With a career spanning government, the non-profit sector, and law, Ms. Foster has deep expertise in the economic and political empowerment of women, and how to effectively integrate a gender-focused approach into foreign policy.
She is a co-founder of Smash Strategies, which provides strategic advice to corporations, institutions, and philanthropists to ensure that their investments in women and girls are effective and transformational. In 2021 through early 2023, Foster returned to the U.S. Department of State focusing on Afghan relocation, with a mandate to prioritize the needs of women and girls. She had previously served at the U.S. Department of State from 2012-2017 as a Senior Advisor/Counselor in the Secretary’s Office of Global Women’s Issues and at the US Embassy in Kabul, Afghanistan where she focused on women and civil society. Foster has also worked in private law practice, as a Chief of Staff to United States Senators Barbara Mikulski (D-MD) and Chris Dodd (D-CT), and in senior management positions in the non-profit sector. She is a lawyer by training.
Her first book, Take Action: Fighting for Women & Girls was published in October 2021. Her second book, co-authored with Susan Markham, Feminist Foreign Policy in Theory and Practice, was published in September 2023.
Alexis Prieur L’Heureux is Vice President at WestExec Advisors.
Prior to joining WestExec, Alexis most recently served as Chief of Staff for Congressman Seth Moulton (MA-06). Alexis ran his congressional office, including his work on the House Armed Services, Transportation and Infrastructure, and Budget Committees, and was also a Senior Advisor for his political action committee, Serve America. Alexis also served on President Joe Biden’s Presidential Transition Team as the lead for Department of Defense appointments. In addition to her government experience, Alexis has also worked to protect the vote for numerous campaigns at both the state and national levels, starting with then-Senator Obama’s 2008 primary campaign in New Hampshire. In 2017, Alexis co-founded All Voting Is Local, which is a non-profit that works to increase access to voting by improving how elections are run at the local level.
Julia McQuaid is the Vice President of the Strategy, Policy, and Plans Division at CNA. A seasoned political-military affairs expert, she brings over 20 years of experience advising the U.S. Navy, Department of Defense, and other national security agencies on strategic and operational issues. Her expertise spans areas such as strategic competition, adversary threats, emerging technologies/unmanned systems and autonomy, coalition building and alliance maintenance, terrorism, nuclear policy, and global maritime security.
As a researcher, McQuaid led several high-profile projects at CNA, including a congressionally directed assessment of the 17-year U.S. effort to defeat Al-Qaeda. Her work influenced substantial revisions in U.S. counterterrorism approaches overseas. She has also conducted in-depth research on adversary tactics, techniques, and procedures, particularly within non-state actor groups, and supported DOD efforts to develop countermeasures. Her analytical leadership extends to wargames and strategic studies, addressing global challenges with a focus on homeland defense, Europe, Africa and the Middle East. Additionally, she consults for the Defense Science Board. McQuaid holds a Master of Arts in Arab Studies from Georgetown University and a Bachelor of Arts in French and government from Franklin & Marshall College.
Rachel Jacobson served as the 17th Assistant Secretary of the Army for Installations, Energy and Environment and the Chief Sustainability Officer of the U.S. Army. In this capacity, Jacobson led policy and oversaw a $20B budget for U.S. Army installations globally. Her portfolio included: military construction and housing, energy and water, infrastructure, natural and cultural resources, historic preservation, safety and occupational health, community partnerships, and all environmental matters. Jacobson stood up the Army’s first ever Advanced Nuclear Power Initiative. Jacobson previously worked at the law firm WilmerHale, and held senior positions at the US Department of Defense Office of General Counsel, Department of the Interior, and the Department of Justice. Jacobson was at the forefront of some of the largest environmental cases in US history. She also held a senior position at the National Fish and Wildlife Foundation. Jacobson is currently a consultant with The Roosevelt Group in Washington, D.C.
Victoria J. Taylor is director of the Iraq Initiative in the Atlantic Council’s Middle East program. A national security leader with over two decades of experience in the Middle East and Europe, she led large interagency teams and advanced U.S. economic and national security interests as a Deputy Assistant Secretary, Deputy Chief of Mission, and at the White House National Security Council.
Prior to joining the Council, Taylor served as a career Senior Foreign Service Officer with the rank of Minister Counselor. She served most recently as Deputy Assistant Secretary for Iraq and Iran in the State Department’s Bureau of Near Eastern Affairs, where she advised senior State Department leaders on Iraq and Iran in the aftermath of the Gaza conflict. She was the Director for North African Affairs from 2021 to 2023 and the Deputy Chief of Mission at the U.S. Embassy in Croatia from 2018 to 2021. She has served as the Deputy Director for Western Europe in the Bureau of European and Eurasian Affairs and as the Director for Balkans, Caucasus, and Black Sea Affairs at the National Security Council, where advanced Montenegro’s NATO accession and strengthened U.S. defense cooperation with Georgia. Other Washington assignments include positions in the Office of Iranian Affairs, on the Turkey Desk in the Office of Southern European Affairs, and as an International Affairs Fellow at the Council on Foreign Relations. Taylor has served overseas at U.S. Embassies in Georgia, Tunisia, and Pakistan, as well as at the U.S. Consulate in Lahore, Pakistan.
Taylor hails from Springfield, Missouri. She holds a bachelor’s degree in international relations and diplomatic history from the University of Pennsylvania and a master’s degree in development studies from the London School of Economics and Political Science. She speaks French, Mandarin, Russian, and Urdu. She served as Chair of the American International School of Zagreb’s Board of Trustees from 2019-2021. Caroline Tess is Executive Director of National Security Action and former Executive Director of the Leadership Council for Women in National Security.
Caroline served as Special Assistant to the President at the National Security Council during the Obama Administration. She also served at the State Department focusing on North America and U.S. relations with the United Nations. Caroline worked on Capitol Hill for several years, serving on the Senate Intelligence Committee and in the offices of Senators Harry Reid and Bill Nelson.
Kathleen Hicks served as the 35th U.S. Deputy Secretary of Defense, where she led the day-to-day global operations of the Department of Defense, the nation’s largest and most complex employer. As Deputy Secretary, Hicks launched innovation accelerators that significantly reduced delivery timelines for critical capabilities, laid the foundation for leveraging advanced computing, tripled investment in artificial intelligence, and expanded partnerships with non-traditional defense companies—growing their share of defense business to over $375 billion.
Heather Hurlburt is an Associate Fellow at Chatham House, analyzing, explaining and working to close the gap between the practice of international affairs and the realities of politics in the United States. From 2022-2024, she served as Chief of Staff to U.S. Trade Representative Katherine Tai, overseeing strategy and management for the agency charged with carrying out President Biden’s worker-centered American trade policy. Previously, she founded and ran the New Models of Policy Change project at the think tank New America’s Political Reform program. Her work there explored the intersection of international affairs policy and domestic political polarization, on topics from trade and climate to political violence to nuclear security. She also made the project a hub for analysis and convening on diversity, gender and equity in international affairs.

Mary O’Brien is a retired U.S. Air Force lieutenant general officer and a leader in cybersecurity, intelligence, emerging technology, and national security. With 34 years of distinguished military service, she commanded at every level of the Air Force and served in pivotal staff leadership roles, including the Joint Staff Director of Command, Control, Communications and Computer/Cyber, and Chief Information Officer, the Air Force Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance, and Cyber Effects Operations, and the Director of Intelligence, U.S. Cyber Command. Tracy Pakulniewicz is a senior national security and public affairs executive with more than two decades of experience advancing U.S. defense, homeland security, and international policy priorities across the Executive Branch, private sector, and nonprofit arenas. Her career has centered on strengthening alliances, supporting Service members and their families, and aligning communications, policy, and operational strategy to advance national and global security objectives.
Tracy recently served as the Senior Advisor in the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs, where she advised on policies impacting military readiness, recruiting, retention, the National Guard and Reserves, and family support — a portfolio valued at more than $8 billion. Her work included engagement with NATO Allies to advance shared approaches to recruitment and retention, including efforts to integrate and advance women across allied military forces. She has represented the United States in high-level discussions with NATO’s International Staff and Personnel Directors, contributing to alliance-wide strategies that strengthen the resilience and inclusivity of the modern force.
Dr. Liz Sherwood-Randall is currently a Senior Fellow at the Harvard Kennedy School Belfer Center for Science and International Affairs. She has had a trailblazing career in national and homeland security, serving in key leadership roles at the White House, the Department of Energy, and the Department of Defense. Most recently, Liz worked in the West Wing from 2021-2025 as the Assistant to the President for Homeland Security and Deputy National Security Advisor. In that high stakes position, she pioneered Federal efforts to strengthen national preparedness for and resilience to emerging threats. She spearheaded Federal crisis management for a wide range of challenges including mass shootings, domestic and international terrorist attacks, extreme weather events, and critical infrastructure disruptions. She guided the development and implementation of new strategies to counter terrorism at home and around the world. She innovated policies to prevent, prepare, and respond to natural and pernicious biological risks, including mpox, avian flu, and the convergence of advances in biotechnology and artificial intelligence. She built a counter-fentanyl campaign involving Mexico, Canada, and China, and mobilized a global coalition of more than 80 partner countries to disrupt the synthetic opioid supply chain and save American lives.
During the Obama Administration, Liz served in three successive roles: Deputy Secretary of Energy (2014-2017); White House Coordinator for Defense Policy, Countering Weapons of Mass Destruction and Arms Control (2013-2014); and Senior Director for Europe on the National Security Council (2009-2013). She served in the Clinton Administration as Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia (1994-1996). Jennifer Short is a senior national security leader with more than 30 years of experience shaping strategy and leading operations at the highest levels of U.S. defense and government. She most recently served as Senior Military Assistant to the Secretary of Defense under two presidential administrations, advising on global defense strategy and operations across Europe, the Middle East, Asia, and U.S. homeland defense.
Throughout her career, Jennifer has led complex, multi-agency collaboration across the Department of Defense, Air Force, Space Force, and Congress, securing critical legislative outcomes and funding for defense modernization, cyber strategy, and space capabilities. A combat-proven A-10 fighter pilot and former Commander of the 23rd Wing, she led more than 6,000 personnel and global combat search and rescue operations.

The Honorable Robert M. Scher is a recognized expert in strategic planning, geopolitical risk assessment and mitigation, and government advocacy across the energy and defense sectors and on issues of international, national security, and US domestic politics. He has served in the public sector, worked in the private sector, and was appointed to a congressionally mandated commission by the Senate Majority Leader.
Bob was most recently the Vice President and Head of International Affairs for BP America. In this position he tracked and analyzed US foreign and national security policy as it affected BP’s businesses around the world.
Jamie Jones Miller is the inaugural Dean and CEO of Northeastern University’s Arlington, VA campus, blending her passion for national security and developing the next generation of leaders. She most recently served as a Senior Advisor at The Roosevelt Group, a strategic advocacy and consulting firm, where she worked with a wide range of clients in the defense, security, and intelligence sectors.
Jamie’s 16 years of government service includes roles as Principal Deputy Assistant Secretary of Defense for Legislative Affairs (SES III) and Deputy Assistant Secretary of Defense (SES II) where she advised the Secretary and Deputy Secretary of Defense on legislative strategy and managed relationships with members of Congress and key congressional staff, the military departments as well as the White House, National Security Council and federal departments and agencies in support of DoD priorities. Mariah Sixkiller is a Director at Hakluyt & Co, a strategic consulting firm based in London. She works in the San Francisco office and specializes in tech policy and regulatory matters for corporate and investor clients. Before joining Hakluyt in 2023, Mariah was the General Manager for Strategy in Microsoft’s US Department of Defense business. From 2013-2023, Ann was a founding Senior Partner in Inglee Sauer Market Strategies, LLC, a strategic consulting firm that specialized in providing timely, critical advice to corporations, think tanks and other non-profit organizations, and government entities. As Founder and Principal of Acadia Advisory, she advises philanthropic and development organizations as they navigate a shifting global landscape. Her work centers on supporting institutions as they consider how development models and financing approaches may need to evolve in the years ahead.
Albright served most recently as Chief Executive Officer of the Millennium Challenge Corporation (MCC) and the Global Partnership for Education (GPE). At MCC, she led a strategic refresh and helped secure the passage of bipartisan legislation expanding the agency’s country eligibility, adding 33 countries to its potential footprint. At GPE, she guided the organization’s evolution into a major multilateral funder and expanded its financing toolkit, including the launch of the Knowledge and Innovation Exchange (KIX), the GPE Multiplier, and a $500 million COVID-19 emergency window to sustain learning during school closures.
Previously, Albright helped establish the field of innovative development finance beginning at GAVI, where she co-designed and launched the International Finance Facility for Immunization (IFFIm) and the Advance Market Commitment (AMC) — mechanisms that transformed global vaccine access and mobilized more than $10 billion. She continued advancing new financing approaches at the Export-Import Bank of the United States, where she helped launch its first direct lending program for small businesses. Alex Kahan is a global strategy, operations, and policy leader with experience at the intersection of national security, government, and the private sector.
Most recently she served on the executive leadership team of the U.S. International Development Finance Corporation (DFC), the government’s investment arm that provides financing to the private sector to advance foreign policy and development goals in key sectors and global markets. As the Deputy Chief of Staff for Strategy, she led DFC’s enterprise strategic planning and consulting function, enabling DFC to grow to over 700 personnel with a $50B portfolio. Prior to DFC Ms. Kahan was the Chief of Staff for Global COVID-19 Response and Health Security at the U.S. Department of State, where she supported global pandemic response coordination and oversaw Department activities to distribute more than 700 million vaccines to 118 countries.
M. Tia Johnson, Visiting Professor of Law, was Director of the National Security Law LL.M Program at Georgetown Law and a Visiting Fellow at Georgetown’s Center on National Security and the Law. She is also a Distinguished Fellow at the Center for National Security Law at the University of Virginia School of Law. Immediately prior to her appointment at Georgetown, she served in the Obama Administration as the Assistant Secretary for Legislative Affairs at the U.S. Department of Homeland Security. Before that, Professor Johnson was the Senior Advisor to the Director at the U.S. Immigration and Customs Enforcement (ICE).
Professor Johnson retired from the U.S. Army Judge Advocate General’s Corps, where she specialized in international and national security law. In 2002, she became the first African-American female to be selected to the rank of Colonel in the U.S. Army’s JAG Corps’ 227-year history. In her final assignment, she served as the Senior Military Assistant to the Department of Defense General Counsel.
Ambassador James O’Brien most recently served as Assistant Secretary of State for European and Eurasian Affairs after previously serving as Head of the Office of Sanctions Policy prior to this role.
Mr. O’Brien was Vice Chair of Albright Stonebridge Group (ASG) and led the firm’s Europe practice. A founder of the firm, he has worked extensively on issues affecting consumer goods, health, entertainment, environment, media (including free speech), information technology, telecommunications, and finance sectors. Mr. O’Brien is also a member of the management and investment committees of Albright Capital Management LLC, an affiliated investment advisory firm focused on emerging markets.
Mr. O’Brien has served two U.S. administrations as special presidential envoy, securing the release of Americans held hostage abroad and overseeing U.S. policy planning towards the Balkans. He has been senior advisor to the U.S. Secretary of State and served as the principal deputy director of policy planning at the State Department. He worked to end armed conflicts in Europe, helped develop non-proliferation initiatives after the Cold War, negotiated environmental agreements, and supported initiatives to investigate and prosecute persons responsible for war crimes.
Michèle Flournoy is Co-Founder and Managing Partner of WestExec Advisors, and a Co-Founder, former Chief Executive Officer, and now Chair of the Center for a New American Security (CNAS).
Michèle served as the Under Secretary of Defense for Policy from February 2009 to February 2012. She was the principal advisor to the Secretary of Defense in the formulation of national security and defense policy, oversight of military plans and operations, and in National Security Council deliberations. She led the development of the Department of Defense’s 2012 Strategic Guidance and represented the Department in dozens of foreign engagements, in the media and before Congress. Rachel Vogelstein is a Professor at Columbia University’s School of International and Public Affairs and Director of the Women’s Initiative at the Columbia Institute of Global Politics, where she focuses on gender equality in the U.S. and globally. Most recently, she served in the Biden Administration as Special Assistant to the President and Deputy Director of the White House Gender Policy Council and Special Advisor on Gender at the National Security Council, leading policy development on health and reproductive rights, economic security, and democracy and political participation, among other issues. For over a decade, Rachel was an advisor to Secretary Hillary Clinton on women’s issues, serving on both of her presidential campaigns and as the Director of Girls’ and Women’s Initiatives at the Clinton Foundation. During the Obama Administration, she was an official in the Secretary’s Office of Global Women’s Issues at the U.S. Department of State, where she developed a landmark foreign policy agenda for women’s empowerment. Previously, she served as the Douglas Dillion Senior Fellow and Director of the Women and Foreign Policy Program at the Council on Foreign Relations. She is the author of Awakening: #MeToo and the Global Fight for Women’s Rights, which was recognized by the New York Times for capturing the global impact of the #MeToo movement, and began her career as a lawyer focused on reproductive rights.
Mary DeRosa is a Professor from Practice at Georgetown University Law Center, where she focuses on national security law. She is Director of Georgetown’s Global Law Scholars program and Co-Director of its Center on National Security and the Law.
Previously, Ms. DeRosa served as Deputy Assistant and Deputy Counsel to the President and National Security Council Legal Adviser in the Obama Administration. She has also served at the U.S. Mission to the United Nations as Alternate Representative of the United States to the 66th Session of the UN General Assembly, an ambassador-level position. Before the Obama Administration, Ms. DeRosa was Chief Counsel for National Security for the Senate Judiciary Committee, working for the Chairman, Senator Patrick Leahy; Senior Fellow for Technology and Public Policy at the Center for Strategic and International Studies; Special Assistant to the President and National Security Council Legal Advisor, and earlier Deputy Legal Adviser, during the Clinton Administration; and Special Counsel to the General Counsel at the U.S. Department of Defense. Earlier in her career, Ms. DeRosa was a lawyer at the Arnold & Porter law firm and a law clerk to the Honorable Richard Cardamone, United States Court of Appeals for the Second Circuit.
Christine Abizaid led the United States Government’s counterterrorism enterprise while serving as the Director of the National Counterterrorism Center (NCTC) from June 2021 to July 2024. She was the eighth Senate confirmed Director and the first woman to lead NCTC, the primary U.S. intelligence organization that integrates, analyzes, and shares terrorism information.
Before joining NCTC, Abizaid was as an executive at Dell Technologies in its Global Operations organization, where she led and advised on geopolitical and strategic risk analysis; supply chain security; sustainability and transparency initiatives; compliance; and global inventory management. While in the private sector, Abizaid was aboard member for the Responsible Business Alliance; a board member at the Middle East Policy Council; and an inaugural Steering Committee Member for the Leadership Council for Women in National Security (LCWINS).
Laura McAleer is the University of Notre Dame’s Associate Vice President for Federal and Washington Relations, responsible for the development and execution of the University’s strategic priorities in the Nation’s capital.
Prior to joining Notre Dame, McAleer served for more than twenty years as a defense and foreign policy advisor and analyst, most recently at the Department of Defense as the Deputy Assistant Secretary of Defense for Senate Affairs and acting Principal Deputy Assistant Secretary of Defense for Legislative Affairs. Previously, she worked on Capitol Hill for more than a decade, serving as a national security and foreign policy advisor to four U.S. Senators and on the Majority Staff of the Senate Foreign Relations Committee.
In addition to her congressional experience, McAleer’s public service includes assignments as a strategy and plans officer for U.S. Special Operations Command Africa, as an analyst and program manager with the Office of Naval Intelligence, and as the Director for Strategic Initiatives for the Secretary of the Navy. She also served for more than a decade as an intelligence officer in the U.S. Navy Reserve.
Ambassador Bonnie Jenkins is currently the Shapiro Visiting Professor of International Affairs at the Elliot School of International Affairs at George Washington University and the Compton Visiting Professor at the Miller Center at the University of Virginia. From 2021- 2024, she served as the Under Secretary of State for Arms Control and International Security Affairs.
As Under Secretary of State, Jenkins oversaw three bureaus: the Arms Control, Deterrence, and Stability Bureau (ADS); the International Security and Nonproliferation Bureau (ISN); and the Political-Military Affairs Bureau (PM). Notably, she was appointed by Secretary of State Antony Blinken in May 2023 to lead the Department’s implementation efforts on AUKUS, the trilateral security partnership between Australia, the United Kingdom, and the United States. Ambassador Jenkins has the distinction of being the first African American to hold the position of Under Secretary of State.
Ambassador Jenkins was a Nonresident Senior Fellow at the Brookings Institution from 2017 – 2021. She was also a Joint Visiting Fellow at The Brookings Institution and the University of Pennsylvania’s Perry World House. She continued at the University of Pennsylvania from 2018 – 2021 as a Visiting Scholar at the Nursing School and the School of Veterinary Science.
Paloma Adams-Allen is President and Chief Executive Officer of Airlink, a nonprofit organization that harnesses the power of aviation to provide humanitarian relief to communities in crisis. Prior to Airlink, she served in the Biden Administration as the United States Agency for International Development’s Chief Operating Officer and Deputy Administrator for Management and Resources. As second in command, she oversaw operations in over a 100 countries and led an ambitious internal reform agenda that modernized private sector engagement, spurred locally-led development, and slashed bureaucratic burdens on staff and partners.
Adams-Allen was the President and CEO of the Inter-American Foundation from 2017-2021, a period of transformation for the foundation marked by significant growth in its revenues, geographic reach, and partnerships. She has also served in senior roles at Winrock International and USAID’s Latin America and Caribbean Bureau, where she launched new public private partnerships outfits to mobilize funding and know-how and scale development impact. Adams-Allen, who speaks Spanish, also worked at the Organization of American States in programming and leadership roles for over a decade. She is currently the President of Brown University’s Women’s Alumni Network, and serves on the boards of the global non profit, Pact, and the French social impact organization, Livelihoods Venture.
Ms. Adams-Allen spent her childhood between rural Jamaica and the New England region of the U.S. She earned a Juris Doctorate from Georgetown University Law Center, a Bachelor of Arts in Development Studies from Brown University, and a Masters in International Affairs from Johns Hopkins University’s School of Advanced International Studies. An avid hiker and gardener, she lives in Washington, D.C. with her husband, two awesome daughters, and an energetic puppy.
Janine Davidson, Ph.D., has served as president of Metropolitan State University of Denver since 2017. She is a national thought leader in higher education and on topics such as public service, U.S. foreign policy and national security.
Prior to her time at MSU Denver, Davidson served as the 32nd under secretary of the United States Navy. Her appointment by then-President Barack Obama as Navy “under” followed nearly 30 years of academic, civilian and military service.
She has taught at George Mason University, Georgetown University, Davidson College and various professional military schools, and was an aviation and aerobatics flight instructor at the U.S. Air Force Academy. She recently returned to the classroom at MSU Denver, co-teaching a course on the philosophical and legal origins of freedom of speech in the United States.
Davidson began her career as an Air Force officer and cargo pilot. She was a distinguished graduate of the Air Force Squadron Officer School and was the first woman to fly the Air Force’s tactical C-130. Her various honors include: HillVets Top 100 Most Influential Veterans; University of South Carolina Distinguished Alumna; Secretary of the Navy Medal for Distinguished Public Service; Secretary of Defense Medal for Outstanding Public Service; Girl Scouts of Colorado 2018 Woman of Distinction; the Colorado Women’s Chamber of Commerce 2019 Top 25 Most Powerful Women in Business; a 2021 Denver Business Journal Most Admired CEO; and a 2022 9NEWS Leader of the Year finalist.
Tamara Cofman Wittes became the fourth president of the National Democratic Institute (NDI) in 2024. Before joining the Institute, she served as Director of Foreign Assistance in the U.S Department of State. Previously, she led the Russia sanctions effort for the State Department’s sanctions coordination office. Dr. Wittes also served in the State Department from 2009 to 2012 as Deputy Assistant Secretary of State for Near Eastern Affairs, coordinating U.S. policy on democracy and human rights in the Middle East during the Arab uprisings.
Dr. Wittes spent nearly twenty years as a foreign policy scholar at the Brookings Institution, including as director of its Center for Middle East Policy. Her analysis focused on U.S. foreign policy in the Middle East, political and economic change in the region, and the Arab-Israel conflict. She is an adjunct professor at Georgetown University, where she has taught courses in international relations, Middle East policy, and security studies. Dr. Wittes was one of the first recipients of the Rabin-Peres Peace Award, established by President Bill Clinton in 1997. Dr. Wittes has published three books, most recently Foreign Policy Careers for PhDs: A Practical Guide to a World of Possibilities (Georgetown University Press, 2023).
Katie Arrington is Chief Information Officer at IonQ where she oversees the protection and modernization of the company’s global enterprise systems, safeguards digital assets and supply chains, and strengthens operational and cyber resilience across the company’s rapidly expanding footprint. Her move to IonQ reflects a continued personal mission she has championed throughout her career—ensuring U.S. warfighters, government agencies, and industry have access to the world’s most advanced, secure technology.
Most recently, Arrington performed the duties of the Department of War’s Chief Information Officer, advising the Secretary on enterprise information management; satellite, communications, and spectrum capabilities; cyber assurance; and space and emerging technology policy. Earlier, as Deputy CIO for Cybersecurity, she led defense-wide oversight of cyber strategy, governance, and compliance. A former state legislator and a longtime member of the defense innovation ecosystem, Arrington began her federal service as the CISO for Acquisition & Sustainment, where she developed and implemented the Cybersecurity Maturity Model Certification (CMMC). She was also instrumental in bringing AI to the COVID Supply Chain efforts. Her industry leadership includes senior roles with Exiger, Booz Allen Hamilton, Centuria Corporation, and Dispersive Networks—each focused on strengthening the defense industrial base, accelerating innovation, and protecting national security.
Julie Myers Wood has more than 30 years of experience in the public and private sector working on regulatory and enforcement issues from many perspectives, including as federal prosecutor, defense counsel, government investigator and compliance consultant. Key highlights include leading 15,000 special agents, lawyers, and officers at the U.S. Department of Homeland Security (DHS); helping the President choose cabinet members to serve in his administration; and co-founding a compliance software and consulting startup, which was later acquired by Guidepost Solutions. Ms. Wood is currently the Chief Executive Officer at Guidepost Solutions, a leading investigations, compliance, monitoring, and security firm with offices throughout the United States, as well as England, Colombia, Mexico and Singapore.
Before joining the private sector, Ms. Wood held several high-level positions with the U.S. government at four government agencies (DOJ, DHS, Treasury and Commerce), as well as the White House. At the White House, she helped President George W. Bush identify key cabinet and sub-cabinet officials, including at DOJ, DHS, and DOD. At DHS, she led 15,000 special agents, lawyers, and officers at Immigration and Customs Enforcement (ICE), the largest investigative component and second largest investigative agency in the federal government. She oversaw the Homeland Security Investigations (HIS) division at ICE and the agency’s initiatives to combat human trafficking as well as its investigative work to prevent child exploitation. While serving as Assistant Secretary for Export Enforcement at the Department of Commerce, Ms. Wood was responsible for all dual-use export enforcement and special agents and she oversaw the enforcement of criminal and civil violations of export enforcement laws, including those involving telecommunications companies and encryption issues. At the Department of Justice, she served as Chief of Staff for the Assistant Attorney General of DOJ’s Criminal Division and also prosecuted cases as an Assistant U.S. Attorney for the Eastern District of New York, including securities fraud, organized crime, money laundering, and bankruptcy fraud. As a Deputy Assistant Secretary at the Department of Treasury, she developed policy and ran a team responsible for money laundering and customs enforcement matters.
Ms. Wood serves on several nonprofit boards and advisory boards relating to national security and immigration. She has been recognized with numerous industry and leadership awards, including the naming of the Julie L. Myers Conference Center at ICE Headquarters, in honor of her contributions and leadership at the Department of Homeland Security.
Melissa G. Dalton has over 20 years of experience in U.S. defense, aerospace, and national security affairs. She served as the 28th under secretary of the Air Force. She was responsible for organizing, training, and equipping the U.S. Air Force and Space Force, overseeing an annual budget exceeding $200 billion, and accountable for the welfare of nearly 700,000 active-duty, guard, reserve, and civilian Airmen, Guardians, and their families. Ms. Dalton performed the duties of deputy under secretary of defense for policy from December 2023 to May 2024, when she served as the principal advisor to the secretary of defense on the formation of national security and defense policy. Additionally, she served as the assistant secretary of defense for homeland defense and hemispheric affairs from March 2022 to May 2024. She joined the Biden administration in January 2021 as the principal deputy assistant secretary of defense for strategy, plans, and capabilities. From 2014 to 2021, Ms. Dalton led research and analysis at the Center for Strategic and International Studies, including directing the Cooperative Defense Project and serving as deputy director and senior fellow in the International Security Program. Ms. Dalton served for more than a decade as a career civil servant in the Bush and Obama administrations within the Department of Defense. Ms. Dalton is a recipient of the Department of Defense Distinguished Public Service Medal. She was a Council on Foreign Relations International Affairs fellow and is a member of the Council on Foreign Relations. She is a Principal at WestExec Advisors, a Non-Resident Senior Advisor at the Center for Strategic and International Studies, a Board Member of the Saber Six Foundation, and is the Principal of Potomac River Strategies, LLC.
John B. Bellinger III is a partner and co-chair of the Global Law & Public Policy Practice at Arnold & Porter. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.
Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from 2005 to 2009. He previously managed Secretary Rice’s Senate confirmation and co-directed her State Department transition team. He received the Secretary of State’s Distinguished Service Award in January 2009.
Mr. Bellinger served from 2001 to 2005 as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House. He previously served as Counsel for National Security Matters in the Criminal Division of the Justice Department during the Clinton Administration (1997-2001), Special Counsel to the Senate Select Committee on Intelligence (1996), and Special Assistant to Director of Central Intelligence William Webster (1988-1991).
A native of Cuba, former U.S. Rep. Ileana Ros-Lehtinen (R-FL) served for almost three decades as a Member of Congress representing diverse areas in South Florida. She was the Chairwoman of the House Committee on Foreign Affairs and the Chairwoman of the Subcommittee on the Middle East and North Africa (MENA). In these roles, she led on pressing foreign policy issues, including championing the advancement of freedom and democracy for all, fighting Islamist extremism; supporting free trade agreements with Colombia, Panama, and South Korea; and imposing sanctions on human rights violators in Venezuela. Her record over nearly four decades of public service includes fighting against tyranny and oppression, particularly in her native homeland of Cuba, as well as working diligently to support and strengthen the US – Israel strategic partnership.
Rep. Ros-Lehtinen served on the House Permanent Select Committee on Intelligence and was a member of the CIA Subcommittee and the National Security Agency and Cybersecurity Subcommittee. A strong proponent of education, Rep.
Nicholas Rasmussen was the Executive Director at Global Internet Forum to Counter Terrorism (GIFCT). Previously, he was the Senior Director for National Security and Counterterrorism Programs at the McCain Institute for International Leadership. Rasmussen is a national security professional with over twenty-seven years in U.S. government service, including in senior counterterrorism posts at the White House and in the U.S. Intelligence Community from 2001 to 2017. He concluded his government career as Director of the National Counterterrorism Center (NCTC), leading more than 1,000 professionals from across the Intelligence Community, federal government, and federal contractor workforce.
Rasmussen served in senior posts across three administrations, including as Special Assistant to the President and Senior Director for Counterterrorism at the National Security Council staff under Presidents Bush and Obama before being appointed Director of NCTC by President Obama and continuing his tenure at the request of President Trump’s administration. From 1991-2001, he served in policy positions at the Department of State, focused on the Middle East.
Reta Jo Lewis most recently served as President and Chair of the Export Import Bank. Previously, she was Senior Fellow and Director of Congressional Affairs at The German Marshall Fund of the United States where she was the principal liaison between GMF and Congress and built extensive congressional relationships. During the Obama Administration, from 2010 to 2013, she served as the U. S. Department of States’ first-ever Special Representative for Global Intergovernmental Affairs, under Secretaries of State Hillary Clinton and John Kerry. Lewis led the office charged with building strategic peer- to-peer relationships between the Department of State, U.S. state and local officials, and their foreign counterparts. In her post, she served as the State Department’s lead interlocutor in negotiating and executing the first historic agreements to solidify subnational cooperation and engagement efforts with BRICS (Brazil, Russia, India, China, and South Africa) countries and with targeted countries in the European Union. She was the principal architect that led the global engagement of U.S. state and local government leaders’ integration into and strategy regarding sustainability and climate change to RIO+20, COP-16, COP-17 and COP-18. In 2013, she was awarded the Secretary’s Distinguished Service Award.
Alexis Lasselle Ross is the President of Apex Defense Strategies, LLC, a strategic advisory firm that guides companies as they navigate the defense market. Ross founded Apex after more than two decades as an executive in the public and private sectors. Her consultancy draws upon this experience to offer companies a unique blend of strategic planning and executive advising on the Department of Defense’s acquisition system, the U.S. defense industrial base, and the planning and execution of large-scale change.
Most recently, Ross performed strategic planning at General Dynamics, advising corporate leadership on managing critical issues and navigating government business. Prior to entering the private sector, Ross served in a variety of senior positions in both the executive and legislative branches of the U.S. government. She served as the deputy chief of staff to the Secretary of Defense, advising the secretary and ensuring execution of Department of Defense policy, programs, and organizational restructuring. During her tenure, she performed the duties of the undersecretary of defense for personnel and readiness, leading the department’s healthcare and human resources systems during the early response to the COVID-19 pandemic. Previously, Ross served as the deputy assistant secretary of the army for strategy and acquisition reform, where she designed and implemented improvements to the Army acquisition system, including new policies on intellectual property and advanced manufacturing.
Prior to her appointments to the Department of Defense, Ross served on the Armed Services Committee in the U.S. House of Representatives as a professional staff member writing legislation on government procurement and acquisition reform. Ross also worked at the Military Compensation and Retirement Modernization Commission as a deputy director responsible for designing alternatives to the DOD healthcare system. Prior to her work on the Commission, Ross served for seven years as a civil servant advising senior Army leadership in the Pentagon. Ross began her career at the Armed Services Committee in the U.S. House of Representatives where she served in several capacities, including as a professional staff member on the Readiness Subcommittee.
Ross is active in both the public policy and business communities. She is a board director for MxD, a member of the Army Science Board, a non-resident senior associate at the Center for Strategic and International Studies (CSIS), a senior fellow at the National Defense Industrial Association, a member of the Leadership Council for Women in National Security (LCWINS), and a principal at Pallas Advisors. Ross received a doctorate in public policy from George Mason University and a Master of Science degree in national security and strategic studies from the Naval War College.
Dr. Jung H. Pak was Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs at the U.S. Department of State. During her tenure at State, she was responsible for overseeing relations with Australia, New Zealand, and the Pacific Islands (2023-2024); deepening and expanding U.S. relationship with the Association of Southeast Asian Nations and related fora (2021-2023); and leading on Global China issues (2021-2022), developing new initiatives and strengthening collaboration with key foreign interlocutors. She concurrently served as U.S. Deputy Special Representative for North Korea from 2021-2023 and as the top U.S. official on North Korea policy from 2023-2024.
Prior to arriving at State, Dr. Pak was a senior fellow at the Brookings Institution, where she focused on Korean Peninsula issues, East Asia regional dynamics, and transnational threats related to proliferation, cybersecurity, and climate change. While at Brookings, she authored Becoming Kim Jong Un, which has been translated into multiple languages and draws from her deep knowledge and experience as an intelligence officer.
Uyen (pronounced “Win”) Dinh serves as the Vice President of Government Relations and Strategy at BlackSky Global, LLC, a provider of real-time geospatial intelligence.
Previously, Uyen served as the Deputy Assistant Secretary for Legislative Affairs at the Department of Homeland Security. With over two decades of experience in national security and intelligence community programs and policies, the Congressional legislative process, and the executive branch planning and decision making process, Uyen’s unique skill set leverages her federal government experience with private sector insights.
In the business sector, Uyen led her own strategic consulting company, WinStrategies, LLC; after having served as Vice President for Government Relations for GeoEye, Inc. a New Space company. Her background includes national and military intelligence, space- based ISR, satellite payloads, space launch systems, GEOINT, cybersecurity, and homeland security issues such as emergency preparedness and disaster relief, customs and border enforcement, maritime security, combating human trafficking, transportation security, and humanitarian issues.
Allison Peters previously served as the Deputy Assistant Secretary of State in the Bureau of Democracy, Human Rights, and Labor at the U.S. Department of State where she oversaw the Bureau’s Office of Multilateral and Global Affairs, including its work on technology and human rights, Office of East Asian and Pacific Affairs, and Office of Policy Planning and Public Diplomacy. Previously, Ms. Peters served as the Senior Advisor to the Under Secretary for Civilian Security, Democracy, and Human Rights and the Senior Advisor to the Assistant Secretary for International Narcotics and Law Enforcement Affairs where she worked to advance rights-respecting approaches to technology and cyber policy and counter threats.
Prior to her time in government, Peters served as the Deputy Director of the National Security Program at the think tank Third Way where she regularly advised policymakers on a broad spectrum of foreign policy and national security issues. In this capacity, she helped to lead the Program’s Cyber Enforcement Initiative where her writing, research, and policy development focused on strengthening global cooperation and capacity to identify and bring to justice malicious cyber actors.
Prior to her appointment as Principal Deputy Assistant Secretary in the Bureau of Conflict and Stabilization Operations, Elizabeth Fitzsimmons served as the U.S. Ambassador to the Togolese Republic from 2022-2024. She was previously the Acting Principal Deputy Assistant Secretary for the Bureau of African Affairs. She has also served as Deputy Assistant Secretary of State for Central Africa and Public Diplomacy, the Acting Deputy Spokesperson for the Department, Deputy Executive Secretary to Secretaries Kerry and Tillerson, and Deputy Assistant Secretary for Public Diplomacy in the Bureau of South and Central Asian Affairs. She joined the Department in 1995, and at the time of her swearing in was the youngest member of the Foreign Service. She has served overseas in Taiwan, Hong Kong, Cambodia, India, Bulgaria, and Togo.
Dr. Nora Bensahel is a Professor of Practice at the Johns Hopkins School of Advanced International Studies (SAIS), and a Contributing Editor and Columnist for War on the Rocks. She is also an Adjunct Research Staff Member at the Institute for Defense Analyses. Her work focuses on the future of warfare, and military strategy and operations. She is the co-author of the recently-published book Adaptation Under Fire: How Militaries Change in Wartime, and previously served on the Board of the Leadership Council for Women in National Security (LCWINS).
Before joining SAIS, Dr. Bensahel was a Distinguished Scholar in Residence at the School of International Service at American University and a Non-Resident Senior Fellow at the Atlantic Council. Prior to that, she was a senior fellow and co-director of the Responsible Defense Program at the Center for a New American Security. Her early career included over eleven years at the RAND Corporation, where she rose to the position of senior political scientist. She also spent more than a decade as an adjunct professor in the Security Studies Program at the Edmund A. Walsh School of Foreign Service, Georgetown University, where she taught graduate classes and received the Alumni Leadership Council Teaching Award.
Elizabeth K. Horst is a former career U.S. diplomat with more than 25 years of experience leading policy, people, and partnerships across Europe and South Asia. As Principal Deputy Assistant Secretary in the Bureau of South and Central Asian Affairs, she served as the bureau’s chief operating officer—overseeing policy development, budgets, staffing, strategic communications and U.S. engagement with 13 countries and 20 posts. As the Deputy Assistant Secretary for Pakistan, she refocused the bilateral relationship on economic and security issues, and launched the U.S. – Pakistan Green Alliance to advance climate resilience, clean energy, and water security. She was also responsible for Public Diplomacy to the regional audience of almost 2 billion people from Astana to Colombo. She was nominated as U.S. Ambassador to Sri Lanka in 2024.
Her diplomatic career included leadership roles in Mission German as Minister Counselor for Public Diplomacy and in Tallinn, Estonia as Chargé d’Affaires and Deputy Chief of Mission, where she strengthened transatlantic security and economic cooperation. Her Washington postings focused on regional security, economic development and foreign assistance, and spearheading mentoring and leadership initiatives. Earlier assignments took her to Ukraine, Germany, Russia, Afghanistan, Tajikistan, Pakistan, and Niger, where she began her public service as a Peace Corps volunteer, working on food security and community health.
She holds degrees from the University of Kansas and the University of North Carolina at Chapel Hill and speaks German, Russian, French, and Hausa.
Ambassador (ret.) Greta C. Holtz is the President and CEO of Amideast, a leading non-profit organization which works to provide live-changing educational and exchange programs in the Middle East and North Africa and for U.S. students and faculty. Ambassador Holtz served as a career diplomat with extensive experience in the Middle East and North Africa. She was the U.S. Ambassador to Oman from 2012 to 2015, the Chargé d’affaires in Qatar from 2020-2021, and the Minister-Counselor for Provincial Affairs at the U.S. Embassy in Baghdad from 2009 to 2010. Additional overseas postings included Saudi Arabia, Yemen, Tunisia, Syria, and Turkey, and her domestic assignments included serving as the Deputy Assistant Secretary of State for Public Diplomacy and Strategic Communication in the Bureau of Near Eastern Affairs, and the Principal Deputy Assistant Secretary of State for South and Central Asia.
Ambassador Holtz’s broad experience encompasses a number of other positions, including as Chancellor and Vice Chancellor of the College of International Security Affairs at the National Defense University, and Senior U.S. Coordinator for Operations Allies Refuge (OAR) in Doha, Qatar. Ambassador Holtz also served as the State Department’s Coordinator for the Organization for Security and Cooperation in Europe (OSCE), a Senior Watch Officer in the State Department’s Executive Secretariat’s Operations Center, a 24/7 crisis management and communications center, and the Senior Foreign Policy Advisor to the Commanding General of the U.S. Special Operations Command, providing strategic guidance for special operations missions worldwide.
Ambassador Holtz holds a BS in Political Science from Vanderbilt University, an MS in International Relations from the University of Kentucky’s Patterson School of Diplomacy and International Commerce, and an MS in National Security Studies from the National War College. She speaks French, Arabic, and Turkish, and is the recipient of numerous State Department awards, as well as awards from the Department of Defense and Central Intelligence Agency. She is a member of the American Academy of Diplomacy, a member of the Board of Advisors for Spirit of America, and a member of the Board of Directors for The Marshall Legacy Institute. Ambassador Holtz is a non-resident Distinguished Fellow at the University of South Florida’s Global and National Security Institute and is a distinguished graduate of University of Kentucky’s Patterson School of International relations and Commerce.
Caitlin Hayden is the London-based Group Communications Director for BAE Systems, one of the largest aerospace, defense, and security firms in the world, employing around 110,000 people with customers in more than 40 countries. In this role, Hayden leads global communications and serves as a member of the company’s executive committee.
Prior to this, she served as the Senior Vice President of Communications at BAE Systems, Inc., leading all external and internal communications for the U.S. business.
Before joining BAE Systems, Hayden had accumulated nearly two decades of communications and leadership experience. This includes serving as vice president of Communications for the Aerospace Industries Association (AIA), leading the organization’s work to tell the aerospace and defense industry’s story in the U.S. and around the world. Previously, Hayden was executive vice president and Media Group director in Edelman’s Washington, D.C. office, where she worked with a range of clients to develop communications strategies to meet their business objectives, including protecting and promoting their brands and navigating regulatory, policy, and crisis issues.
Virginia Blaser is a tech-driven CEO, founder, and AI inventor with over three decades of experience leading organizations and driving innovation across the public and private sectors. As the CEO and founder of Blaser Global, she advises corporations, NGOs, and governments on leadership, operational strategy, and the ethical integration of AI into diplomacy, development, and foreign affairs. A serial entrepreneur, Virginia has launched and scaled multiple startups, secured venture capital investments, and developed AI-powered tools, including a patent-pending platform that transforms images into customizable products — merging technology, design, and accessibility at scale. Before entering the private sector, Virginia served as a senior U.S. diplomat for over 30 years across three continents — including five years as acting U.S. ambassador to five countries. She managed billion-dollar budgets, navigated complex political and economic challenges, and advanced U.S. interests on the global stage. Virginia is the author of The Manager’s Workbook, described by the Foreign Service Journal as a “must-read” for aspiring and experienced leaders. She serves on several boards, including Cape BPO, the President’s Advisory Council at Pathfinder International, and the board of IRPIA, an Africa-based think tank focused on innovation, governance, and policy impact. She also sits on the advisory boards of Tilting Futures and Crisis Path, helping shape global strategies on leadership, innovation, and resilience. Dr. Van Winkle currently serves as the Industry Executive for Federal Government at Oracle, where she supports federal agencies in using innovative technology to solve complex challenges.
Prior to joining Oracle, Dr. Van Winkle served as Director of Strategic Analytics within Raytheon Intelligence and Space. She was previously a member of the Senior Executive Service within the Department of Defense and served in multiple leadership roles across the Department focused on assessing and ensuring the readiness of the military force. Most recently she served as the Deputy Director of Military Force Management for the U.S. Air Force, establishing and overseeing military force management policies to guide the readiness and retention of the Air Force’s human capital. Prior to that role, Dr. Van Winkle served as the Executive Director of the Office of Force Resiliency and was the principal staff advisor to the Secretary of Defense on policies related to the response and prevention of interpersonal violence; developing the Department’s first integrated prevention policies and framework, for which she received the Secretary of Defense Medal for Meritorious Civilian Service.
Nisha Biswal brings over 30 years of experience in U.S. foreign policy and international economic development including in the Executive Branch, in Congress and the private sector. Most recently, she served as Deputy CEO of the U.S. International Development Finance Corporation (DFC), overseeing operations, management and policy coordination, and helping DFC become the largest bilateral development finance institution in the world. Biswal was senior vice president for international strategy and global initiatives at the U.S. Chamber of Commerce from 2017-2023 and led the South Asia practice.
Her prior government service includes Assistant Secretary for South and Central Asian Affairs at the U.S. Department of State from 2013 to 2017. There she oversaw the U.S.-India strategic partnership, including the launch of an annual U.S.-India Strategic and Commercial Dialogue. She also initiated the C5+1 Dialogue with Central Asia and the US-Bangladesh Partnership Dialogue during her tenure as Assistant Secretary. Prior to that, Biswal was assistant administrator for Asia at the U.S. Agency for International Development (USAID),having previously worked in the Office of Foreign Disaster Assistance and the Bureau for Humanitarian Response. She also spent over a decade on Capitol Hill, working as staff director on the State and Foreign Operations Subcommittee on Appropriations as well as professional staff on the Foreign Affairs Committee in the House of Representatives.
Jen Daskal is a Partner at Venable LLP. She is a national security legal and policy expert, with years of experience managing crisis, mitigating risk, and working at the intersection of technology, policy and law. From October 2023 to January 2025, Daskal served as the Deputy Homeland Security Advisor at the White House. Before that, she was the Principal Deputy Legal Advisor at the National Security Council and served as Acting General Counsel at the Department of Homeland Security, where she oversaw over 3,000 attorneys, including the Department’s cybersecurity, intelligence, litigation, and law enforcement legal teams.
Before joining the federal government, Daskal was a tenured law professor at American University Washington College of Law (WCL) until February 2021. In 2020, she founded and served as the first Faculty Director of WCL’s Tech, Law & Security Program. As a law professor, she wrote extensively on issues of data security and data privacy, testified multiple times before Congress, and won several awards for her work.
