government service and a career in journalism. From 2009-2011, Brooks served as Counselor to Undersecretary of Defense for Policy Michele Flournoy. In July 2011, she received the Secretary of Defense Medal for Outstanding Public Service. She previously served as Senior Advisor to the Assistant Secretary of State for Democracy, Human Rights and Labor.
Jennifer Short is a senior national security leader with more than 30 years of experience shaping strategy and leading operations at the highest levels of U.S. defense and government. She most recently served as Senior Military Assistant to the Secretary of Defense under two presidential administrations, advising on global defense strategy and operations across Europe, the Middle East, Asia, and U.S. homeland defense.
Throughout her career, Jennifer has led complex, multi-agency collaboration across the Department of Defense, Air Force, Space Force, and Congress, securing critical legislative outcomes and funding for defense modernization, cyber strategy, and space capabilities. A combat-proven A-10 fighter pilot and former Commander of the 23rd Wing, she led more than 6,000 personnel and global combat search and rescue operations.
Jennifer holds degrees from Arizona State University, Touro University International, and the National War College, and is an International Women’s Forum Leadership Fellow with executive education from INSEAD and Harvard Business School.
Deborah Curtis, former CIA Deputy General Counsel for Litigation and Investigations, is a partner in Arnold & Porter’s White Collar Defense and Investigations practice. Her experience spans a wide range of senior level positions in the federal government involving sensitive intelligence, law enforcement and policy issues.
At CIA, Deborah oversaw the Agency’s response to litigation, congressional investigations, critical incidents and criminal matters. In this role, Deborah advised the CIA’s Director and Deputy Director, the Office of Congressional Affairs, the Counterintelligence Mission Center and the Office of Security. She also handled several major national security policy initiatives including representing CIA interests during the U.S.-EU negotiations to reach a transatlantic data privacy agreement and the provision of U.S. information in support of Russian war crimes prosecutions before the International Criminal Court.
Prior to joining CIA, Deborah was the Chief Counsel for Industry and Security at the Commerce Department, the senior-most legal official on all licensing and enforcement decisions involving the Entity List, Military End-User List, Denied Persons List, Unverified List and other issues arising under the Export Administration Regulations. During her time at Commerce, Deborah also co-drafted the Huawei Foreign Direct Product Rule and advised on the CFIUS-adjacent process prohibiting certain foreign transactions that could impact the U.S. Information and Communications Technology and Services supply chain.
Deborah previously served for more than a decade at the Department of Justice, including at the National Security Division’s Counterespionage Section. At Main Justice, she oversaw Espionage Act cases and criminal export control and sanctions investigations and prosecutions nationwide. Deborah was also a Deputy Chief for National Security at the U.S. Attorney’s Office for the District of Columbia, where she investigated, prosecuted and supervised cases involving espionage, illegal foreign agents, state-sponsored malicious cyber intrusions and matters involving the ITAR, FCPA and theft of trade secrets.
Finally, as an Associate General Counsel for National Security and Military Affairs at the Pentagon, Deborah provided legal guidance on Air Force Special Access Programs involving air and space system projects, the issuance of national interest determinations, commercial facilities physical security breaches and counterintelligence “insider threat” probes.
Ambassador James O’Brien most recently served as Assistant Secretary of State for European and Eurasian Affairs after previously serving as Head of the Office of Sanctions Policy prior to this role.
Mr. O’Brien was Vice Chair of Albright Stonebridge Group (ASG) and led the firm’s Europe practice. A founder of the firm, he has worked extensively on issues affecting consumer goods, health, entertainment, environment, media (including free speech), information technology, telecommunications, and finance sectors. Mr. O’Brien is also a member of the management and investment committees of Albright Capital Management LLC, an affiliated investment advisory firm focused on emerging markets.
Mr. O’Brien has served two U.S. administrations as special presidential envoy, securing the release of Americans held hostage abroad and overseeing U.S. policy planning towards the Balkans. He has been senior advisor to the U.S. Secretary of State and served as the principal deputy director of policy planning at the State Department. He worked to end armed conflicts in Europe, helped develop non-proliferation initiatives after the Cold War, negotiated environmental agreements, and supported initiatives to investigate and prosecute persons responsible for war crimes.
